Background

Under the overall guidance of the Programme and Analysis Unit and under direct supervision of the Head of Sub regional office in Tripoli, the incumbent is responsible for the day-to-day management of the project.

Background of the assignment:

As the custodian of the United Nations Convention against Corruption, UNODC is mandated to promote global adherence to it and assist Member States in implementing it.

UNODC concluded with the National Economic Development Board a project to provide assistance to the Libyan Arab Jamahiriya to establish effective mechanisms to combat corruption in its all forms and dimensions through the implementation of the United Nations Convention against Corruption (UNCAC). Through a series of key activities, including the elaboration of a national anti-corruption strategy, the project seeks to provide sustainable forms of support to enhance the efforts to combat corruption, promote judicial integrity and transparency in the public sector, and complement the different work initiated by the Libyan authorities in that field.  Moreover, with a view to facilitating the fight against corruption, the project will also build the capacity of law enforcement officials in fighting tax evasion. The project will work on fostering a national coalition to strengthen the fight against corruption through:

  • Supporting the Libyan Government in implementing the UNCAC;
  • Strengthening the national capacities on fighting corruption and tax evasion;

Promote the value of judicial integrity and accountability and emphasize the need of enhancing the citizens’ access to justice.

Duties and Responsibilities

Summary of Key Functions:

  • Implement of the project in line with the project document, supervise the work team and submit an evaluation of their performance;
  • Following required procedures and in line with the set work plan, monitor the implementation, provide quarterly reports on the implementation outcomes, prepare relevant recommendations to enhance the performance and overcome any arising obstacles;
  • Liaise with all project partners and facilitate good communication among them; liaise and ensure maximum collaboration with all concerned government entities, academic institutions and NGOs, and UN agencies;
  • Review regularly the project workplan and provide amendments when necessary in collaboration with UNODC and the relevant national counterparts;
  • Prepare financial reports and budget revisions in line with UNODC requirements taking and prepare of regular budget revision reports identifying all payments taken from the project budget;
  • Receive and approve reports from experts and consultants in the implementation of the project;
  • Enhance the technical cooperation prospects with counterparts;
  • Provide and enhance cooperation initiatives between UNODC, UN agencies, NGO’s and CBO’s in the frame of implementing the project activities;
  • Prepare and organize workshops, meetings and study tours in the frame of implementing the project activities;
  • Organize project evaluation in line with UNODC policy and procedures and prepare annual project performance and evaluation reports;
  • Supervise and provide guidance to project staff and project administrative support personnel; prepare staff performance reports;
  • Assist and provide technical assistance and advisory services to the direct counterpart for the project (NEDB) in various aspects related to promoting transparency, integrity and business enabling environment and fighting corruption; and
  • Carry out other tasks as may be assigned by the UNODC Representative.

Required Skills and Experience

Education:

  • Master degree in legal studies, political science, public administration or social studies

Experience:

  • 5 - 7 years of relevant experience, including working experience in project management and technical cooperation related to combating corruption and tax evasion issues. 
  • Knowledge of regional and international anti-corruption standards and legislations, with experience of working with Government, NGOs and CBOs.
  • Previous experience working with the United Nations is an advantage. 
  • Excellent drafting, analytical and managerial skills.
  • Ability to work independently and in a team.
  • Good computer skills.

Language Requirements:

  • Fluency in spoken and written English and Arabic is essential
