Historique

Over the past 20 years Somalia has experienced a series of widespread conflicts and natural disasters, including droughts and floods, resulting in death and malnutrition, displacement, the collapse of community support structures, and the disruption of livelihoods. In 2011, severe drought hit Somalia, resulting in the death of tens of thousands of people and displacing thousands of others. Despite the progress made after the 2011 famine, 3.8 million Somalis still need life-saving humanitarian assistance or other crucial support in Somalia. To date, there are over 1 million IDPs living in temporary settlements across the country, mainly in southern and central Somalia. The gains made last year and the improving political and security landscape provide opportunities to break the circle of recurring crisis brought on by drought and conflict.
 
Given the high profile humanitarian situation in Somalia, the Public Information Unit (PIU) in OCHA gives substantial support to the Humanitarian Coordinator in advocacy and coordination of humanitarian messaging amongst UN Agencies.
 
Under the leadership of the UN Humanitarian/Resident Coordinator for Somalia, OCHA maintains a field presence in Somalia and a support office in Nairobi. The National Public Information Officer will report to the International Public Information Officer

Summary of Key Functions:

  • Support/conduct media relations and outreach with all stakeholders and target audiences.
  • Research and advice on planning and design of internal and external strategies for communications.
  • Advise and guide the management and staff with all aspects of field reporting and production of public information products.
Conduct media relations and outreach with all stakeholders and target audiences.
  • Advise and guide the Public Information Unit (PIU) in developing and maintaining local media relations.
  • Contribute to the PI Unit’s implementation of its media activities and those of the UN Information Group in Somalia, and when necessary travel within or outside Mogadishu to conduct media-related activities and provide information support to field offices.
  • Produce stories or multi-media content or ideas as required.
  • Assist in planning and organizing media and other outreach events inside Somalia.
  • Develop and maintain the OCHA database on key Somali media and media personalities, and assist with outreach to non-media stakeholders and community leaders
 
Research and advise on planning and design of internal and external strategies for communications
 
  • Contribute to all aspects of drafting of media strategy and plans for Somali media in Somalia and Kenya in consultation with Public Information Officer, and draft relevant sections as required.
  • Analyze trends and the environment in public discourse in Somalia and advise the PIU on appropriate means of outreach to Somali audiences.
  • Research communications strategies and campaigns for PIU and United Nations Information Group when required.
 
 
Advise and guide the management and staff on all aspects of field reporting and production of public information products
  • Support PI Unit, in liaison with field offices and partners, to produce regular situation reports on key humanitarian developments to keep senior OCHA management abreast of humanitarian developments in Somalia.
  • Provide timely analysis on humanitarian developments, including follow up on field reports and local and international media stories.
  • Support with ad hoc translation of OCHA short/urgent documents/correspondence, act as interpreter during meetings/press briefings with Somali media and proof-read Somali version of OCHA information products  
  • Draft humanitarian updates and briefings for Head of Office and head of Southern and Central regions, as required.
  • Assist in training field staff on public info/media-related issues and reporting
  • Disseminate OCHA Somalia‘s information products/humanitarian news to the various stakeholders/audiences through the local media and other communication channels
  • Assist the South-Central Office to produce public information products and reports, including compiling and editing reports.
 
 
Impact of Results
 
The key results have an impact on the overall efficiency of the Country office including:
  • Playing a strategic role in identifying trends related to humanitarian issues in the local Somali and international media.
  • Developing innovative approaches to deal with reporting issues and ensure timely delivery of outputs, in accordance with overall objectives and policies of the Public Information Unit of OCHA Somalia.
  • Serve as an effective support to OCHA Somali Public Information strategy and plans and strengthen partnerships with humanitarian actors to help meet OCHA’s objectives with respect to overall policy initiatives and coordination of humanitarian and emergency assistance.

Qualifications et expériences requises

Education:          
  • Master’s Degree in Communication/Journalism, political science or International Relations.
  • Or A first-level university degree in above disciplines with a combination 4 years qualifying experience may be accepted in lieu of the advanced university degree.
Experience:       
  • 2 years of relevant professional experience, preferably in complex emergency and inter-agency context, dealing with relief and transitional issues.  
  • Knowledge/working experience of humanitarian issues is highly desirable
  • Basic Knowledge of journalism, social science, development or humanitarian relief issues is desirable.
  • Computer proficiency, including working knowledge of e-mail and MS Office products (word, Excel, Power Point)
Language Requirements:            
  • Fluency in English and Somali is required. Knowledge of Arabic or Turkish is desirable.
