Antecedentes

The United Nations Development Programme (UNDP) operates under a decentralized business model, where procurement is delegated to over 170 Country Offices, Regional Bureaus, Regional Offices, and Headquarter Units within and outside of New York, who are all responsible for the results and management of procurement business processes in accordance with the established procurement policies, processes and procedures. UNDP procurement has experienced explosive growth in the past ten years, with its portfolio totaling over US$3 billion, making UNDP one of the three largest procurement organizations in the UN.

The Procurement Support Office (PSO), based at UNDP Headquarters under the Bureau of Management (BoM), provides the overall direction and guidance for UNDP’s procurement activities. PSO has responsibility for managing the content of the Contract and Procurement Section of the UNDP Programme and Operations Policies and Procedures (POPP) online system. The POPP chapter dedicated to Procurement requires an online editor to review all content and suggest improvements to the site structure, layout of material, and information provided. 

PSO is seeking an Online Content Editor to work with the PSO team to enhance the procurement chapter of the POPP system. The goal is to ensure all information is presented in a digestible, consistent, and easy-to-navigate format.

Deberes y responsabilidades

Duties and responsibilities:

  • Complete an assessment of the POPP chapter dedicated to Procurement, focusing on how well the policies and processes are communicated.
  • Identify any gaps or inconsistencies in the content.
  • Suggest possible improvements to the layout and structure of the material.
  • Review and edit all text to ensure that policies and processes are easily understood.
  • Test the content on various audiences to assess its applicability, usefulness, and ease of understanding.
  • Apply an industry standard to measuring the clarity of the language used.
  • Work with the PSO Policy and Communications teams to best display the necessary content within the organizational framework and guidelines.
  • Liaise with other personnel who are involved in developing, publishing and delivering POPP content.
  • Provide high-level writing, editing and proof-reading expertise.

Evaluation:

  • The contract shall be awarded based on a combined scoring method, based on a 70%-30% distribution on the technical and financial offers, respectively;
  • Only candidates obtaining a minimum of 70% rating would be considered for the Financial Evaluation, based on the following criteria:

Technical assessment: 70%

  • Education: 35 points
  • Years of Experience: 35 points
  • Proposed Methodology: 30 points

Financial: 30%

Monitoring and reporting arrangements:

  • The consultant will report to the assigned PSO focal point and report progress on a monthly basis for inputs and guidance.
  • The consultant will, upon award of contract, deliver a detailed work plan for the project, which will govern the reporting process monitoring.
  • The review and approval of final milestones will be conducted jointly between the PSO focal point and the PSO Director based on a formal presentation from the consultant.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in Communication, Professional Writing and Editing, Business Administration, Economics, International Relations, Law or their equivalent.

Experience:

  • At least five (5) years of experience in professional online content writing/editing, particularly in relation to policy formulation and business process description, possibly in the area of procurement;
  • Experience in editing technical content is desirable;
  • Previous experience in the UN or UNDP is an advantage, but not required.

Language:

  • Fluency in English is required;
  • Working knowledge of any additional UN language is an asset.

Interested individual consultants must submit the following documents/information (to be uploaded to this site as one attachment) to demonstrate their qualifications:

  • Proposal: A two-page Proposal explaining the following: (i) why they are the most suitable for the work, and (ii) a brief methodology on how they will approach and conduct the work.
  • UNDP P-11: A duly accomplished UNDP P-11 form (template attached in Annex on procurement notice Ref.: http://procurement-notices.undp.org/view_notice.cfm?notice_id=10177)
  • Financial proposal (Only for shortlisted candidates – to be submitted upon request): An all-inclusive monthly fee covering all costs (airfare, living allowances, insurance, communications, etc.)

Terms of payment:

  • The assignment is based on a lump sum contract amount and payment is based only upon the certification and acceptance of the monthly reports received as indicated above. In the event of non-performance and pre-termination where payments cannot be made in full or may have to be suspended, the final payment will be pro-rating against received and accepted deliverables.
