Deberes y responsabilidades
- Analyze the data collected for the impacts of drug abuse study in Afghanistan. Prepare quantitative reports, including maps, graphs and statistical analysis.
- Provide capacity building and training to project staff and government counterparts in West and Central Asia, when requested by AOTP
- Monitor and register the drug and precursor seizures data in Turkey on AOTP online platform (heroin2011.dbroca.uz) on a daily basis
- For upcoming possible research and surveys:
- Develop quantitative research methodology, sampling frames, identify tools for statistical analysis
- Assist in ground survey preparations, planning, monitoring and implementation
- Provide quality checking of quantitative data gathered for all studies implemented under AOTP in the region
- Carry out any other tasks as assigned by the Afghan Opiate Trade Programme Management Officer
- 1st installment of 8% of the lump-sum amount is to be made 15 days after the contract is signed upon provision of the work plan for data analysis required by the drug abuse study
- 2nd installment of 8% of the lump-sum amount is to be made by March 7th 2013 upon provision of the Consultant’s first draft of the statistical analysis for the drug abuse study
- 3rd installment of 8% of the lump-sum amount is to be made by April 7th 2013 upon provision of the Consultant’s final draft of the statistical analysis for the drug abuse study
- 4th installment of 8% of the lump-sum amount is to be made by May 7th 2013 upon provision of the Consultant’s first progress report on registered seizure cases, quality-checked quantitative data and trainings
- 5th installment of 8% of the lump-sum amount is to be made by June 7th 2013 upon provision of the Consultant’s second progress report on registered seizure cases, quality-checked quantitative data and trainings
- 6th installment of 8% of the lump-sum amount is to be made by July 7th 2013 upon provision of the Consultant’s third progress report on registered seizure cases, quality-checked quantitative data and trainings
- 7th installment of 8% of the lump-sum amount is to be made by August 7th 2013 upon provision of the Consultant’s fourth progress report on registered seizure cases, quality-checked quantitative data and trainings
- 8th installment of 8% of the lump-sum amount is to be made by September 7th 2013 upon provision of the Consultant’s fifth progress report on registered seizure cases, quality-checked quantitative data and trainings
- 9th installment of 8% of the lump-sum amount is to be made by October 7th 2013 upon provision of the Consultant’s sixth progress report on registered seizure cases, quality-checked quantitative data and trainings
- 10th installment of 8% of the lump-sum amount is to be made by November 7th 2013 upon provision of the Consultant’s seventh progress report on registered seizure cases, quality-checked quantitative data and trainings
- 11th installment of 10% of the lump-sum amount is to be made by December 7th 2013 upon provision of the Consultant’s eighth progress report on registered seizure cases, quality-checked quantitative data and trainings
- 12th installment of 10% of the lump-sum amount is to be made by January 1st 2014 upon provision of the Consultant’s final report on work performed during the above mentioned consultancy, including specific achievements and activities

Competencias
Functional Competencies:- Ability and willingness to work under pressure and with tight deadlines;
- Ability to work in a team, good interpersonal and communication skills;
- Work experience in Central Asia and or with UN system or other international organization would be an asset

Habilidades y experiencia requeridas
Education:- Master’s degree in Statistics and/or related Social Science is required.
- Prior experience of at least two (post-Master) years in statistics research and analysis, preferably in the area of narcotics, is required. Experience in provision of statistical training on drug related topics is required.
- Prior experience of performing the above services for international institutions is required.
- Excellent knowledge of SPSS and/or other related software, as well as of general computer applications (Excel/Lotus, Access, Power Point, MS word), is required.
- Excellent written and spoken English skills are required.
- Good written Turkish is required. The candidate should have enough level of Turkish to monitor the open and official sources in Turkey to collect information on drug and precursor seizures on a daily basis.
