Historique

Under its regional project, Advancing the Implementation of UNSCR 1325 on Women, Peace and Security in the Western Balkans (2011- 2013), UN Women has been supporting gender-sensitive police reform processes in Kosovo (under UNSCR 1244/1999), as dedicated to the establishment of an inclusive and accountable police service that is capable of ensuring women’s rights and security.  In support of this process, UN Women has engaged the Kosovo Police in a long-term assistance effort towards the strengthening of its institutional capacity to mainstream gender into polices and procedures.
 
In 2010, a research report entitled Position of Women – Member of Kosovo Police, was published by the Human Rights Office of the Kosovo Police under the auspices of the Ministry of Interior and the General Police Directorate and with the support of UN Women. The report concluded that, despite progress, there is space for improvement when comes to the position of women within the Kosovo Police.
 
With the aim of enhancing  individual and institutional capacities of key security actors at different levels to formulate, implement and effectively monitor commitments under UN SCRs 1325, 1820, 1888 and 1889 (and CEDAW), UN Women in Kosovo (under SCR 1244/1999) is committed to the provision of continued support for the Kosovo Police.  The present focus will extend to strengthening the position of women within the Kosovo Police as supporting gender equality and the valuable contribution women make as police officers to ensure accountability towards the human rights and security issues of women and men alike. To that end, UN Women is looking to hire a national consultant to manage the secretariat of the Association of Women in the Kosovo Police in its first year of operation.

Devoirs et responsabilités

Under the direct supervision of the UNWOMEN Officer in Charge and in coordination with UNWOMEN staff, the national consultant will collaborate closely with Association of Women of the Kosovo Police and support as required.
 
The National Consultant is requested to provide the following services:
- Being responsible for the daily administration of the Association. 
- Assisting the Association in implementing its operations strategy and communication strategy in close collaboration with the Steering Group as well as (as required) the UN Women Project Office and other stakeholders including:
  • Assisting the Steering Group in planning for the founding assembly of the Association; 
  • Recruiting members and obtaining funding (membership fees, as well as internal/external fundraising);
  • Ensuring effective communication between the Steering Group of the Association and its members;
  • Ensuring effective internal communication with (1) members of the Kosovo Police and (2) the senior management of the Kosovo Police;
  • Ensuring efficient external communication with (1) the general public and (2) targeted audience as required, such as school girls in case of efforts to recruit more women into the police; 
  • Managing the communication on the Kosovo Police intranet and social media outlets of the Association;
  • Assisting in writing articles and editorials for the Association for publication and other information dissemination and outreach, including websites and social media outlets;  
  • Making the planning and practical arrangement for professional advancement trainings and capacity development for women in the Kosovo Police in Kosovo and abroad including travel arrangement;
  • Assisting the Board in planning board meetings; 
  • Assisting the Board in planning meetings, conferences and other events such as workshops;
  • In general, assisting the board of the Association taking care of all practical arrangement required for  preparation of meetings including drafting of agendas, invitations and presentations and information dissemination;
  • Providing any other additional services to the Steering Group of the Association as deemed necessary.

Duration and remuneration:
The duration of the contract is for the period of  15 April to 15 November 2013. The consultant is expected to work 2, 5 days a week. UN Women will provide a monthly payment at the end of each month upon certification by the supervisor, that the services have been satisfactorily performed. The last payment to the consultant will be made upon satisfactory completion of the work plan done in consultation between the successful candidate, the Steering Group and UN Women Project Office, and submission of a report to UN Women from the consultant approved by the Steering Group. 


Compétences

Communication - excellent communication skills (spoken and written), including the ability to convey concepts and key messages in a clear and concise style to different audiences.

Qualifications et expériences requises

  • Education – University degree (Bachelor degree or equivalent, Master degree is an asset), preferably in gender equality, criminology, political science, sociology, psychology, law or other related disciplines;

 

  • Experience – sound knowledge and work experience on gender equality issues and good knowledge of institutional mandates, policies and approaches as they pertain to policing, gender equality, women’s rights, safety and security, including the use of sex-disaggregated statistical information; 

  • Languages –The primary working language is Albanian while the consultant has to be able to also communicate efficiently in English and Serbian, both oral and written.

  • Computer skills – Experience in using MS Office (Word and Excel), internet and social media (including creation and administration of Facebook and Twitter pages). Experience with webpage design would be an asset.
