Antecedentes
The successful administration of Libya’s National General Congress election on 7 July 2012 constituted an important step in the country’s transition process following the 2011 conflict. The process ultimately resulted in the democratic election of Libya’s 200-member National General Congress through the use of two electoral systems: a majoritarian race that governed the election of 120 members and a proportional representation race that populated the remaining 80 seats.
Over 2.8 million Libyans registered for the polls, with 1.77 million voters casting ballots. Women constituted 45 per cent of those who registered, with 53 per cent of women who had registered returning to cast their ballots on polling day.
Polling for the election came less than one year after the National Transitional Council (NTC) issued the Constitutional Declaration on 3 August 2011, which serves as an interim constitution and commits to: (1) establish an interim government; (2) adopt electoral legislation and establish an electoral management body; and to (3) implement successive electoral events. The electoral timetable calls for the election of a National Congress that will oversee the drafting of a new constitution (completed), followed by a nationwide referendum on the draft constitution and then further elections according to the political system adopted.
Following the successful conclusion of the National Congress elections, attention turned to strengthening electoral institutions and practices in preparation for the subsequent electoral events foreseen in the Constitutional Declaration. This is being pursued through a combination of support to legal and operational frameworks, consolidation of institutional capacity built by the Libyan High National Electoral Commission over the course of the National Congress election, and consultations with national and international partners, as well as with Libya’s young but vibrant civil society. Consultations seek to strengthen knowledge on critical electoral issues such as electoral systems, dispute resolution, and the participation of women and minorities.
Efforts in support of the transitional electoral processes are provided by multiple international organizations and UN agencies under Libyan ownership. The UN Support Mission in Libya (UNSMIL) was established in September 2011 to support the country's transitional authorities in their post-conflict efforts, including by helping to lay the foundation for credible electoral events that are accepted by the Libyan people. UNSMIL and UNDP support electoral processes in an integrated manner based on their comparative expertise, ensuring uniform decision-making and effective planning.
Within this configuration, UNDP’s primary vehicle for support is the Libya Electoral Assistance Project (LEAP), which provides an invaluable range of electoral support functions including technical and operational advice and assistance, procurement, reporting and coordination. LEAP is expected to continue providing electoral advice and assistance throughout the transitional period in Libya, currently envisaged to extend through 2013.

Summary of Key Functions / Results:
In order to meet the operational challenges of the elections, the CO is looking for an experienced electoral operations manager, working under the supervision of the Chief Electoral Advisor and working closely with the Deputy Country Director for operations matters, with overall guidance by the Country Director. Perform any other relevant tasks requested by the Project Manager. The post holder may Deputize for the Deputy Chief Electoral Advisor/LEAP Project Manager in his/her absence.
The Operations manager will have the following tasks - all in accordance with UNDP rules, procedures and standards:
- Advise on operational policies pertaining to project implementation and management
- Compliant financial resources management
- Efficient procurement services
- Efficient human resource management and general administration of the project
- Any other task in the area of operations management for elections as requested by the supervisor
Provision of advice on operational policies pertaining to project implementation and management focusing on achievement of the following results:
- Ensure compliance of the project’s operational implementation process.
- Review annual/quarterly work and budget plans and detailed implementation plans in coordination with the project team
- Supervise the staff of the operations section of the project
- Stay abreast of policy changes related to project policies, procedures and financial management and brief PMU staff on the changes
Ensure effective and accurate financial resources management focusing on achievement of the following results:
- Financial activities, financial recording/reporting system
- Implementation of effective internal controls such as maintenance of the internal expenditures control system
- Proper planning and expenditure tracking of financial resources
- Monitoring of financial delivery against work plans and preparation of relevant periodic reports.
Ensure provision of efficient procurement and logistical services, and supervision of team focusing on achievement of the following results:
- Procurement strategies including sourcing strategy, supplier selection and evaluation, and quality management
- Review terms of reference to ensure the quality of inputs to be procured
- Preparation of an annual procurement plan, with an indicative list of goods and services as identified in the annual work plan, in collaboration with the procurement unit
- Coordination of the procurement process with the Procurement Unit of UNDP Libya
- As part of a longer term capacity building strategy, build the capacity of counterparts
Ensure efficient human resource management and general administration of the project focusing on achievement of the following results:
- Compliance with UNDP rules and regulations for recruitment and human resource management for the project
- Preparation of recruitment plan and elaboration of job descriptions for required elections staffing
- Support to recruitment process and work closely with the HR unit of the UNDP Libya office
- Proper management of project assets, in coordination with procurement unit;
- Maintains project files (original signed project documents, subsequent revisions, personnel, training, procurement, inventory, project budget and revisions, project reports, studies as well as other supporting documentation, correspondence etc.).
- Supervision of project operations staff
- Ensure timely transfer of project assets to counterparts upon project termination.
The key results have an impact on the quality of project management, thus contributing to effective and efficient project implementation and delivery. Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures is critical to ensure achievement of UNDP Country Programme outcomes. A client oriented approach has impact on the image of the UNDP office. Practically, the key results to be delivered will support the creation and organization of credible and inclusive elections. There are significant additional societal impacts to be delivered by the project.

Habilidades y experiencia requeridas
Education:
- Advanced University Degree (Masters or equivalent) in Business Administration, Operations Management, Social Sciences, International Development, Economics or related fields;
Experience:
- 7 years relevant work experience, at least 5 of which involve similar senior experience of operational management of projects or programmes
- 3 years of relevant experience in relation to electoral management (preferred);
- Experience of sustaining high level professional relations with leading Government officials in sensitive political environments;
- Substantive project operational management experience, including detailed working knowledge of human resources, procurement, ICT, finance, asset management and logistics;
- A sound track record of experience in an international setting with the UN or with international organisations, or similar context;
- Experience of managing financial resources;
- Worked in a post-conflict environments;
- Experience of the Arab region, an advantage;
- Computer proficiency, including working knowledge of MS Office products (Word, Excel, PowerPoint), Front Page, Adobe In-Design and web-based management systems. Good knowledge of Atlas is a must;
- Knowledge of UNDP electoral assistance procedures an advantage.
- Practical familiarity with UNDP project management principles and practises - essential.
