Antecedentes
UNDP Bangladesh, having its focus to strengthen the Justice Delivery System, is implementing several activities to ensure human rights guaranteed by the Constitution of Bangladesh to the vulnerable, poor, disadvantaged groups and people with insufficient means. The end objective of these initiatives remains to make sure that rule of law is established in Bangladesh.Strengthening the formal justice system and the rule of law is a priority for the Government of Bangladesh. There is increasing demand for improvements in the administration of timely, affordable, and accessible justice. Improved access to justice for all requires a solid legal framework consistent with the Bangladesh Constitution and international treaties and conventions to which Bangladesh is a party. In recent years a number of important pieces of legislation have been modernized, however, much of the colonial era legislative framework remains. In particular, many of the key laws related to the administration of justice need to be reviewed, consulted and amended to address the large case backlogs in the courts of Bangladesh. As such, the Access to Justice Project(A2J project) will continue its efforts to support the Ministry of Law, Justice and Parliamentary Affairs during the period of July, 2012-June, 2014 to strengthen legal reform processes, make the legislative drafting process more inclusive and build capacity to produce high-quality legislation in a planned manner.
During the extension period the project will focus on legal reform and strengthening the law making process; establishing a treaty desk to monitor compliance with Bangladesh’s international obligations; undertaking revision, update and review of laws related to access to justice from Bangla into English (Bangla, being the mother tongue and first language of almost 165 million people, laws made in English and have implications in public in general requires to be translated. As opposed to that, since Bangladesh has a vision of development keeping pace with the globalization, laws made in Bangla where Development partners have interest and stake- fixing priority to be translated in English in quick succession) and supporting the Law Commission with public policy debate on legislative reform. Initiatives like these will provide a sustainable foundation to improve access to justice to the public. The project will focus on two outputs:
1. Strengthened institutional capacity to undertake prioritized, inclusive and higher quality legislative reform; and
2. Strengthened institutional capacity to provide advice on international treaties, conventions and international legal affairs.
Under the supervision of the Chief Technical Advisor (CTA) and National Project Director (NPD), the incumbent is responsible for leading and managing the A2J project in the area of Law Reform and Treaty Desk establishment. The incumbent will provide technical advice and leadership; submit regular reports on project progress and situational report. Further the Project Coordinator will identify and develop synergies and partnerships with other actors (national and international) on Law Reform issues at the strategic, technical and operational level and will initiate and assist the process of establishment of Treaty Desk at LPAD, MoLJPA. The incumbent will also play a leading role in performing quality control function of project activities, including assessing impact and effectiveness, tracking outputs and results, and ensure timely and efficient delivery of project outputs.
Deberes y responsabilidades
The Project Coordinator will work under the direct supervision and guidance of the Chief Technical Adviser. S(h)e will support effective implementation of the project and timely achievement of its objectives. The project coordinator is essentially a supervisory and managerial position and the incumbent will be primarily responsible for
- Supervising the day to day project activities under technical supervision of the Chief Technical Adviser of the Access to Justice Project
- Managing the relationships with implementation partner, relevant stakeholders and other GoB agencies/ministries when necessary as advised by the Chief Technical Adviser
- Coordinating the operations, finance, reporting and other sections of the project with UNDP and GoB
The incumbent will also supervise and
- Carry out the institutional development/capacity development through Law Reform activities component of the Project;
- Provide technical advice on law reform particularly in the area of administration of justice;
- Provide capacity building and training for stakeholders;
- Carry out the institutional development/capacity development through the treaty desk component of the project.
- Coordinate the strategic planning development process of LPAD by having close engagement with strategic planning professionals
- Coordinate the activity of Update and Revision of BD codes of Bangladesh in consultation and with support of other experts and consultants of the project
Details of responsibility:
The Project Coordinator will perform in a coordinated manner to build institutional capacity of the Legislative and Parliamentary Affairs Division of Ministry of Law, Justice and Parliamentary Affairs
- Provide management and oversight for the law reform and treaty desk component of the project;
- Advise MoLJPA and UNDP on the overall implementation of the component of the project including reporting on progress with planned activities and expected outputs;
- Manage implementation of the project component including financial resource management, coordination and administration, using established guidelines and process of UNDP and Government of Bangladesh to realize maximum performance and impact;
- Ensure implementation of project outputs within his/her focus area portfolio; and
- Submit regular reports on project progress and situation reports.
Coordinate and Provide technical advice on law reform particularly in the area of administration of justice where he will-
- Advice to the Government of Bangladesh on law reform proposals and options for improving the technical quality and implementability of draft laws;
- Advice to the Government on law reform initiative to improve the administration of justice;
- Advice to UNDP on the options for law reform and the legal and political strategies for realizing reform; and
- Support national and regional authorities with technical advice on specific national priority law reform.
Coordinate the capacity building and training initiatives for stakeholders by supervising the-
- Identification and Development of synergies and partnerships with other actors (national and international) on Law reform issues at the strategic, technical and operational level;
- Developing and implementing training programmes in the area of legal drafting and law reform for key national stakeholders;
- supervise the initiatives taken for providing assistance to the Law Commission;
- Engage in capacity and confidence building on issues pertaining to law reform with non-governmental actors, including consultative and participatory processes with national stakeholders, including women's networks and legal professionals; and
- Participate in inter-agency working groups and initiatives to promote law reform.
Coordinate and advise the institutional development/capacity development through the establishment of treaty desk through coordinating/monitoring the following tasks-
- Conducting research for establishing a Treaty Desk/Unit at the LPAD in line with International precedents and best practices, national legal frameworks, rules and administrative procedures of other relevant ministries;
- Initiating and supervising the comprehensive GAP analysis between National Law and International Human Rights Treaty, Convention and other international instruments;
- Designing and organizing learning events like workshops, training programmes, policy level dialogues and exchange of expert’s views on the adoption of international Treaty, Conventions, agreements and other instruments by ensuring the adequate reflection of those in the legislations of Bangladesh with the participation of officials of different agencies and ministries;
- In consultation with the senior leadership of the Ministry, developing learning/knowledge management materials on the theme of international Treaty, Conventions and other International Instruments. As example- guideline for officers of LPAD on vetting of legislations in line with international treaties and conventions, manual for the training sessions on treaty desk.
Coordinate the strategic planning development process of LPAD
- Engage in the learning and briefing sessions for the LPAD of MoLJPA for developing strategic plan
- Provide support and guidance to the strategic planning professionals in obtaining necessary information and data from the relevant ministries/divisions.
- Coordinate the overall activities of the Strategic Planning component of the project as required
The Project Coordinator will be needed to coordinate the activities of the components of project and he will also perform any additional relevant tasks as requested by Chief Technical Adviser and National Project Director.
The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching overall project targets.

Habilidades y experiencia requeridas
Education:
Master’s Degree in Law or related discipline
Experience:
- Minimum 7 years of experience with at least 3-4 years of experience of leading a legal reform initiative, campaign or project;
- Demonstrated Experience of monitoring/supervising and coordinating project outputs/projects/programmes;
- Experience with preparing legal drafts or analyzing legal drafting and implications of policy proposals; experience of the implementation of International Human Rights Treaties and Conventions in Domestic Legislation will be considered as an asset;
- Demonstrated experience in preparing or providing advice on law reform proposals; preferably in the area of access to justice, human rights.
- Strong computer skills;
- Development project experience in Bangladesh and experience working with Government would be an asset.
