The Gender-Equitable Local Development (GELD) Programme is a joint initiative that forges a partnership between UNCDF, UNDP and UN Women to support local governments in five African countries to pilot approaches to gender-equitable development and improvement of women's access to resources and services at the local level through gender-responsive planning, programming and budgeting. UNCDF, UNDP and UN Women have consolidated strengths and experience in supporting performance-based gender responsive planning and budgeting for local development, which can be drawn from various countries all over the world. These complimentary perspectives are being brought together to generate empirical experience on gender-equitable local development that could be replicated and up-scaled. The central objective of the Programme is to construct a model that establishes linkages between planning intentions and policy outcomes in relation to achieving gender equality through equitable allocations.
 
An external Mid-Term Review finalized in the first quarter of 2012, recommended that GELD should place greater focus on documentation of lessons learned and knowledge generation (as a prerequisite for the provision of substantive policy advice and for future scale-up). The services expected from the Lead Consultant , Research and Write-up of Publication on Gender-Equitable Local Development  (GELD), (Lead Consultant- GELD publication, in short), will be instrumental to achieve this objective.
 
The Lead Consultant- GELD publication, will be under the direct supervision of the Head of UNCDF’s Knowledge, Policy and Advocacy Unit, and work in close consultation with UNCDF’s Senior Local Development Advisor, HQ; the Chief Technical Adviser, GELD; and the designated UN Women focal point; and in close coordination with the Programme Specialist, GELD. The consultant will technically lead and oversee the research and write-up process of a joint UNCDF-UN Women publication on Gender Equitable Local development, drawing on, inter alia, programmatic experiences and lessons learned from the GELD project (a tentative outline of the objectives, scope of the publication are annexed to this TOR). He will have overall technical responsibility for preparing the publication drafts, ensuring, when required, that other technical inputs into the publication (including technical inputs provided by other consultants and/or staff members in the field) are aligned to the overall objectives and scope of the publication, and that they reach minimum technical quality standards.
 
The Lead Consultant-GELD publication will have subject matter expertise (on local public expenditure management, local public financial management and gender) and will have primary responsibility to produce, in a timely manner, drafts of the publication, including the final draft. Such drafts will be submitted to, and reviewed by, inter alia, the Head of UNCDF’s Knowledge, Policy and Advocacy Unit, the Senior LD Advisor, HQ, the Chief Technical Adviser GELD; a designated UN Women focal point, GELD’s Knowledge and Advocacy Working Group and GELD’s Steering Committee.
The selected candidate will initiate activities as soon as possible (tentatively Sept. 1st 2012) and will be expected to serve for up to 70 working days during a 4-month period.

Devoirs et responsabilités

Functions/ Tasks:
Under the direct supervisionof the Head of UNCDF’s Knowledge, Policy and Advocacy Unit, and in close consultation with UNCDF’s Senior Local Development Advisor, HQ; the Chief Technical Adviser, GELD; and the designated UN Women focal point, the lead consultant will:
  • Review the annotated table of contents of the joint UNCDF-UN Women publication on gender-equitable local development (aligned to the publication’s TOR, and subject to modifications in later stages of the write-up;
  • Technically guide the overall (primary and secondary) research leading to the preparation of the joint UNCDF-UN Women publication on Gender Equitable Local Development (this might include participating to a workshop with GELD Regional and local representatives and a field visit); 
  • Ensure that all relevant inputs (including those provided by other participating consultants – if any - and field staff members) are adequately incorporated in the publication, and that they contribute to a coherent, internally consistent, content;
  • Lead the write-up process of the publication (drafts), ensuring that the write-up is well aligned to the objectives and scope of the publication, as specified in the publication’s TOR; that it is undertaken in a timely manner; and that the write-up of individual chapters contribute to a coherent, internally-consistent, publication;
  • Ensure that the write-up is clear for its intended readership, and that the write-up style is consistent throughout the publication;
  • Provide overall technical quality control on the draft publication’s content, and ensure that relevant feedback received through internal and external peer-reviews are adequately incorporated in the publication.
Deliverables:
  1. Reviewed Table of Contents of the joint UNCDF-UN Women publication on Gender Equitable Local Development - 5 working days after beginning of assignment;
  2. First draft of the joint UNCDF-UN Women publication on Gender Equitable Local Development - 30 working days after validation of table of content;
  3. Final draft of the joint UNCDF-UN Women publication on Gender Equitable Local Development, incorporating relevant inputs/feedback received from peer-review exercise(s) - 20 working days after reception of comments on first draft;
  4. Slides and script for 5 modules on gender and local development (5-10 minutes each) for the UNCDF LD Academy, based on the final draft publication - 15 working days after validation of 5 topics to be developed. 
Impact of Results:

Results of the work of the Lead Consultant, GELD publication, will have a major impact on the overall effectiveness and efficiency of the GELD Programme. They have a major impact on knowledge management, including documentation of lessons learned from project implementation, knowledge dissemination and advocacy. Results have an impact on implementing agencies’ reputation as a reliable business partner in local development finance at large, and in gender-equitable local development in particular, leading to increases in LDC coverage and size of the GELD Programme in the region for which he/she is responsible.

Qualifications et expériences requises

Education:
  • A Master’s degree in social sciences, development, public administration, business administration, gender, economics, or related discipline. A PhD degree in a related discipline will be considered an asset.
Subject-matter expertise:
  • Local public administration/public expenditure management and/or local public finance/public financial management (in developing-country contexts); and gender.
Experience: 
  • A minimum of twelve (12) years experience in the fields of local governance/local public administration and/or local public finance/ public financial management, mostly in development contexts; and at least 3 years experience in the field of gender in development contexts.
  • Substantive experience in R&D and in the production of relevant publications (including books, book chapters, and/or specialized journal articles).
  • Knowledge of UNCDF/UN Women programmatic approaches and interventions will be considered an asset.
Language Requirements:
  • Fluency in English is required. Fluency in French and/or Portuguese will be considered an asset.
