The United Nations Development Programme (UNDP) has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work. UNDP’s work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs).  As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives, some in partnership with UNIFEM, a part of UN Women, that support both government and civil society work on gender issues.
 
The Gender Team is at the forefront of UNDP's commitment to gender equality and women's empowerment.  The Gender Team is part of the Bureau for Development Policy (BDP) which provides policy advice and technical support to all of UNDP’s operations. The Gender Team works to implement gender equality as a core objective of UNDP through a two-pronged approach (i) mainstreaming gender in all core practices; and, (ii) dedicated interventions that empower women and promote gender equality.   In order to advance UNDP’s mandate in this area, the Gender Team has finalized the UNDP Corporate Gender Equality Strategy 2008-13 which outlines in detail how UNDP will work towards gender equality in each of the goals and key results set out in the UNDP Strategic Plan 2008-2013. In addition to addressing the gender dimensions of each focus area, the Strategy sets out institutional arrangements which are aimed at ensuring that there are adequate human and financial resources as well as effective senior management oversight to achieve the expected gender equality results. To this end, several initiatives have been launched, such as the gender equality seal, the gender marker, which help strengthening accountability for gender equality results in the organization.
 
UNDP is in the process of developing a new gender equality strategy which will complement the new Strategic Plan. The strategy will set a vision for the organization on the areas of work needed to support countries accelerate the achievement of the Millennium Development Goals and set the new sustainable development agenda. Gender equality is at the heart of such agenda. The Strategy will also take forward the commitments made at the international level, including through the conclusions of the Commission on the Status of Women, which this year, will be focusing on violence against women. It will focus on strengthening partnership with UNW.
The Gender Team is looking for an expert to support strengthening gender mainstreaming in the organization, to ensure alignment of such global commitments with the work at the global, regional and country level. 

Devoirs et responsabilités

The consultant will undertake the following tasks under the direct supervision of the Institutional Development/Interagency Cooperation Cluster Leader of the Gender Team:

Roll out the new Gender Equality Seal:
 
Develop an on line pre-screening benchmarking tool (January-March)
  • Follow up of contents of the on line tool with senior consultant.
  • Test the on line tool.
  • Develop concept notes for IT consultant. 

 Develop launching package of the Seal (January –April)

  • Coordinate the update the video of the Seal Programme
  • Develop a methodology for interactive webinars
  • Develop at least 3 presentation and guidance notes for each presentation (1 PPT for Regional Centers on the     certification process overall; 1 PPT on the Benchmarking Tool including how to gather up the information; 1 PPT on the appraisal missions).
  • Develop a package of communications to Regional Bureaus/RSCs/COs (emails, briefings, update teamwork space, etc.).
  • Coordinate a Brochure on the Expanded Pilot Phase.
  • Follow up of the “Guidance Note for COs on how meet standards” with senior consultant.
 Coordinate certification process of countries (April-October)
  • Manage the on line system of reporting
  • Follow up of on line applications
  • Analyze and report on countries’ applications, performance, improvement plans, etc.
  • Prepare presentations for the Certification Committee
  • Support logistics and appraisal missions
Support the awarding ceremony (October-December)
  • Develop communication package of the ceremony
  • Support logistics and communications of the awarding ceremony
 Planning and Policy Development and Implementation
  • Follow up on the conclusions and key messages of the Commission on the Status of Women and other high level meetings (e.g. MDGs, post 2015) and prepare policy notes to ensure that key messages coming from these meeting inform UNDP programming.
  • Support identifying priorities on promoting gender equality and women’s empowerment in the new defined focus areas of the Strategic Plan and Global Programme, both development and institutional framework.
 Inter-agency collaboration
  • Support inter-agency work focused on addressing violence against women.
  • Support research on defining the areas of collaboration and complementariness with UNW.
  • Prepare and deliver formal presentations in UNDP.
Resource Mobilization
  • Prepare resource mobilization packages for UNDP’s areas of work on gender equality. 
  • Support preparation of the Gender Thematic Trust Fund Report to the donor.
  • Prepare substantive presentations on UNDP’s work on gender equality for the donors.

Compétences

  • Strong knowledge of UNDP programming and policy development.
  • Excellent communication, writing skills and analytical skills.
  • Ability to establish priorities and to plan, coordinate and monitor own work plan.

Qualifications et expériences requises

Education:
  • Masters degree in social science with strong knowledge of gender issues, or related discipline.
  • Or a Bachelor degree with more than 10 years of experience.
Experience:
  • Minimum 5 year of relevant experience in the field of promoting gender equality and poverty reduction;   
  • Experience in conducting research and analysis on gender equality to inform programming and policy formulation desirable.
Language Requirements:
  • Excellent oral and written communication skills in English. Knowledge of another UN language desirable.
