Antecedentes
Strengthening the formal justice system and the rule of law is a priority for the Government of Bangladesh. There is increasing demand for improvements in the administration of timely, affordable, and accessible justice. One of the key constraints facing the justice sector is the slow disposal rate and corresponding build-up of a large case backlog of around 1.8 million cases. The backlog is placing considerable pressure on the sector and is hampering access to justice. It is also symptomatic of a number of other issues, including complex procedures and a lack of effective case management between agencies. UNDP, through the experience generated from the Justice Sector Strategic Dialogue (JSSD) initiative, has facilitated a process that has shown appreciation of the benefits of moving towards a more coordinated approach between justice sector institutions. Building on these positive results a new project establishing a Justice Sector Facility will work across the sector to strengthen institutional planning capacities as well as support two district pilots to improve the administration of criminal justice. The project, will focus on four outputs:
1. Improved strategic planning and monitoring and evaluation in key justice sector institutions;
2. Enhanced communication, coordination and co-operation between agencies in two district pilots;
3. Increased demand and advocacy for improved service delivery from justice sector institutions; and
4. A facility established with the capacity to improve sector coordination and research.
Deberes y responsabilidades
Functions: the Field Officer will be expected to spend a significant proportion of time at the pilot sites and under the guidance and supervision of the Chief Technical Adviser (CTA) they will be expected to coordinate activities under components 2 and 3 in the pilot districts under the supervision of the CTA. It will be his/ her responsibility to realize effective establishment and operation of all pilot initiatives of the project under the guidance of the CTA. A number of innovative low cost interventions will be piloted in pilot districts. This will include a range of activities such as
- Facilitate establishment, training and efficient working of case-management committees of district justice service providers and for increased coordination, cooperation and collaboration of justice sector agencies at pilot level;
- Facilitate implementation of all project activities at the pilot sites and support monitoring and effective reporting on implementation progress towards targeted results; including contribution to all routine quarterly and annual results reporting;
- Facilitate development, printing and dissemination of Pilot Court Handbook, support module development and implementation of training course for Court staff in the use of the Handbook;
- Facilitate development and implementation of M&E system for routine monitoring of the project activities in the pilot sites and perceptions of court users in consultation with CTA and M&E Officer. Facilitate feedback of data / results to Law and Justice Division of the MoLJPA, UNDP and Project Steering Committee.
- Coordinate design, development and implementation of field based research and collation of learning from implementation of case management initiatives in district pilots; and facilitate sharing with relevant justice providers and agencies;
- Facilitate development of partnerships at local level to support awareness of legal rights, diversion, legal aid and improvement of the administration of justice at pilot locations.
- Coordinate implementation of any other relevant project activities as per AWP and for successful realisation of the targeted outputs of the district pilot activities;
- Facilitate and implement workshops, seminars, capacity building training, local policy advocacy initiatives with stakeholders as necessary;
- Undertake any other duties as requested by the Chief Technical Officer.
Key results: Under the supervision of the CTA, the Field Officer will coordinate the selection of Pilot districts and establishment of case-management committees; work with the Monitoring and Evaluation Officer to establish a user survey framework for monitoring and evaluation established; Establish partnerships with other local justice service providers and development / establishment of project at pilot sites; If successful the work of the field officer and project will reduced the number of cases pending in pilot districts and the time taken to determine cases .

Habilidades y experiencia requeridas
Education:
Bachelor’s degree in law
Experience:
- Total of 5 years work experience including at least 3 years in law and justice field required;
- Practical knowledge of national justice sector agencies and local level justice partnerships such as the District Legal Aid Committees;
- Demonstrated in-depth understanding of court procedures and rules as well as the reasons for delays in cases;
- Excellent written and oral communication skills; and
- Willingness to undertake regular travel to pilot districts, build partnerships with local actors, monitor project activities and report back to project structures with concise analysis and advice.
