Background

The UNDP country programme for Tanzania is anchored on the United Nations Development Assistance Plan (UNDAP: 2011 - 2015) and Common Country Programme Document (CCPD). The UNDAP and CCPD are aligned with main national development policy and programming frameworks, namely: the FIVE YEAR DEVELOPMENT PLAN and the Government Joint Assistance Strategy (JAST). The country programme is mainly focused in three areas of priority, which are good governance, environment and climate change, and inclusive growth.
 
The current programme cycle seeks to achieve the following three broad outcomes:
  • Increased access to sustainable income opportunities, productive employment and food security in the rural areas.
  • Increased access to good basic social services for all by focussing on the poor and most vulnerable; and
  • Strengthened democratic structures and systems of good governance and the application of human rights.
The above outcomes would be achieved through collaborative efforts by United Nations Agencies, Government, Civil Society Organizations and Private Sector.
 
This project will support the national efforts to reduce income poverty through promoting inclusive, sustainable and employment-enhancing growth by enhancing Tanzania’s institutional capabilities for developing pro-poor growth and environmentally sustainable development policies and strategies. The project aims to strengthen existing national planning, policy making, budgeting and monitoring processes in partnership with key institutions involved in planning, budgeting and monitoring at national, sector and grass-root levels. These include the President’s Office Planning Commission, Ministry of Finance, Prime Minister’s Office Regional Administration and Local Government, and the Vice President’s Office, Division of Environment.
 
The approach will involve building on best practices from Tanzania, including lessons learned through the Millennium Village Project and the UNDP/UNEP Poverty and Environment Initiative aa well as from other countries in strengthening national capacity for integrated economic, social and environment planning at all levels.
Expected key results of the project include:
·                     POPC leads a national stakeholders’ dialogue on evidence-based pro-poor and environmentally sustainable growth with medium-term and long-term development perspectives beyond MDG 2015
·                     POPC formulates Public Investment Plans integrating pro-poor and environmentally sustainable activities and oversight on implementation of programmes and projects
·                     Research and analytical studies on employment-enhancing and environmentally sustainable growth and evidence-based policy management process made available to Government Directors, Permanent Secretaries and Ministers
·                     A Centre of South-South Cooperation established to facilitate knowledge sharing on growth and development, including gender-sensitive and environmentally sustainable strategies
·                     Enhanced capacity of POPC, MOF and PMORALG for budgeting and monitoring of Five Year Development Plan and MKUKUTA II Goals and targets on gender and environmental sustainability.

Duties and Responsibilities

  • Support the delivery of quality project outputs through quality preparation of annual and quarterly work plans, including budgets
  • Undertake project monitoring and assist in preparation of quarterly and annual implementation reports, both physical and financial
  • Provide communication support of the project to the public, and logistic support to project activities and personnel when required
  • Ensure that the inputs are relevant to the activities, and the activities are relevant to the results and ensure that value for money is observed throughout the project implementation, ensuring that compliance to guidelines for allowable expenses at established rates are adhered to
  • Project management responsibilities this includes:
  • Plan the activities of the project and monitor progress against the approved work-plan
  • Mobilize personnel, goods and services, training and micro-capital grants to initiative activities, including drafting terms of reference, work specifications and overseeing all contractors’ work
  • Monitor events as determined in the project monitoring schedule plan, and update the plan as required
  • Manage requests for the provision of financial resources by UNDP/UNEP, through advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures)
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports
  • Be responsible for preparing and submitting financial reports to UNDP on a quarterly basis
  • Manage and monitor the project risks initially identified and submit new risks to the project board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log
  • Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard
  • Perform regular progress reporting to the project board as agreed to with the board
  • Prepare the annual review report, and submit the report to the project board and the outcome group
  • Prepare the annual work plan for the following year, as well as quarterly plans as required
  • Update the Atlas Project Management module if external access is made available 

 Technical support responsibilities, this includes:

  • Ensure availability of technical inputs required to streamline processes that facilitate coordination, and dialogue under the President’s Office Planning Commission (POPC)
  • Support POPC function to lead national stakeholders’ dialogue on evidence-based pro-poor and environmentally sustainable growth with medium-term and long-term development perspectives beyond MDG 2015
  • Assist POPC in formulating Public Investment Plans that integrate pro-poor economic growth and environmentally sustainable activities and provide oversight on implementation of programmes and projects
  • Follow up on research and analytical studies on employment-enhancing and environmentally sustainable growth and evidence-based policy management process made available to Government Directors, Permanent Secretaries and Ministers
  • Support technical aspects of strengthening advisory functions and mechanisms in the POPC to provide access to evidence – based advice on policy options, systems change and reforms
  • Gather inputs for establishing a Centre of South-South Cooperation to facilitate knowledge sharing on growth and development, including gender-sensitive and environmentally sustainable strategies
  • Technically support enhancement of POPC, MOF and PMORALG capacity for budgeting, monitoring and evaluation of the Five Year Development Plan Goals and targets on inclusive growth, gender and environmental sustainability
  • Gather technical support and facilitate mainstreaming of gender and environment during the implementation of project activities.

Required Skills and Experience

  •  Masters Degree in Public Policy, Public Administration, Economic Development, Development Studies, Law, Sociology, International Development, or any other relevant discipline
  • Must have knowledge and experience in project management for at least three years
  • Must possess five or more years experience in some areas related to public sector reforms, policy development, national planning, resource mobilization, and capacity development
  • Good interpersonal skills and experience in advocacy work in areas related to implementation of public policy, public sector reform and systems change will be added advantage
  • Knowledge of capacity building/development and gender mainstreaming is important
  •  Proven experience in project cycle management in large projects including budget planning, financial management, monitoring and evaluation, with strong project management skills
  •  Experience in implementing and reporting on donor funded projects
  • Confirmed experience as strategic thinker, communicator and motivator.
