Background

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
 
UN Women accelerates work to achieve UN System-wide goals on gender equality and the empowerment of women (GE/EW) working through 15 Sub-regional offices, (one is the Pacific Sub-regional Office) with presence, programmes and partnerships in more than 80 countries. UN Women is committed to decentralization to country level and the UN Women office in PNG, will transition over the next two years to a full Country Office, with delegations of authority in operations and programmes.
 
Rooted in UN Women’s mandate on ending violence against women, and in line with its Strategic Plan 2011-2017, UN Women is implementing a Global Programme “Safe Cities Free of Violence against Women and Girls” (SC GP), over the next 5 years. The programme builds on the experiences to date of leading women’s and international organizations and local level initiatives across various parts of the world.
 
The Global Programme aims to produce a global model, tested and proven through a comparative impact evaluation in the cities of Kigali, Quito, Delhi, Port Moresby and Cairo, which can be widely disseminated to policy-makers, mayor’s offices, donors, and civil society for adaptation and upscaling. UN Women office in PNG joined the SC GP with its pilot Project: Port Moresby: Safer City for Women and Girls”.
 
UN Women is seeking a Programme Specialist to support Safe City-Port Moresby Project in PNG.

Duties and Responsibilities

Project Coordination and Management:
  • Manage UN Women Port Moresby: A Safer City for Women and Girls Project in PNG. This responsibility includes ensuing participatory and locally owned Project design, as well as all aspects of implementation and evaluation of HQ level and country level Project components of the Safe Cities Global Programme  and provision of technical assistance as appropriate to national counterparts and partners;
  • Develop, manage and oversee Project budget, coordinate with implementing partners and relevant stakeholders;
  • Identify needs of partners and relevant stakeholders and develop capacity development support;
  • In consultation and with the support of UN Women SC GP, oversee the implementation and development of baseline, monitoring and evaluation mechanism and overall impact evaluation framework for the Project;
  • Ensure high-quality, results-oriented reporting on the project, for internal and external audiences (e.g. UN, donors), including providing guidance to the National Capital District Commission (NCDC) and partners in the submission of timely, quality reports and contributions;
  • Ensure effective information flow, communication and coordination with and between the UN Women, NCDC, RPNGC and relevant partners including CSO and grassroots groups;
  • Supervise and manage contracts of support staff including consultants providing services linked to the implementation of this project;
  • Carry out all necessary arrangements for National Execution including capacity assessments, funding and implementation modalities, finalization of LOAs, procurement plan, etc;
  • Support the Country Programme Manager in in-country resource mobilization for the project;
  • Ensure implementation of the shared components of the National Project required for the development of the cross-regional safe city model. Provide feedback and regular updates to UN Women Global Programme on progress in Project implementation as required and needed;
  • Ensure active participation in the activities organized by the Global Programme, including Annual Stakeholders meeting, and special events convened around 16Days Campaign to End Violence Against Women, CSW sessions, etc.
  • Mainstream HIV&AIDS into all processes of the project;
  • Provide and/or ensure technical assistance and support to implementing partners on project activities;
  • Ensure procurement and staffing requirements of the project are met and comply with UN WOMEN and UN rules and regulations;
  • Actively seek participation of relevant UN Agencies in development and implementation of the Safe City Port Moresby Project, such as UN-HABITAT, UNICEF, UNDP and within the framework of One UN approach;
  • Capture learning through ongoing analysis of monitoring data and evaluation findings;
  • Promote knowledge sharing in cooperation with SC GP and other pilot sites of the Programme, including through development of the knowledge products and communication materials.
  • Ensure wide strategic communication of the programme’s findings, good practices and lessons learned to local, national, regional and global partners;
  • Actively engage in resource mobilization efforts for the Project, including local, national and regional funding sources.
 
Representation, Partnership Building and Advocacy:
  • Strengthen UN WOMEN partnerships with other UN agencies and relevant partners as directed by the Country Programme Manager;
  • Actively participate and provide support and feedback to the interagency task teams where appropriate;
  • Contribute to the development of strategic approaches to policy dialogue, resource mobilization, partnerships, and outreach.
  • Assist in any other duties as requested by the Country Programme Manager.

Required Skills and Experience

Education:
  • Master`s degree in international development, gender studies, political science, social science or any related discipline.
 
Experience:
  • 5 years of relevant experience at the national and international level in development issues
  • Prior experience in development projects on gender equality and human rights;
  • Strong experience in project management, policy analysis, financial reporting and management, monitoring and evaluation, data analysis and statistics;
  • Experience working in the UN will be an asset in particular coordinating UN inter-agency work;
 
Language Requirements:
  • Fluency in English is required.
