Historique
The Government of Southern Sudan was formed in late 2005, following the earlier signature of the Comprehensive Peace Agreement (CPA). While the CPA represents a formal commitment to basic standards that are conducive to justice and peace, the peace-building process will need to advance and expand these aspirations through immediate and medium-term interventions which address chronic under-development, weak governance and a Rule of Law vacuum.
UNDP plays a lead role in Rule of Law in Southern Sudan, with programmes supporting both the formal rule of law institutions, and promoting access to justice for communities and civil society organisations. UNDP’s institutional support programmes provide assistance to Police, Prisons, Ministry of Legal Affairs and the Judiciary of Southern Sudan, and the 2008 budget is forecast to exceed $US 25m. UNDP’s Access to Justice programme promotes the ability of civil society to raise awareness and advocate on legal rights, and will be expanded to include additional NGO partners in 2008.
Devoirs et responsabilités
- Ensuring quality assurance in project management activities of Project Managers within the unit.
- Oversee financial resources, including mobilization, allocation and expenditure.
- Oversee the production of high quality, regular reports for both internal and external audiences.
- Ensure Rule of Law projects and activities are carried out in compliance with UNDP programmatic and operational rules and procedures.
- In conjunction with the relevant Programme Managers and Project Managers, assess the impact and effectiveness of Rule of Law programmes through regular consultations with national and international counterparts and stakeholders, regular field visits, analysis and preparation of progress and other required reports.
- In conjunction with the relevant Project Managers, perform the quality control function of Rule of Law programming, including assessing impact and effectiveness, tracking outputs and results, and ensuring timely and efficient delivery of project outputs through a client-satisfaction approach.
- In conjunction with team members, conduct assessments and develop Rule of Law responses to emerging issues.
- In conjunction with team members, identify strategic medium and long-term interventions in the Rule of Law sector.
- Provide recommendations and strategic guidance on key rule of law policy issues.
- Liaise with government counterparts, UN agencies, national and international NGOs, civil society and targeted populations.
- Participate in inter-agency working groups and initiatives to promote rule of law, protection and human security.
- Liaise with other UNDP programmes (including cross-cutting programmes), and identify and promote integrated programming opportunities.
- Provide backstopping to the Head of Unit on programmatic and operational matters.
- Perform any additional tasks as requested by the Head of Unit.

Qualifications et expériences requises
Education:
- Master’s Degree or equivalent in Law, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experience:
- At least 7 years’ professional, relevant, experience.
- Proven experience and expertise in rule of law in post-conflict situations.
- Capable of handling sensitive, politically-related situations, and contacts within government authorities in a highly delicate political environment.
- Experience in team building, staff management and programme management.
- Dedication to the principles of the United Nations, especially for working in a culture of diversity.
- Excellent report-writing skills.
- Excellent computer skills, and knowledge of Microsoft Office applications.
- Excellent communication skills; teamwork player and self-starter.
- Ability to live and work under basic conditions.
- Previous work experience in Africa would be an asset.
- Knowledge of UNDP systems and procedures and previous work experience in the UN system would be an asset.
Language Requirements:
- Excellent command/fluency in English (written and oral), knowledge of Arabic an added advantage.
