Background

UNDP and the UN in Tanzania is committed to long term, sustainable support to democratic development in Tanzania through a multiyear multi stakeholder Democratic Empowerment Project 2012-2015 (DEP). This support approach is in recognition that free and fair elections are only one element of democratic development and democratic practice, and in furtherance of civil and political rights of the citizens.

This three year project will be implemented in two phases respectively;
  • The first phase of the project will focus on capacity development and addressing needs identified in the various elections observation and evaluation reports,
  • The second phase will commence as the election year 2015 draws closer and a needs assessment mission will be invited to determine the extent and support to be provided to the election operations.
Each of the two Phases will include four broad components:
  • Capacity development
  • Operational support
  • Civil society support (political parties, media, others)
  • Peaceful environment, conflict prevention support
The overall objective of the project is to strengthen democratic institutions and processes.

In order to effectively operationalise this multi layered and complex initiative a project management specialist is required for a period of 7 months. This person will work with UNDP and partners to set up the project management unit and develop operational documents as well as act as project manager as the recruitment for this post is underway. The PMS will assist in recruitment of staff and consultants as identified.

Duties and Responsibilities

Under the guidance and direction of the UNDP Country Director and the direct supervision of the Deputy Country Director Programs, the Project Management Expert will be required assume overall responsibility for the start up of the Democratic Empowerment Project. The overall responsibilities will include;
  • Development of an interim work plan for the DEP;
  • Develop TOR’s for key staff and consultants identified in the project document;
  • Develop a monitoring and evaluation framework for the project;
  • Provision of strategic and substantive technical assistance and advice to the stakeholders of the project;
  • Provide regular updates to UNDP management on the implementation plan and results.

Required Skills and Experience

Education:
  • The person must have a Masters degree (MA) or equivalent in Political science and/or other related field.
Experience:
  • Candidates should have at least ten years of experience in the governance and democracy project management.
  • Solid and proven experience in the management of democratic initiatives in Africa and/or a developing Commonwealth country;
  • Strong planning, management, communication and interpersonal skills;
  • Ability to work within a multi-cultural environment;
  • Full proficiency in computerized accounting systems;
  • Computer literacy in Microsoft Software and IT packages;
  • Knowledge and commitment to the principles and mandate of UNDP;
  • Good report writing skills.
Language Requirements:
  • Fluency in English is a must.
