Background
Towards this, a company is to be engaged for training and capacity building of service technicians and/or engineers in Malaysia for assisting the country in achieving their HPMP targets in a climate friendly manner.
Duties and Responsibilities
The tasks to be undertaken by the company under this outline Terms of Reference are to be undertaken in close collaboration with the National Ozone Unit (NOU) and UNDP but are not necessarily limited to the following:
- Design and develop the course material in consultation with the National Ozone Unit and UNDP. Training documents are to be in Bahasa Malaysia and English
- Design training programs in close consultation with the National Ozone Unit and UNDP. This will also include development of training materials (e.g., presentations, printed technical materials for the training program, examination modules, etc.)
- Provide technical inputs and technical specifications for recovery and reclamation equipment. Procurement of this equipment will be undertaken by UNDP.
- Conduct a maximum of three (3) training sessions for trainers and one (1) training session for technicians (provisional), each three (3) days long at suitable locations around Malaysia for training which will be identified by NOU and UNDP. The consultant is required to budget for an extra one day preparatory work at the training centre/school for preparing equipment / facilities for the training program. Training is to be conducted in at least Bahasa Malaysia and English.
- Prepare and submit a final report on the training program and monitoring plan on usage of this equipment.
- Prepare a servicing schedule and general maintenance manual/guide for the reclamation and recovery equipment available in the market.
- Negotiated Training Program Outline:The negotiated Training program outline shall be submitted not later than 2 weeks prior to the commencement of the assignment.
- Delivery of Recovery and Reclamation Training:This shall be negotiated with DOE and UNDP upon the award of the contract.
- Final Report: A brief report shall be submitted within 2 weeks following each training session. The assessment should include but is not limited to a monitoring plan on usage of this equipment, methods to continuous compliance to good service practices and recovery and reclamation equipment operations and frequency of refresher courses.
- Servicing schedule and general maintenance manual/guide: A brief report shall be submitted upon the procurement and delivery of the recovery and reclamation equipment procured by UNDP.
The contract shall become effective from the day of signing of contract by both the parties and terminates by 31st December 2013
Recovery and reclamation equipment in addition to all consumables required for training use.
The Consultant is required to submit a tentative work plan and proposed fee for the assignment.

The financial proposal shall specify a total lump sum amount for the mandatory three (3) training sessions for the trainers and to provide a provisional lump sum amount for the optional one (1) training session for the technicians. Payments are based upon the completion of each training session. The consultant will not have to budget for travel, accommodation and consumable costs as part of executing the training sessions.

Required Skills and Experience
To be eligible for this assignment, the company should have at least one or more team member(s) must demonstrate past experience in performing the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) and should have the following minimum eligibility criteria:
Education:
- A degree in engineering and/or environment science qualification with specialization in refrigeration and air-conditioning engineering or equivalent. Degree or qualifications in training skills would be an advantage.
- Experienced candidates without formal qualification but with adequate and relevant work experience of 10 years will be considered
- At least 5 years experience in good servicing practices for refrigeration and air-conditioning equipment. Hands-on experience in servicing refrigeration and air-conditioning equipment using HCFC-22 will be an advantage
- Experience with Montreal Protocol policies is an advantage
- Experience in training technicians servicing refrigeration and air-conditioning equipment in the region on RAC equipment recovery and reclamation program. Experience in training activities in knowledge of issues faced by RAC service technicians would be an advantage
- Prior attendance and/or participation in master training programs and/or train the trainer programs is an advantage
- Working knowledge of English and Bahasa Malaysia
