Bosnia and Herzegovina became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000. Under its status as a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is obligated to undertake the following reporting activities such as: to calculate annual GHG emissions using a defined methodology and reporting to the Conference of Parties (CoP) of the Convention; introduce and implement measures to mitigate the consequences of climate change by regulating anthropogenic emissions and adaptation measures to climate change; cooperate in the development and transfer of technology, methods and processes that lead to limits, reductions and stabilization of GHG emissions; cooperate in the preparation of protection measures for areas exposed to drought and floods, as well as protection measures for water resources; include an assessment of climate change impacts and appropriate strategies and economic development policies that aim to minimize negative consequences of climatic changes for the economy, the environment, and the health of the population paying attention on both,  males and females; conduct systematic observation and research, data exchange and information sharing on climate and climate change with the aim of improving scientific findings on the causes and consequences of climate change. 

The purpose of this project is to strengthen national capacities to integrate environmental and energy concerns into development plans at all levels and systems for effective implementation of the sectoral priorities.
This will be achieved though assistance to Bosnia and Herzegovina in preparation and submission of its Second National Communication (SNC) to the CoP of the UNFCCC and enhancement of national capacities in field of climate change though the process.

The SNC will be prepared and submitted to the UNFCCC in accordance with its commitments as a non-Annex 1 Party to the Convention (as mandated by Articles 4 and 12 of the UNFCCC).  The project will also result in increased capacity to produce subsequent communications that meet all guidelines established by the CoP and that can serve as a source of information for national policies and measures in climate change and in key economic and social sectors.

The overall objective of this assignment is to assure that BiH’s SNC to UNFCCC meets the highest international standards of quality as set by the UNFCCC and outline next steps for BiH in relations to national communications and its obligations towards UNFCCC.

Devoirs et responsabilités

The incumbent should work in consultation with and under the guidance and supervision of a Project Manager (PM) and a Team Leader Vulnerability and Adaptation. Specifically, his\her responsibilities are but not limited to the following:

  • Review current draft of BiH’s SNC;
  • Edit BiH’s SNC document;
  • Review relevant documents and discuss with project team and national partners status and key issues related to implementation of UNFCCC in BiH;
  • Prepare a report outlining next steps for BiH in relations to UNFCCC and GEF;
  • Draft a project proposal for the Biennial Update Reports (BUR) in line with GEF instructions and a template, based on UNDP PM and national experts inputs;
  • Draft a project proposal for the Third National Communications (TNC) in line with GEF instructions and a template, based on UNDP PM and national experts inputs;
  • Provide guidance to national experts on the structure and format of the stakeholder analysis and consultation;
  • Responding to GEF Sec and UNDP review comments.

The consultant is responsible for the following deliverables:

  • SNC reviewed and edited (31 Mar 2013)
  • BUR Project Document completed (30 Apr 2013)
  • TNC Project Documents completed  (31 May 2013)

Qualifications et expériences requises

Education:

  • Advanced degree in the relevant field

Experience: 

  • 10 years of relevant experience at the national or international level in providing management advisory services;
  • Experience in projects related to climate changes;
  • Experience in GEF project development;
  • Knowledge of the environmental issues in BiH;
  • Knowledge and understanding of the UNFCCC and its relevance in BiH context;
  • Knowledge about national communications;
  • Knowledge on mainstreaming gender equality in environment;
  • Pro-active, independent and responsible personality.

Language Requirements: 

  • Fluency in both written and spoken English
