Background

UNDP Cambodia is seeking to recruit a National Disaster Management Information System (DMIS) Associate to establish a Disaster Management Information System at NCDM and Provincial Committee for Disaster Management (PCDM) in the 5 selected provinces such as Prey Veng, Kratie, Kampong Thom, Siem Reap and Kampong Chnnang in Cambodia. It is expected that with the support from UNDP it will be establish a disaster loss database and develop the capacity of relevant institutions and organizations on managing disaster data. The final aim is to provide useful information and analysis to support policy and decision-making for preparedness, mitigation, response, and risk reduction. Appropriate linkages among existing institutions will be strengthened so as to ensure that data sharing across institutions is facilitated by the disaster management information system and the database provides inputs to support sustainable development in the country.
The DMIS Associate work under the guidance of a senior official of NCDM. S/he will work in close collaboration with UNDP-APRC in Bangkok, Thailand and the UNDP CO. The National Coordinator for DRR and the Energy & Envrionment Cluster will provide the overall supervision and monitoring of the DMIS Associate’s performance, as well as assisting in the coordination and contact with relevant stakeholders.

Duties and Responsibilities

1. Assess the availability of disaster related data and prepare a workplan for the establishment of a Data Management Information System with focus on the following:

  •     Familiarize with the DesInventar Tools (disaster information management system open source software).
  •     Support NCDM in the assessment of the technical capability, requirements and needs regarding the setup of a disaster management information system.
  •     Consult with NCDM and its committees at sub-national level (PCDM in the 5 target provinces) on standard data collection formats and data collection procedures. Bilateral consultations will be held with stakeholders and key line ministries who are involved in the collection of disaster related data at national and provincial levels.
  •      Develop  report which includes a detailed work plan for building the DMIS based on the information from database.  
  •     Coordinate and build synergies with planned activities  of other development partners (including WB, ADB and NGOs) related to the management of disasters data at NCDM and provincial level.

2. Prepare and undertake technical trainings on DMIS in collaboration with UNDP APRC, UNDP CO and NCDM:

  •     Organize technical trainings on the DMIS to representatives of NCDM, PCDMs and various relevant ministries (Planning, Health, Meteorology, and others). Ensure that all training workshop participants will be imparted technical training on DesInventar software tool while UNDP Asia-Pacific regional Centre (APRC) will provide the expertise for the training. Representatives of various government agencies and International NGOs will attend the training workshop.
  •     Provide full logistics support to the organization of the training in close coordination with NCDM, UNDP CO and other relevant key partners.

3. Ensure that Data Management Information System at National level with information on 2011 floods and other recent disasters are set up:

  •     Establish the DMIS database in collaboration with NCDM and UNDP APRC and supervision from UNDP CO.
  • Adjust and customize the DesInventar functionalities and appearance to match within the disasters context in Cambodia. Based on the learning from the technical Training Workshop; set-up, configure and establish the database according to the discussions and agreement with NCDM and other relevant ministries. UNDP APRC will provide technical support to the entire process and will provide necessary technical guidance as and when required in the process of the establishment of the database.
  •     Entry disaster data into the database starting with the most recent available data of 2011 floods, in collaboration with NCDM officials. Subsequently, historical data will be collected from various sources and added to the database. 
  •     Facilitate the information sharing and collection of information by continue visiting key data stakeholders from ministries and sub-national committees for disaster management Install the Disaster Management Information System at NCDM and PCDM in the 5 selected provinces such as Prey Veng, Kratie, Kampong Thom, Siem Reap and Kampong Chhnang and grant its sustainable use.

4. Prepare technical presentations and data analysis for the DRR Forum and organize the official launch:

  •     Prepare historical data analysis summary reports (trends) and recommendations on data collection and management for formal launch of the database which should be organized during the DRR Forum (currently schedule during the month of October 2012) to make it widely known to all stakeholders.

5. Develop a functional website and assure DMIS sustainability at NCDM

  •     Build the capacity of NCDM staff members and its relevant stakeholders to ensure that all the technical expertise and skills related to managing DMIS are transferred.
  •     Prepare the necessary documents (manuals, guidelines, data collection formats, templates, etc.) to ensure that the MIS remains functional and accessible to all partners through the website.

Impact of Result:

The scope of work for the DMIS Officer is to ensure that Disaster Management Information System at NCDM and PCDM in the 5 selected provinces such as Prey Veng, Kratie, Kampong Thom, Siem Reap and Kampong Chhnang  are established and grant its sustainable use.

Required Skills and Experience

Education:

  • Master or equivalent degree in information Technology or Informatics is preferred. Knowledge on Disaster Management and Statistics is an asset.

Experience:

  • At least 3 years of experience in setting up and maintaining information Management systems. Knowledge of Java, web based applications and relational database will be an advantage.Experiences in organizing trainings and working with government authorities

Language Requirements:

  • Excellent written and spoken English.
