UNDP Somalia comprises two main clusters: (a) Governance and Rule of Law Programme; and (b) Poverty Reduction and Environment Protection Programme. The Governance and Rule of Law Programme of UNDP Somalia responds to all four outcome areas outlined in the new country programme: capacity-building for peace and human security, strengthened governance and rule of law institutions, systems, practices and services, increased livelihood opportunities and improved natural resources management, and gender equality. Project areas currently include local governance, institution building, access to justice, police and community safety. The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development pillar of UNDP Somalia’s governance and Rule of Law portfolio.

SIDP was set up in 2008 and works with governance institutions in South Central Somalia in Mogadishu, in Puntland and in Somaliland to build their capacity so that they can perform their functions more effectively. The SIDP project team operates with staff in Nairobi, Hargeisa (Somaliland) and Garowe (Puntland). Local staff will shortly be recruited for Mogadishu. In 2011, a redesign process shifted the emphasis for support away from specific institutions to thematic support to four key pillars working across a variety of institutions. These pillars are:

  • Public Financial Management, Transparency and Accountability;
  • Planning and Aid Coordination;
  • Public Sector Reform and;
  • Implementing the good governance tasks which assist a transition in South-Central Somalia.

The Transitional Federal Government of Somalia, the Governments of Puntland State of Somalia and Somaliland recognize that the successful reconstruction and development of their respective administrative regions and the Somali people can only be achieved through the strengthened ownership over their development agendas. Somali authorities are committed to promoting sustainable development, reducing poverty, and improving the livelihoods of their people; they aim to achieve this by implementation strategies which build economic resilience and institutional capacity to address each region’s unique vulnerabilities. This process can be facilitated by international cooperation, including through further efforts by multilateral partners, which is more responsive to the particular needs of Somali people.

Significant investments in development, coordination and aid effectiveness for Somalia have been made over the years and yet progress towards increasing development results for the Somali people and progress towards aid effectiveness has been slow. As the 5-year Somali Reconstruction & Development Programme (RDP) comes to the end in 2012, the Somali regional and federal administrations have highlighted the necessity of a new development program/plan and requested support for the same from their development partners, in particular from UNDP’s Somali Institutional Development Project (SIDP).

UNDP Somalia, through the Somali Institutional Development project, supports the development of development planning mechanisms and the effective coordination and management of external aid. The Development Planning and Aid Coordination pillar of SIDP has an approximate annual budget of around $600,000, spent across the three regions of Somalia (South Central, Puntland and Somaliland). Outputs under this pillar of SIDP aim to improve the coordination and management of aid according to national development strategies, improve the capacity of authorities to manage information on, and effectively analyse aid flows, inform the Somali people about international support and contribute to the development of coherent planning within institutions.

UNDP Somalia through the Somalia Institutional Development Project (SIDP) is seeking to recruit a Team Leader on Development Planning to lead the preparation of medium- and long-term integrated development strategies for Puntland, Somaliland and South-Central Somalia and establish corresponding capacities and processes within the respective Regional and Federal Governments of Somalia. The Team Leader will oversee the work of the project in development planning, including providing technical advice to UNDP and partners. The Team Leader supervises and leads development planning technical specialists and project support staff in Nairobi, Hargeisa, Garowe and Mogadishu.

The Team Leader will work under the guidance and direct supervision of the SIDP Project Manager, with matrix management by the head of the sub-office in Garowe. The Team Leader works in close collaboration with the Nairobi Governance and Rule of Law Programme Team, the Garowe, Hargiesa and Mogadishu Sub-Offices, the Nairobi operations team and the Resident Coordinator’s office. The Team Leader will work with the Ministries of Planning in Puntland, Somaliland and the TFG, as well as members of Somali Donor Group (SDG), UNCT and INGO community. The Team Leader will collaborate with technical advisors and experts, where necessary, ensuring successful UNDP programme implementation. The Team Leader will promote cooperation and knowledge sharing in the successful implementation of the UNDP’s mandate.

The position will be located in Garowe, in Puntland, Somalia.

Summary of Key Functions:
  • Leadership and coordination of delivery of Objective 2 of SIDP covering Development Planning and Aid Coordination;
  • Partnerships and participation through awareness raising and involvement;
  • Capacity Development of Somali Counterparts in Development Planning, including coordination capacities;
  • Facilitation of the production of Development Strategies in the three administrative regions, including qualitative and quantitative indicators to measure achievements and success;
  • Promotion and support linkages between the Planning and Aid Coordination Pillar and the other three SIDP Project Pillars to ensure overall cohesiveness in the delivery of project objectives;
  • Promotion of networking and knowledge sharing within UNDP and the UN System.

Lead and coordinate delivery of Objective 2 of SIDP covering Development Planning and Aid Coordination, focusing on the following results:

