Background
Since 2000 Turkey has made a considerable progress in introducing gender sensitive provisions in national legislation that are in line with the countries’ international commitments in this area. In addition long-term efforts of women's movement in Turkey to empower women and promote gender equality, supported by various national and international partners have resulted in strengthening of the national mechanism in support of gender equality, including in the establishment of the Turkish Grand National Assembly Equal Opportunities Commission for Women and Men (in March 2009).
Building on this momentum, a Joint Program on Fostering an Enabling Environment for gender Equality in Turkey supported by SIDA has been initiated in early March 2011. The programme follows a two pronged approach: targeted capacity building for governmental and parliamentary institutions (such as the Parliament Equal Opportunities Commission and the legal experts) and establishment of knowledge sharing platforms, and targeted support to the rights holders such as CSOs and gender equality and women’s rights advocates, including experts and academics, for advocacy and monitoring of commitments to gender equality.
Building on this momentum, another Joint Programme for Promoting the Human Rights of Women supported by Sabanci Foundation has been initiated in September 2012 with the aim of accelerating the implementation of gender equality commitments at a local level and contribute to development of sustainable capacities to promote, protect and exercise women’s rights and contribute to gender equality in various areas of life. Under the Joint Programme, UN Women’s technical assistance will be provided through series of tailor made trainings conducted in the following 10 pilot provinces: Edirne, Çanakkale, Aydin, Kahramanmaras, Erzincan, Kayseri, Ordu, Eskisehir, Kocaeli, and Kastamonu.
The Terms of Reference at hand is for the Project Assistant (PA), who will provide support to the UN Women Project Coordinators responsible for the implementation, monitoring and reporting on relevant parts of the UN Joint Programmes.
Duties and Responsibilities
The PA will directly report to the UN Women Project Coordinators in Ankara and work closely with the UN Women Finance Officer based in Bratislava.
Specific tasks and responsibilities:
Programme Support:
- Supports the work of the UNW Project Coordinators as necessary in implementing and monitoring activities under the programme,
- Assists in the preparation of field visits, special events, coordination of meetings, Project Coordinator’s missions, including the development of background materials and other relevant reports and documentation;
- Ensures logistics are properly undertaken pertaining to the organization of workshops, seminars, events, and other activities, and prepares relevant budgets and participant lists;
- At the direction of the Project Coordinators drafts routine correspondence, and translates as necessary,
- Provides translation from English to Turkish or vice versa
- Maintains ongoing contact with partners, including government, civil society organizations, international organizations, UN agencies, and donors. Assists the Project Coordinators monitoring and evaluating the performance of partners under contracts/agreements with UN Women
- Monitors media coverage for information and articles pertaining to UNW’s scope of interests and programming, and regularly updates the supervisors on the development.
- Provides assistance in relation to any preparatory work related to new UN programmes, in which UN Women is a leader or participates as a partner
- Performs any other tasks assigned by Project Coordinators and Sub-Regional Office in Bratislava.
Administration and Finance:
- Supports day-to-day administrative work related to the smooth running of the UNW office, including oversight of communications/electronic/IT systems, and the coordination of meetings, note taking and follow-up
- Supports and coordinates all logistics related to staff travel such as lodging, transportation and prepares Travel Authorizations and ensures Travel Claims are properly filled and original documents kept on file
- Receives and approves invoices for purchased goods and services and submits them to the Sub-Regional Office for payments in a timely manner. Ensures that correct information on vendors is provided to the SRO. Ensures all original financial records are kept on file, including both vendor and partner contracts and documentation.
- Manages petty cash and attends to small value procurement of office supplies, stationery, and ensures timely re-order of stock. Prepares requisitions to the Sub-Regional Office for purchase orders above $500.
- Keeps and updates annual leave and absence monitoring records.
- Manages electronic /manual registry of all correspondence received, ensures correct distribution, monitors and tracks correspondence to ensure responsiveness. Creates and manages the filing system for the project office.
- Provides general advice and information on UN rules and regulations and ensures that all operations are in compliance with these rules/regulations. At the direction of the supervisor drafts correspondence on various issues, and manages the office filing system.

Required Skills and Experience
Education:- University degree (social, political science or related subjects) with supplemental training in gender issues, administration and finance;
- At least 4 years of relevant work experience. Experience in working with international organizations and supporting similar programmes are considered an asset.
- Experience of using ATLAS is an asset.
Language Requirements:
- Proficiency in Turkish and English, both written and verbal. Other languages of the region are an asset.
- Teamwork, a collaborative spirit and the ability to inspire and motivate others to achieve established goals are considered an asset.
- Ability to multi-task and work under pressure in taxing situations without losing focus on the objectives and priorities;
