Background

The CHT Development Facility, in partnership with the Government of Bangladesh, engages with all stakeholders to promote sustainable development and peace for all peoples guided by the CHT Peace Accord. Globally, it is one of UNDP’s largest interventions with more than 200 staff and an annual budget of USD +20M. The Facility supports all 25 Upazilas and 118 Unions, prioritizing the remote and underserved areas. CHTDF supports CHT institutions to effectively manage and deliver services, and communities to take charge of their own development based on the principles of local participation and decentralized development.  
 
CHTDF has been assisting the government in decentralizing service delivery to the Hill District Councils (HDC) as per the Accord. Consequently, for the first time in over a decade, the HDCs are now managing CHTDF- funded services in health, education, agriculture, and livelihoods as well as many more of the core 33 functions agreed in the Accord. Communities are now able to manage their own development projects and tap into technical services from line departments. 
 
Significant development on the ground has been made through the steady provision of services to remote and disadvantaged communities as follows: approximately1000 women Community Health Service Workers (CHSWs), weekly satellite clinics and mobile teams have resulted in critical community-based health services delivered; over 20,000 children in remote areas now have access to quality education; and the network of 700 Farmer Field Schools, 1,600 Rice Banks and wider assistance to more than 3,000 villages, including 1700 Para Nari/Women Development Groups (PNDG), have dramatically increased food production, assets and income for both men and women in the CHT. 
 
Going forward, CHTDF will continue to assist communities to improve governance, reduce poverty and manage natural resources sustainably in the CHT. In the coming years, it aim to significant upscale the support for economic development, including for CHT projects to have higher value added and gain access to markets in Chittagong, Dhaka and abroad.
 
The duty station is Rangamati which is the regional centre of the Chittagong Hill Tracts located in 4-5 hour travel distance from the capital Dhaka. The position calls for frequent travel within CHT and to Dhaka. Rangamati is a family duty station of the United Nations.
 
Training and Learning
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: 
  • Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment 
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide 
  • Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme 

In addition to this, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: 

  • UNDP’s mandatory and voluntary training online training courses; 
  • UNDP Bangladesh training courses 
  • CHTDF learning events 
  • Possibility for exposure to other UNDP activities in Bangladesh

Duties and Responsibilities

Duties, Responsibilities and Output expectations
  • Manage the programmatic development and delivery of the CHT Development Facility in areas of economic development and marketing of CHT products making a significant contribution to the access to markets of CHT product and the value addition/branding of these products (50%);   
  • Organise and facilitate the formation of networks of CHT institutions and economic actors in the region and country as well as other development partners engaged in economic development; assist the Senior Management Team of the Facility in the overall management of relations with development partners (15%);  
  • Develop the programme management tools, including monitoring systems, and assist the chiefs to implement sound results based management systems for the CHTDF programme on agriculture, food security, NRM and economic development; lead the drafting and finalization of reports to donors as well as period and annual reports in these areas (15%);
  • Lead the contributions of CHTDF to the development of national strategies and policies with regards to coverage of CHT and the specific institutional set up in areas of poverty reduction, social protection, inclusive finance and related areas. As guided by the concerned chief, contribute as needed on CHTDF’s support for development of national policies and systems guiding the delivery of agriculture services in CHT (10%);
  • Lead the communication activities of the cluster effectively communicating results in areas of agriculture, food security, NRM and economic development; contribute to briefings, documents and work processes of UNDP Bangladesh in areas of responsibility (5%);  
  • Contribute to other areas of policy advice and development of CHT institutions as well as Programme management as assigned by the Director of the CHT Development Facility and supervisors (5%)
Content and methodology of supervision:
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:
  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO 
  • Establishment of a work plan, with clear key results 
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment 
  • Easy access to the supervisor 
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness 
  • Guidance and advice in relation to learning and training opportunities within the field of expertise 
  • Completion of the yearly UNDP Results and Competency Assessment (RCA) 
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties
In addition, the following specific supervision arrangements will apply: 
  • The incumbent will work under the overall supervision of the Chief, Community Empowerment and Economic Development who is a senior manager in the Facility and the direct supervision of the Cluster Leader for Community Empowerment and Economic Development.

Required Skills and Experience

Education:
  • Post Graduate University Degree/Master.
Experience:
  • Minimum of least 2 years of relevant work experience - Preferably experience from the UN system or other international development assistance.
Language Requirements:
  • Fluency in English and Danish with excellent writing and spoken skills in both. Knowledge of other official UN language would be considered as an asset.
Nationality:
  • Danish nationals and other European Union nationals with permanent residency in Denmark.
