Background

The UN Development Group (UNDG) unites the 32 UN funds, programmes, agencies, departments, and offices that play a role in development. The group’s common objective is to deliver more coherent, effective and efficient support to countries seeking to attain internationally agreed development goals, including the Millennium Development Goals. By strengthening the UN Resident Coordinator system and helping UN organizations work together in new and better ways, the UNDG generates synergies and efficiencies that increase the impact of UN programmes and policy advice. Coordinating development operations promotes more strategic support for national plans and priorities, makes operations more efficient and reduces transaction costs for governments. This helps the UN to be a more relevant and reliable partner for governments.
The UN Development Operations Coordination Office (DOCO) promotes social and economic progress by helping UNDG member organizations deliver coherent, effective and efficient support to countries. Among its various functions, DOCO is tasked with working with UNDG agencies to communicate information to UNDG staff on UN coherence, including the Delivering as One UN pilot initiative, high-level policy statements, technical guidelines on programming, and operational tools and procedures. DOCO is also responsible for reporting on UN Coordination issues to programme countries, donors and the general public. In this capacity, DOCO, under the guidance of the UNDG, also supports and develops the UNDG website (www.undg.org) with 2,000 pages and more than 10,000 documents.
The Knowledge Management Unit (KMU) of DOCO is responsible for managing all the online assets of the UNDG including the UNDG website.  The Website Specialist is responsible administers and manages the technical aspects of these tools.  One of the UNDG’s work plan priorities is to revitalize its web presence through an extensive redesign of the site in order to enhance its development coordination efforts, promote sharing of country-level good practices between UN country teams, provide support to the management and accountability activities, and to improve system capacity to deploy knowledge.

OBJECTIVES

The KMU intends to do a systematic revision and redesign of the UNDG web site and related UNDG online assets in order to provide relevant up-to-date information to its users and is organized in a logical user-friendly and attractive manner. The role of the Individual Contractor is to:

  • Carry out research on the use of the current website and on audience needs to serve as a basis for the website redesign and make recommendations for the website redesign
  • Support KMU with the organization of a procurement process to identify and engage a company to carry out the website redesign
  • Support KMU in project managing the website redesign working closely with the company carrying out the website redesign including on user testing, and data migration

The IC will work under the overall supervision of DOCO’s Website Specialist.

Duties and Responsibilities

TASKS AND DELIVERABLES

The objectives above can be broken down into the tasks and deliverables outlined below:

Phase One: Research Phase:

  • Map contents of current UNDG web site, sub-domains and other online assets
  • Provide wireframes of current structure of the website
  • Collect and analyze web monitoring reports and analysis
  • Identify key users and stakeholders
  • Carry out  a survey of key users and stakeholders to gauge their needs from the website and the major areas for improvement on the current website to refine feedback received from the survey and web monitoring
  • Carry out interviews or focus group discussions of selected stakeholders
  • Prepare a report with recommendations for the website redesign in terms of audiences, key content, information architecture, visual identity, online engagement and technical requirements for the revised website.
  • Review current website content to identify and map content from the existing website that will need to be migrated to the redesigned website

Phase Two: Procurement:

  • Develop a Terms of Reference for the preparation of a Request for Proposal to engage a company to carry out the website redesign
  • Coordinate with the DOCO Business Services Center to support the carrying out of the procurement process
  • Prepare timeline/implementation schedule, guidelines and checklists for web redesign project
  • Develop initial design/structure of the web site

Phase Three: Implementation and Maintenance: 

  • Support DOCO with project management of the implementation of the website redesign, working closely with the website development team to ensure monitoring and regular progress reporting
  • Facilitate meetings and consultation processes between development team and DOCO to provide ongoing feedback on the website design and ensure developers have necessary inputs from DOCO and from key stakeholders
  • Provide wireframes of new design architecture
  • Focus on user-centered design and ensure that design project follows those principles
  • Coordinate with OIST, web hosting provider and website developers and other technical teams on technical issues as needed
  • Work with website development team to implement branding/visual identity, editorial consistency as defined in the consultant’s recommendations  from the research phase
  • Organize focus groups to review first implementation of the redesigned website to identify  adjustments to website  design and structure to be implemented  by the website development team
  • Work with website development team to develop a website maintenance plan
  • Work with the development team to plan the migration of identified content from the current to the redesigned website. Provide technical support and training on the new website content management system

  • Ability to prioritize and complete multiple tasks under pressure without direct supervision, working both independently and with a team.
  • Strong organizational, analytical and problem solving are required;
  • Good interpersonal and teamwork skills.
  • Good project management skills and experience in handling business relationships with external vendors.

Required Skills and Experience

Education:
  • Graduate degree or equivalent and a minimum of 5 years’ experience in Information Management and web project management experience
Experience:
  • Solid experience in leading web redesign/web migration projects of global sites. Experience in website redesign with UN agencies an asset.
Language:
  • Fluency (oral, written) in English is required, Spanish/French an asset;
  • Knowledge of and work experience in Social Media applications;
  • Strong familiarity with in content management systems, web technologies, transition and migration of complex web sites
