To address the regional and local development goals and objectives, UNDP has designed a new project to be implemented with funding from ADA and SDC. The project activities are centered around the three interrelated priorities covering national, regional and local levels:
  • The project places an emphasis on developing the policy formulation and implementation capacities of MRDI and other national stakeholders. MRDI will be supported to implement the commitments under the approved RDSS and assisted to upscale its relevant policy coordination function. The legislature, especially the parliamentary  Committee on Regional Policy and Self-Government as well as National Association of Local Authorities will be supported to make them active participants of the reform process. The policy dialogue among different governmental and non-governmental stakeholders will be facilitated promoting improvement of the local governance and regional development related policies.
  • The project pays particular attention to a close cooperation with the regional and local authorities for intensifying their efforts for development. For this purpose, selected regional administrations and LSGs will be supported in strategic development planning and in implementing selected actions from their respective regional/municipal development plans. Specific emphasis will be placed on reflecting the municipal development plans in programme budgets.
  • In addition, the project supports creation of an effective, nation-wide training system for regional administrations and local authorities to strengthen their planning, budgeting, management and service delivery capacities. The training system pursing a long-term impact effectively addresses the training needs at regional and local levels. An innovative mechanism coordinating demand and supply flows is to be set up. As a result, the regional governors’ administrations and LSGs will benefit from a wide range of quality trainings, as well as practical assistance to be used in the regional and local development processes.
  • The project is scheduled through July 2016 with a tentative budget of over USD 7 Million. MRDI is the Implementing Partner of the project. The Project Management Unit will consist of the Project Manager, Chief Technical Adviser (CTA), Administrative and Financial Assistant, two local Project Experts, and Driver.

Devoirs et responsabilités

The Chief Technical Adviser shall support the project in effective achievement of its goals and objectives as outlined above. The CTA will participate and provide a substantive advice to the national counterparts, as well as a solid technical guidance to the project team on planning, implementing and monitoring of all three components of the project.

Under the supervision of the UNDP Democratic Governance Team Leader, the Chief Technical Adviser shall provide substantive technical support and guidance to the Project Manager and shall be responsible to ensure effective project implementation.

The major tasks and responsibilities of the incumbent shall include, but not be limited to:
 
Policy advice and capacity development to the national, regional and local counterparts:
  • Provide strategic advice to national, regional and local partners on the issues related to the local self-governance reform and development. Serving a resource person for the authorities on the respective issues
  • Participating in and contributing to relevant national/ local discussions about the LSG and development reforms providing valuable substantive analysis and a particular insight from the respective international experience and lessons learned;
  • Contributing to development of national, regional and local capacities, through advising, coordinating and/or leading formal trainings, or day to day coaching of the staff on the relevant issues if needed;
Support and guidance for project implementation
  • Advising the Project Manager on all substantive aspects of planning, implementing and monitoring the project activities;
  • Providing regular advice and guidance to the project staff on the substance related issues in their day to day work as well as strategic planning;
  • Serving as a resource person and contributing to development of the internal capacities within the team as needs be
Form and/or strengthen partnerships
  • Providing substantive advice to the UNDP CO on the topics of the local self-governance reform and development in Georgia, grounded upon the expert experience, opinion and international practice.
  • Liaising with respective international stakeholders and players and establishing lasting partnerships; Identifying the areas of common interests for establishing joint approaches to the problems and ensuring synergies at local and national levels;
  • Cooperating and coordinating with other international projects on site (i.e. EU Technical assistance mission, GIZ, USAID, SDC, ADA, etc) and ensuring complementarities with the existing/potential projects
Develop knowledge products
  • Contributing the knowledge management and knowledge product development in the framework of the project, with a focus on analytical reports, working papers and strategies/concepts;
  • Providing substantive contributions to the reports on project achievements to UNDP that will inform UNDP reports to project board and donors.
The Chief Technical Adviser shall be hired for up to 150 working days from 1 March 2013 until 28 February 2014. While on duty, the Chief Technical Adviser shall work at the office based in Tbilisi, Georgia. The assignment involves extensive travel to various regions in Georgia. A number of days may also be allocated for the work from home.
The consultant will report to the UNDP Georgia Governance Team Lead through the Manager of “Fostering Regional and Local Development in Georgia” project and will work in close consultations with the project team.

Compétences

  • Excellent analytical, counseling, communication and writing skills; Proven ability to draft, edit and produce written proposals and results-focused reports in English;

  • Excellent negotiation and diplomatic skills.

Qualifications et expériences requises

Education:
  • Master’s degree or equivalent in Public Administration, Public Policy, Political Sciences, Social Sciences or related field; An advanced degree of PhD in the relevant discipline with a focus on decentralization, local self-governance areas will be an advantage.
Experience:
  • At least 7 years of relevant working experience (incl. at international level) in the field of local and regional governance/development and/or public administration capacity development; working experience in Georgia will be an advantage.
  • Demonstrated success in providing technical advice on the LSG/RD related issues and in the context of multiple stakeholders. Demonstrated experience in working with counterparts at various levels within government structures on projects with complex technical dimensions in the sphere of local and regional governance/development and/or public administration reform.
  • Knowledge of the country, particularly its specific local governance/public administration context as well as a prior experience in providing technical assistance within a comparable transition context would be a strong asset.
  • Computer literacy (MS Word, MS Excel, MS Power Point etc.).

Language Requirements:

  • Fluency in English is a must, and knowledge of Georgian and/or Russian would be an asset.
