Timor-Leste has made positive strides to address the issues of corruption and accountability. The adoption by the National Parliament in 2009 of the law for the establishment of the Anti-Corruption Commission (ACC) is a positive indication of the Country’s commitment to strengthen accountability and combating corruption in Timor-Leste. This law provides the ACC with powers such as instigating and pursuing criminal investigations in corruption offences. Furthermore, the ACC is also mandated with raising awareness on issues related to anti-corruption.The objective of this project (2011-2013) is two-fold: (1) to strengthen capacities for civic engagement and partnerships among the ACC and relevant civil society organizations; (2) to strengthen analytical capacity of the ACC for informed decision making and outreach on anti-corruption.
To achieve the latter objective, it is proposed that training on Public Expenditure Tracking System (PETS) will be conducted for the ACC’s staff by an international consultant. PETS is a diagnostic tool that allows tracking of public funds that allows different stakeholders to see more clearly the flow, leakages and misuse of public funds at all levels. The training will provide knowledge, skills and techniques for tracking budget flow and consequently promoting transparency and accountability of government.

Summary of Key Functions
- Design and implement a training programme to strengthen ACC staff capacity in undertaking PETS approach and methodology. Develop standard manual for ACC staff on how to conducts PETS as well as provide guidance on how to analyze and scrutinize the information for corruption prevention.
- Compile and disseminate relevant knowledge products about PETS.
- Prepare and submit final report including necessary recommendations to ACC.
Duties and Responsibilities:
- Train the ACC staff to conduct PETS. The training programme would adopt a practical approach by conducting case studies for two sectors/institutions to be identified by the ACC; The training programme would ensure that relevant ACC staff develop a good understanding of the PETS concept, methodology and relevant tools. The consultant will submit an annotated outline of the training programme at the beginning of the consultancy.
- Prepare detailed implementation manual/guidelines for the ACC staff. The manual will elaborate the methodology, process, data collection, questionnaire design and skills set required for conducting PETS. It will also provide guidelines on analyzing and applying the PETS findings for corruption prevention.
- Organise and prepare the training for ACC staff systematically on how to analyze existing support documentation, procedures, and accounting records.
- Provide orientation to the ACC in adopting preventive measures including internal controls, assets and fund management and compliance with guidelines, rules, regulations and laws.
- Prepare, submit the activity report including necessary recommendation and provide additional reading materials for staff, if necessary.
- The consultant will work under the supervision of the UNDP Project Manager and will draw upon the guidance of and coordinate and work closely with the ACC.
Deliverables:
- Materials for training including power point presentations including supporting materials i.e. handouts and background information etc, based on the needs produced.
- PETS manual.
- Participatory training workshop conducted for ACC staff.
- Reports of the training including recommendations for follow-up actions.

Qualifications et expériences requises
Education:- Degree in economics, management, public policy and administration and/or related field or equivalent; Master Degree is an advantage.
- Experience in delivering workshop/ training on PETS and/or relevant materials.
- Minimum five years of relevant experience in auditing/analyzing budget of government, anticorruption related issues, public administration, and management.
- Demonstrates ability of language skills in English, both spoken and written.
