Background

Starting from fall 2010, UN Women with generous support of European Union has been implementing a cross-regional programme “Women Connect Across Conflicts: Building Accountability for Implementation of UN SCR 1325, 1820, 1888, 1889” that aims to enhance the capacity of Women’s human rights activists and gender equality advocates and their networks to effectively and meaningfully engage, influence, and mobilize for dialogues on security and peace issues at various levels nationally and regionally in the South Asia (Pakistan and Afghanistan), the Southern Caucasus (Georgia, Armenia, Azerbaijan) and the Central Asia / Fergana Valley (Tajikistan, Uzbekistan and Kyrgyzstan).

The Programme has four specific objectives:

Facilitate the development and adoption of the National Action Plan (NAP) on 1325, 1820, 1888 and 1889 in at least two countries (Georgia and Pakistan) for further replication on other target countries.

Strengthening referral mechanisms that provide redress for sexual and other forms of violence against women in situations of conflict in at least one country (Georgia).

Incorporation of gender equality principles into the internal operations of the security sector to promote zero tolerance to using sexual violence as a weapon of war in at least one country (Georgia).

The programme also aims to mobilizing national partners at local level to engage in evidence-based dialogues and advocacy for reconciliation, tolerance building and compliance with women’s human rights obligations in Fergana Valley (Kyrgyzstan, Uzbekistan, and Tajikistan).

The Government of Georgia made significant steps towards the implementation of UNSCRs on Women, Peace and Security. On December 27, 2012, the Parliament of Georgia adopted the National Action Plan on UN SCRs on Women, Peace and Security (WPS). The adopted NAP is in line with the principles laid down in the resolutions and can be considered a best practice that holds great promise for the achievement of comprehensive security in the country.

The programme intends to conduct a cost analysis of the National Action Plan so to provide an instrument to the government for planning and its correct implementation. Moreover, the cost analysis of the NAP will serve to integrate the documentation process of the NAP development experience and advocacy in Georgia for further adaptation and replication in other target countries of the programme. With this purpose, the UN Women Cross-regional Programme and sub-regional office (SRO) for Eastern Europe and Central Asia intends to hire a National Expert.

Duties and Responsibilities

The National Expert will work under the direct supervision of the Programme Manager of UN Women Cross-regional Programme “Women Connect Across Conflicts: Building Accountability for Implementation of UN SCR 1325, 1820, 1888, 1889” and will benefit from   technical and   operational support of   UN Women    Country    Office in Georgia. In  more   specific    terms,  the   National Expert   will  be responsible:

  • To conduct a detailed cost analysis of each chapter and objective of the National Action Plan (NAP) on Women, Peace and Security and develop a set of viable recommendations for all involved stakeholders.

To fulfill the expected task  the National Expert is expected:

  • To prepare a detailed work  plan  and  a methodology and  submit  them for  approval   to  the UN Women Cross-regional Programme “Women Connect Across Conflicts: Building Accountability for Implementation of UN SCR 1325, 1820, 1888, 1889” Manager for feedback and approval;
  • To carefully review the Georgian National Action Plan  (NAP) in all its parts, study similar NAP  budgets and best practices in allocating funds within relevant Bodies and Ministries in Georgia and in the region;
  • To  conduct consultations with each government entity and other stakeholders responsible for implementation of the NAP;
  • Develop a table describing costs associated with implementation of each objective and with breakdown per actors within the NAP;
  • To present and discuss results of the assignment with key national stakeholders to collect their feedback to finalize the costing analysis;
  • Develop a set of viable recommendations for relevant stakeholders with reference to annual budget allocation that will enable the Government to fully and successfully implement the NAP on WPS;
  • Develop a report on fulfillment of all the tasks assigned by this ToR.

Key Deliverables and Timeframe:

  • Detailed work  plan  and  a methodology – March 30, 2012
  • Draft table with detailed costs related to NAP implementation in Georgian and English language – April 23, 2012
  • Presentation to key stakeholders and collection of feedback for finalization – April 25, 2012
  • Finalized NAP Costing Table in Georgian and English with detailed narrative and include a set of viable recommendations for relevant stakeholders and UN Women – April 27, 2012
  • Brief narrative report on fulfillment of all the tasks assigned by this ToRs – April 27, 2012

The timeframe for the work of National Expert is tentatively planned through March-April, 2012.

Evaluation Procedure:
 
The candidates will be evaluated in two stages: technical evaluation and financial evaluation.

Technical evaluation criteria:

  3. Demonstrated knowledge and understanding of the Adopted National Action Plan on Women, Peace and Security (WPS), of Georgian administrative Law and procedures and of institutional structures and bodies in charge of implementing the National Action Plan on Women, Peace and Security  - 50;
  4. Understanding and proved knowledge of UNSCRs on WPS and of gender equality and women’s rights issues (as provided by CEDAW). Understanding of different impact of conflicts on women and girls, in the context of Georgia in particular - 30;
  5. Previous experience in implementation or cost analysis of policies, strategies, or action plans is an asset - 25;
  6. Excellent writing skills with demonstrated ability to collect legal documents and produce good reporting  - 25;
  7. Strong organizational and time management skills, ability to meet deadlines - 25;
  8. Proficiency in English and Georgian - 25;
  9. Interview - 100.

Maximum total technical scoring: 350

Only candidates who have passed over the mandatory criteria and have accumulated at least 245 points under technical evaluation will qualify to the next round of financial evaluation.

Evaluation of financial proposal:
 
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
 
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under consideration.
 
Winning candidate
 
The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical
scoring + financial scoring).
 
Submission package:

  • CV and P11 form;
  • Proposal explaining why they consider themselves the most suitable for the work and providing a brief methodology, if applicable, on how they will approach and conduct the work;
  • Financial proposal*– aggregated and with breakdown(total remuneration, travel expenses (per diems, tickets, lodging and terminal expenses)

*Each applicant will be required to submit an aggregated financial offer (“aggregated financial offer” is the total sum of all financial claims of the candidate for accomplishment of the task).

Management Arrangements:
The contractor will work under the guidance of the Programme Manager for cross-regional programme “Women Connect Across Conflicts: Building Accountability for Implementation of UN SCR 1325, 1820, 1888, 1889” and will benefit from technical and operational support of UN Women Georgia office.

Financial arrangements:
Payment will be disbursed upon submission and approval of deliverables and certification by the Programme Manager that the services have been satisfactorily performed:

  • Detailed work plan and a methodology – 20%
  • Draft NAP Costing Table – 30%
  • Finalized NAP Costing Table and brief narrative report on fulfillment of all the tasks assigned by this ToR – 50%.

Competencies

Academic Qualifications:

Year of Experience:

Language requirements:

  • Fluency in English and Georgian.


In  July  2010, the  United  Nations General  Assembly   created UN Women, the  United  Nations  Entity for Gender  Equality and  the  Empowerment of Women.  The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater   impact. It merges and builds on the important work of four previously distinct parts  of the  UN system (DAW, OSAGI,  INSTRAW and UNIFEM), which focused  exclusively on gender equality and women's  empowerment.
