Antecedentes
The General Assembly and various ECOSOC resolutions have consistently requested the UN System to harmonize Business Operations with the aim to reduce operational transaction cost and duplication of the operational support to programme delivery. In addition, the latest assessments executed in preparation for the QCPR 2013-2016 and the Secretary General's Report in preparation for the QCPR, call for enhanced strategic planning and analytical processes to strengthen strategic focus and prioritization of harmonization efforts with a focus on the highest value added harmonization efforts, while improving Monitoring and Evaluation and Reporting mechanisms to demonstrate results achieved in the area of Business Operations harmonization. The UNDG strategic priorities focus on the development of operational models to facilitate the harmonization agenda at country level.
In order to respond to the request for enhanced Monitoring and Evaluation of harmonized Business operations at the country level, the UNDG, in cooperation with HLCM, plans to develop a robust Monitoring, Evaluation and reporting system which would facilitate the measurement of results and impact of the harmonization effort.
The consultant will report to the UNDG Reference Group on Common Services under supervision of the Business Operations Specialist in DOCO.
Objective:
The objective of the consultancy is the development of a robust Monitoring and Evaluation System to be used by the UN System at the country level to plan, evaluate and report on Business Operations harmonization efforts with the aim to reinforce the ability of the UN System to report on results of BO harmonization efforts.

Scope:
The UN System requires a Monitoring, Evaluation and Reporting framework facilitating the capture and reporting of results and impact of harmonization of Business operations at the country level.
The framework should derive from an analysis of internal UN M&E and reporting practices supplemented by an international best practice assessment of Monitoring and Evaluation systems in support of Common UN Business Practices (including Common Services).
The final product consists of a guidance document outlining an M&E framework and reporting process for Business Operations which is light, flexible, yet is based on a robust set of indicators that are cost effective and manageable to track and report on. The M&E framework should be derived from the BoS pilot project, as well as existing agency practices in operational Monitoring and Evaluation. The framework covers M&E and reporting of progress and results at the strategic level as well as the Annual Work Plan level and needs clear linkages with the Resident Coordinator Annual Report.
The desired Monitoring, Evaluation and reporting framework should cover the following Business Operations areas:
- Procurement;
- Human Resources;
- ICT;
- Logistics and Transport;
- Administration;
- Finance;
- Common Premises;
- Security.
More specifically, the engagement includes the following sub-deliverables (milestones):
- Milestone 1: Stock take report: Internal UN assessment report of Monitoring and Evaluation Systems in support of Business Operations currently in use by the UN agencies, including the Business Operations Strategy pilots;
- Milestone 2: Industrial Best Practice Report: Analysis of external Monitoring, Evaluation frameworks in support of Business Operations;
Final Deliverable: M&E framework and outline reporting process in support of country level Business Operations.
Process:
To ensure that all the above aspects are covered and carefully considered, it is important that all parties involved in the operationalization, management of and benefiting from the M&E framework and reporting process are duly consulted and their views on the EFW are sought. These include:
- a. UN country teams;
- b. UN agencies in their roles for operationalization, management and oversight Common Business Operations;
- c. Regional UNDG Teams;
- d. Relevant UNDG mechanisms;
- e. GA member states/Donors in their role as recipients of the progress reports.
This can be done through (i) desk review of documentation and (ii) interviews through phone calls and Skype. The consultant will be requested to develop the most appropriate methodology in line with the following work plan and submit it to the UNDG Common Services Reference Group.
Deliverables:
This project requires the Consultant to deliver the following:
- Milestone 1: End week 1: Proposed methodology and detailed work plan for UNDG Reference Group on Common Services review;
- Milestone 2: End week 4: Internal stock take report: Internal UN assessment report of Monitoring and Evaluation Systems in support of Business Operations currently in use by the UN agencies;
- Milestone 3: End week 8: Industrial Best Practice Report: Analysis of external Monitoring, Evaluation frameworks in support of Business Operations;
- Milestone 4: End week 12: First draft framework presented to the UNDG Reference Group on Common Services.
- Milestone 5: End week 16: Final M&E framework and reporting process.
- Ongoing: Advisory support to UN Country Team of BoS pilots with development of the M&E frame (quality assurance, technical support).
Timeframe:
The assignment is envisioned to be complete within 4 months from its start (15th Feb 2013).

Education:
- Post graduate degree or equivalent in a relevant discipline;
Experience:
- At least 7years of professional development related work experience at the international level;
- Good understanding of UN common system and policies, including Delivering as One principles and functioning;
- Excellent technical writing skills;
- Computer literacy.
Language:
- Fluency in written and spoken English;

Evaluation:
Individual consultants will be evaluated on the cumulative analysis method – combination of the weighted technical and financial score - to obtain the total score. The candidate scoring the highest combined weighted score will be recommended for the award of contract. The designated weights for the technical and financial criteria are 70% and 30% respectively. The maximum score is 100 points.
Step 1: Technical evaluation of the offerors CVs and Proposals.
The minimum score required to pass the technical assessment is 70%. Aspects of the technical evaluation will include but is not limited to the following:
- (a) Responsiveness to the terms of reference;
- (b) Work experience with the UN;
- (c) Knowledge of Business Operations and M&E mechanisms;
- (d) Experience in developing Policy Frameworks and UN guidance documents;
- (e) Experience in analytical writing and producing reports and research assessments;
- (f) Ability/availability to complete the assignment within the prescribed timeline.
Step 2: Financial evaluation of those Offerors that pass the technical assessment. Offerors must submit the financial offer, as a lump sum amount covering the entire assignment, including the itemized costs. The lowest financial offer will receive the assigned maximum financial points (100). All other financial offers will receive points in inverse proportion.
The contract will be awarded to the candidate with the highest weighted total score subject to the financial cost being within the hiring unit’s budget allocation.
