Antecedentes

The Global Fund (GF) is supporting the government of Angola in providing supplemental financing for treatment of HIV patients which could be interrupted without this grant, the overall goal of the Transition Fund Mechanism (TFM) is to ensure this bridging funding from the Continuity of Service Grant for additional 2 years to the next full scale request for support. The expected outcome is the reduction of mortality and morbidity among people living with HIV through the provision of quality treatment to them and the reduction of mother-to-child transmission of HIV and new incidents of HIV infections among children. The specific objective of the TFM support is to guaranty for the next 2 years that the 23151 people on ART and 1000 pregnant women will receive support for treatment and prevention of mother-to-child transmission of HIV.
 
In addition to direct provision of ARVs and other relevant items, the TFM support will also support the strengthening of the intuitional capacity of INLS to track and report on the performance of the TFM within the overall national plan and strategy.
 
The M & E strengthening support will focus on three key indicators the number of adults and children still alive after 12 months of initiation of ARV therapy in view of its increase, the number of episodes of opportunistic infections among people living with HIV on ART in view of its reduction and the percentage of health facilities which have experienced stock-outs at least once in respect of anyone ARV in the past 12 months.
 
In its role as Principal Recipient, UNDP is responsible for the implementation GFATM grant, coordination between the national and international partners as well as for know-how transfer and capacity building of the relevant national stakeholders, in particular the Angolan Ministry of Health
 
Under the leadership of the Country Director, the Global Fund Manager leads, supervises, coordinates and is accountable for the implementation of the TFM grant amounting to an aggregated delivery of about $15.2m over a 2 year period. To that effect, he/she will be responsible for leading a team of professionals to assist him/her carrying out the function.

Deberes y responsabilidades

 Project Management:

  • Leads and coordinates the elaboration and implementation of the workplans for the TFM grant
  • Overrsees the efficient and transparent use of grants of the Global Fund, in particular for major and sensitive procurement (such as ARVs) as well as major expenditures by the implementing partner for capacity strengthening for M&E.
  • Ensures timely and efficient reporting of GF supported projects as requested by the Global Fund Grant. 
  • Analyses and advice about contracts with implementing partners
  • Analyses programmatic impact agreements and takes decisions to correct possible deviations from targets
  • Flags in a timely way issues of strategic concern and seeks the Country Office advice in finding appropriate solutions.
  • Ensure project documentations/communication tracking system is in place for effective project closure and any anticipated human resources changes on the project.
External Communication and Coordination with Stakeholder
  • Creates strategic partnerships with stakeholders on national and international level, i.e CCM, Ministry of Health and other Ministries, the UN system, and other partner’s programmes in the area of HIV/AIDS,
  • Liaises with members of the UN Country team, senior governmental officials, civil society and the donor community to meet their information needs and to ensure their support for the project
  • Represents the Principal Recipient at meetings with the government, with the donor community and at international conferences related to GFATM.
  • Overseas the diagnosis of INLS M & E systems and data quality capacity, supervises the related INLS capacity building support interventions and ensures high-level involvement of MINSA officials
  • Participates in national activities related to the project components, as well as in the elaboration of the National Monitoring and Evaluation System for the HIV AIDS response
  • Liaises with Global Fund regional team for south east Africa and UNDP support group to ensure optimum information and to receive strategic feedback
  • Seeks and incorporates synergies with similar initiatives on country level.

Habilidades y experiencia requeridas

Education:
  • Masters degree in business, economics, social sciences or public health, with experience in the area of HIV/AIDS, Tuberculosis and Malaria.
Experience:
  • 5 years of relevant international experience in project management in post-conflict country
  • In-depth knowledge of the political, economic and cultural background of the African continent
  • Communicates in a clear and concise way and is able to establish excellent relationships with national authorities and international interlocutors
  • High moral integrity, as well as diplomacy and impartiality.
Language Requirements:
  • Fluent in English and Portuguese.
