Antecedentes
Years of conflict have damaged Afghanistan’s economic, political, physical, social and institutional structures. Reconstruction demands a secure environment in which there is credible leadership and enforced rule of law. Strong, legitimate and effective public administration structures, responsive to the needs of ordinary citizens - including the poor – are a precursor to any sustainable development. To this end, UNDP supports Afghan electoral institutions so that they can become more effective vehicles for development.The UNDP/ELECT project (2006 – present) and its follow on project ELECT II, lends technical and operational assistance to Afghan electoral bodies throughout the 2009 Presidential and provincial council elections and 2010 parliamentary elections. This included the establishment of Independent Electoral Commission (IEC) offices throughout Afghanistan’s 34 provinces.
While processes were strictly Afghan-led, Afghanistan does not yet have the capacity – particularly the financial capacity – to sustain its electoral institutions, independently. In order that progress made to date should not be “undone,” UNDP will lend financial and capacity-building support to the IEC and its provincial offices, established during the 2006 – 2010/11 project period.
Continuing long-term assistance through support to capacity building of national electoral authorities beyond 2010 is in accord with Security Council Resolution 1917 (2010). This assistance is closely coordinated with UNAMA, UNDPKO and EAD.
- Build on the achievements made, to date, in establishing an efficient, Afghan-led Independent Electoral Authority;
- Support the IEC in the transition from internationally-supported institution to self-sustaining institution; and
- Provide technical and operational capacity-building assistance, with a view to sustain and transfer knowledge to Afghans
Deberes y responsabilidades
Under the supervision of the Election Information Management Specialist, Software Developer (VR) will carry out / achieve the following functions / results:
- Review and evaluate existing Voter Registry (VR) software application and asses its usability of it for future VR exercises
- Assist IEC in the design and development of appropriate software solutions for VR
- Assist IEC in the development of software applications for polling center mapping
- Assists IEC in the developing of new and updating its existing electoral software applications
Assist IEC in the update of its existing operational/administration software applications for :
- Assets management
- Human Resources and
- Finance
- Ensures transfer of skills to the IEC counterparts through the application of appropriate training modules and materials;
- Assists the IEC counterparts in the development, testing, implementation and maintenance of its software solutions;
- Performs other tasks, duties and responsibilities required for the successful implementation of the project
The key results have an impact on the overall ELECT efficiency in providing advisory services and success in strategy development and planning for IEC staff capacity development and institutional consolidation.
Accurate assessment of existing VR software and development of new appropriate software modules for data collection and processing will result in higher accuracy rate of data in voter registration roll, thus ensure client satisfaction and enhance UNDP credibility in the area of voter registration.
The Software Developer will produce the following deliverables during the period of this contract:
- Produce detailed and comprehensive assessment of the existing voter registration software
- Produce timeframe and process outline for development of VR software modules
In close cooperation with IEC counterparts will develop the following:
- software for polling center mapping
- VR software for data capture and processing
- In close cooperation with IEC counterparts and advisors, produce de-duplicated PC list

Habilidades y experiencia requeridas
- Master’s or Bachelor’s Degree in Information Management, Engineering, Computer Software or other related field;
- 2 years of progressively responsible professional experience (Master’s) and 4 years of professional responsible professional experience (Bachelor’s) in systems analysis and development of IT systems required; experience in relevant areas, in particular in electoral VR projects.
- Advanced software and database development experience, related to large scale data entry and data processing systems.
- Prefer experience with OMR scanning systems;
- Expert skills with software development languages (e.g. VB, VB. NET, Java) and large database development / administration (SQL Server).
- Knowledge of web developments tools (HTML,ASP,PHP);
- Experience in monitoring data integrity , consistency and development of complex database reports;
Language Requirements:
- Fluency in written and spoken English is essential; Working knowledge of Pashto and/or Dari an asset.

- Office space, communication equipment (phone (prepaid)), VHF radio, transportation from/to workplace and relevant line ministries and office. Assets shall be returned to the CO upon completion.
- The IC shall be provided accommodation in MOSS cleared premises. The daily rent for a small room including three meals is $90.0. The daily rent for a large room without meals is $95.0. The large room rent does not include any meals. The meals can be purchased as $6.0 for breakfast and $12.0 for lunch or dinner.
