Background
UN Women is the UN organization dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. Programming in the Liberia Country Office of UN Women responds to UN Women’s five key thematic areas: expanding women’s voice, leadership and participation; ending violence against women and girls; strengthening implementation of the women, peace and security agenda; enhancing women’s economic empowerment; making gender equality priorities central to all aspects of national and local development planning.
UN Women in Liberia supports programmes that are implemented by a number of partners including Government of Liberia ministries and departments and civil society organizations. Programme officers in the UN Women office backstop these partners in the implementation of the programmes. UN Women’s objectives in the country include the strengthening of its implementing partners in programme and financial management in the effort to improve the quality and timeliness of programme delivery.
UN Women is seeking the services of a consultant to design and train both office staff and implementing partners on programme and project financial management. S/he will conduct training in general programme management, monitoring and consolidation of reports (both financial and Programme) according to UN Women requirements.
Duties and Responsibilities
Under the direct supervision of the UN Women Country Representative in Liberia, the Consultant will review existing implementation procedures and tools both at office and partner levels, develop appropriate training modules (to be approved by UN Women) and organize separate trainings for office staff and implementing partners.
The proposed training will focus on the following critical areas of programme implementation:
- Project planning; b) Results Based Management; c) Monitoring; d) Financial Management; and e) Timely Reporting.
Competencies
- Working experience and knowledge of programming and procedures of the United Nations system
- Training skills
- At least 5 years of relevant experience in programme management and programme financial management;
- Experience in Results Based Management and the recent evolution of RBM evaluation policies and procedures
- Strong oral and written communications skills
- Experience in writing project documents, proposals and project reports;
- Motivated, and capable of working under pressure;
- Experience in gender and development programming will be an advantage
Required Skills and Experience
Education:- Advanced University Degree in gender and development, economics, sociology or any other social science with experience in programme management.
