  • From 2004 to 2009 UNDP Belarus implemented HIV grant of the Global Fund. The Global Fund approved another grant for Belarus on HIV for the period of 2010-2014, which implementation started in January 2010. The new Round 8 and RCC grants are aimed at further developing and strengthening the national response to the HIV epidemic. The grants are set to align with previous State HIV Prevention Program 2006-2010 and to underpin the ongoing State HIV Prevention Program 2011 – 2014.
    The overall goal of the HIV grants is to maintain the concentrated phase of the epidemic in Belarus and to reduce the AIDS mortality. The grants envisage to expand the coverage of the main vulnerable groups (IDUs, FSWs, MSM, prisoners, women and youth) and to improve the quality of services through capacity building of the non-government organizations (NGOs) servicing the beneficiaries. Prevention work among young people will be extended through schools. Further, the grants aim to expand the coverage of people with anti-retroviral (ARV) treatment, to improve laboratory diagnosis and training of healthcare staff, to enhance the quality of care and support, and to provide TB prophylaxis and treatment to HIV patients.

    UNDP Belarus Project “STOP-TB Strategy Implementation in the Republic of Belarus in particular aimed at fighting Multidrug Resistant Tuberculosis (MDR-TB)” funded by the Global Fund assists the Government of Belarus in reducing the burden of tuberculosis in the country. The main goal of the project is to enhance efficiency of measures to reduce and prevent further spread of tuberculosis infection in Belarus. The project aims at increasing access to quality MDR-TB diagnostics and treatment as well as reducing TB prevalence in Belarus by enhancing measures to fight MDR-TB, and reducing incidence and mortality rate from tuberculosis.

    Being a Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the overall monitoring of the programme and supervision of the procurement of health and non-health products.In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.

    Objectives of the assignment:

    As a member of Grants Implementation Unit (GIU), Finance Specialist, under the direct supervision of the Finance Manager will be responsible for ensuring the highest efficiency of financial management of the following GFATM grants: “Ensuring Universal Access of Key Affected Populations in Belarus to HIV prevention”, “Prevention and Treatment of HIV/AIDS in the Republic of Belarus-2”; “STOP-TB Strategy Implementation in the Republic of Belarus in particular aimed at fighting Multidrug Resistant Tuberculosis (MDR-TB)”. Finance Specialist will be also responsible for processing all payments, including disbursements to sub-recipients made in line with the grants’ Work Plans and budgets and UNDP financial rules and regulations.
    The Finance Specialist will process all GFATM related payments in line with UNDP procedures, tabulate and track all relevant financial reports- EFR, Sub-recipients reports, and LFA requested information.

    Duties and Responsibilities

    • Contribution to financial planning including budgeting;
    • Contribution to effective and accurate financial management of GFATM grants and oversight in line with GFATM/UNDP regulations;
    • Contribution to development of finance-related reports and regular updates on the grants financial delivery;
    • Implementation of operational strategies and procedures related to finances within the scope of responsibilities;
    • Assists the Finance Manager in financial management of the Global Fund’s grants funds
    • Is fully responsible for the financial management of sub-recipients assigned to his/her portfolio, including timeliness and correctness of financial reports and transferring next installments
    • Provides advice and guidance to sub-recipients and contractors concerning preparation of financial documentation
    • Ensures proper records of accounts and expenditures
    • Ensures that all transactions are executed in accordance with pertinent procedures
    • Contributes to preparation of periodic financial reports for the GFATM and the government of Belarus
    • Assists in preparation of budgets and budget revisions and ensures that all transactions are properly reflected in appropriated budget lines
    • Conducts monitoring visits to sub-recipients to observe financial documentation management, identifies problems and assists in their solution
    • Enters financial data into Atlas System: creates requisitions, vouchers, vendors and Atlas reports, if needed
    • Maintains contacts with UNDP Programme Associates to request funds transfer, verify financial reports, budget revisions, receipt of contributions, etc., with UNDP CO Finance unit to follow-up on payments processing.


    • Ability to process large information content, drive for results;

    • Strong computer skills (MS Word, Excel, PowerPoint, Internet and e-mail);
    • Expert knowledge of Excel spreadsheets
    • Strong drafting skills;
    • Excellent interpersonal skills

    Required Skills and Experience

    • University degree in finance or economics;
    • At least 3 years of relevant experience in accounting, finances or audit
    • Fluency in Russian and English