a) Technical Advice and Leadership
  • Organize and lead the provision of technical support to the development planning process; provide direct technical advice to counterparts, including in support of training seminars, knowledge products and other key Project activities;
  • Contract and oversee additional technical expertise where necessary;
  • Establish a coordinated participatory process and a continuous process of analysis, capacity building, planning and investment, ensuring broad based participation and effective partnership, promoting ownership and commitment;
  • Provide substantial inputs into policy debates on planning with government and civil servant counterparts.
b) Strategic Project Management
  • Develop annual workplans that contribute to the delivery of outputs under Pillar 2 of SIDP;
  • Oversee delivery and implementation of the workplans and take forward corrective action as necessary;
  • Manage and oversee the budget for Pillar 2 of SIDP, in conjunction with the SIDP Project Manager;
  • Provide regular and effective matrix management and mentoring of the Aid Coordination Specialist based in Nairobi;
  • Manage the delivery of the workplan and its outputs through consultants, contractors and NGOs, including developing terms of reference, participating in procurement, selection and hiring, and overseeing their delivery to ensure high quality outputs. 
c) Coordination and Reporting
  • Work with the UNDP Somalia country office and project monitoring and evaluation specialists to ensure regular and effective monitoring and evaluation of all Development Planning and Aid Coordination activities, including the initial development of appropriate baselines and targets;
  • Contribute to project reporting and prepare relevant briefs as necessary;
  • Coordinate with other UN and UNDP programmes where necessary- such as the Joint Programme on Local Governance and Service Delivery to help deliver improved planning in key local governance institutions; these include the Human Development and Economics Unit, and delivery of Millennium Development Goals in Somalia.

Develop partnerships and participation through awareness raising and involvement, focusing on the achievement of the following results:

  • Develop good working relationships with key Ministerial counterparts in Mogadishu, Puntland and Somaliland;
  • Engage and consult with key ministries, agencies, civil society groups and international partners involved in the Development Planning process, developing strong working relationships.

Advise on the Capacity Development of Somali Counterparts in Development Planning, including coordination capacities, focusing on the achievement of the following results:

  • Assess the capacity development needs of the Ministries of Planning and Finance and other key Ministries in the three administrations, and develop and implement an appropriate programme to address weaknesses;
  • Capacity building and training in integrated development planning principles and techniques for key staff in the implementation Committees, key Ministries and Working groups to result in staff able to facilitate public sector and civil society participation in developing their development strategies;
  • Develop one set of three year business plans for key sectors/line ministries agencies based on the respective development plans;
  • Set up Inter-Ministerial National Planning/implementation Committee and working groups.

Facilitate the production of Development Strategies in the three administrative regions, including qualitative and quantitative indicators to measure achievements and success focusing on the achievement of the following:

  • Serve as overall coordinator/facilitator of the process to develop Development Strategies for the three administrative regions of Somalia; engage in active stakeholder participation during the development of the strategy;
  • Undertake review and upgrade of existing frameworks and plans, including macro-economic and fiscal frameworks, the Somaliland National Development Plan (2012 – 2016) and Puntland Development Plan (2007-2011) and the economic models accompanying those plans and frameworks;
  • Develop a vision for the long term sustainable development of Puntland, Somaliland and South-Central Somalia, underpinned by a set of development goals (including MDGs) and priorities to support the attainment of that vision, agreed with counterparts;
  • Develop long term (10-20 years) and interim (3-5 years) development strategies for the three administrative regions, in consultation with counterparts;
  • Develop both qualitative and quantitative indicators to measure achievements and success, set baselines and conduct periodic reviews to track progress of development plans and provide the foundation of performance targets.

Promote and support linkages between the Planning and Aid Coordination Pillar and the other three SIDP Project Pillars (Public Financial Management, Accountability and Transparency; Public Sector Reform and Transition) to ensure overall cohesiveness in the delivery of project objectives, focusing on the achievement of the following results:

  • Ensure complementarity between activities to develop development plans and broader planning processes and macro-economic and fiscal frameworks;
  • Ensure work on planning activities effectively ties in with public financial management activities;
  • Work closely with the PSR Pillar to review the development, delivery and impact of training modules to improve basic planning processes within priority public sector line ministries;
  • Provide technical expertise and recommendations on planning issues as they relate to the political transition at the federal government level in Mogadishu, especially ajd coordination and revenue mobilization.

Promote networking and knowledge sharing within UNDP and the UN System, focusing on the achievement of the following results:

  • Coordinate closely with other UNDP programmes and projects to enhance integration and ensure coherence in Development Planning and Aid Coordination initiatives, especially in complex conflict and post-conflict settings;
  • Act as the focal point on aid coordination for the UNDP Country Office and UN Country Team.

Impact of Results:  

The successful implementation of the SIDP project will result in enhanced national capacity and proven and tested processes for strategic and development planning.

The expert will build the capacity of officials through on the job mentoring and provision of formal training sessions where appropriate. Further formal and informal training will be provided to relevant public sector and civil society stakeholders as necessary. A robust monitoring and evaluation mechanism will also be put in place to ensure effective implementation. Finally, the documentation produced will guide the development process in Somalia for the next 10-20 years. The Development Strategy will be the principle reference document for development planning. During the project, the completed plan will be disseminated throughout government and civil society. This will be essential in ensuring understanding, ownership and ultimately success.

Qualifications et expériences requises

Education:      
  • Advanced degree in Development, Public Administration, Economics or another relevant field, with 7 years of experience;
  • A Bachelor’s degree in similar fields with 9 years of work experience may be considered in lieu of Advanced University Degree.
Experience:     
  • Minimum of 7 years relevant experience with advance university degree or 9 years professional experience with a first level university degree in positions is required;
  • Minimum of 5 years’ experience in developing National Development Strategies is a requirement; preferably in conflict and post-conflict environments, with a focus on integrating social, economic, environmental and political concerns;
  • Minimum of 5 years’ experience working across government/ ministry levels, civil society, and international partners in a developing country context is a requirement; conflict or post-conflict contexts are an asset;
  • Minimum of 2 years’ experience of project management or in coordinating teams of technical experts is a requirement; covering diverse specialism’s relevant to national planning is an asset;
  • Experience in capacity development/training, specifically with regard to development planning is an asset;
  • Experience in working in Somalia is an advantage.
