Background

Building on the successes of the Insights for Action Initiative (2005-2010), UNDP Linking Policy with Practices for Accelerating MDG1 (LPP) project was established in January 2011 and aims at (i) providing evidence–based policy options for inclusive, equitable and sustainable growth, (ii) supporting human capital development and institutional capacity development in selected sectors of importance and (iii) scaling up effective anti-poverty practices for inclusive and equitable growth.  LPP programme is responsible for the preparation of key UNDP flagship reports such as Cambodia’s National Human Development Reports and national forums such as Cambodia Economic Forums. 

To track the progress toward the intended results of the project and to identify what corrective action may be needed, the project needs to have a good plan for M&E that will allow the project to i) to monitor and evaluate results and impacts; ii) to provide a basis for decision making on necessary amendments and improvements; iii) to promote accountability for resource use; and vi) to document, provide comments/feedback, and disseminate lessons learned.

To ensure the progress toward the result, by using the tools mentioned above, LPP needs to have a Monitoring framework and Evaluation system (M&E framework) that guide the monitoring of the progress toward result. The framework will allows\the team to collect and to analyse information on:

  • Internal issues: this includes how well staff and partners are working, and how well activities are being implemented;
  • External issues: this covers key changes in the external environment, and what else is happening or what others are doing that might affect the results of the project;
  • Collaborative issues: how well the project is linked into and able to cooperate with relevant alliances and coalitions, or how well are any capacity building activities being carried out;
  • Progress towards objectives/result: what progress is being made towards the ultimate goals and objectives of the project. This will be reviewed at the end of each year based on which adjustments would be made to the project focus and scope.

Duties and Responsibilities

Objectives of the Assignment:

  1. Based on the LPP project document, to develop an accurate and adapted M&E framework, targets and indicatorsfor the project team to monitor progress of activity implementation and output delivery and how they contribute to achieve the targeted development results;
  2. Build capacity of the LPP selected project team members and the programme analyst and associate in understanding, taking ownership, using and reporting into the M&E framework.

Expected outputs:

  1. M&E framework for LPP to monitor and evaluate the progress of the project toward the expected result produced;
  2. In line with the M&E framework, 2013 Annual Work Plan and budget  produced and indicators and outputs targets in 2013 Annual Work Plan are well aligned with LPP project M&E framework;
  3. Capacity development plan for LPP project team to ensure the effective M&E framework implementation is identified
  4. M&E capacity of LPP team strengthened through tailor made training courses and /or on the job training; in close consultation with the project team, provide specific training modules on Monitoring and Evaluation concepts, tools and techniques.

Required Skills and Experience

Education:   

  • Master’s Degree in economics, development economics, political economy or related economic development field.  

Experience: 

  • At least 5 years of relevant work exposure to policy development, human development, socio-economic development and/or sustainable livelihoods at a practical and applied level, at the national or international level;
  • Demonstrated expertise in developing and implementing strategic M&E frameworks within the context of development projects;
  • Proven knowledge and experience to build capacities of teams and clients on logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), planning, design and implementation of M&E systems;
  • Substantial experience in managing and evaluating projects;
  • Proven knowledge and understanding of development context of Cambodia  is a strong asset;
  • Familiarity with planning and M&E procedures of the UN  is a strong asset;
  • Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) is essential. Experience in the use of web based management systems is an asset

Language Requirements:

  • Fluency in English required;
  • Knowledge of Khmer is an asset.
