Background

The Warcati project builds on UNDP’s mandate and strategic vision that aim to promote the advancement of women through legal empowerment. It corresponds to the commitment of the UNDP Kuwait CO to address the empowerment of women as stated in its Country Program Action Plan 2009-2013 and its Gender Equality Strategy and Action Plan. Building on the experience and insights gained during the implementation of the Warcati initiative (Women’s and Children’s Rights through Access to Information), the project aims to facilitate and provide access to relevant laws and regulations for women and to raise awareness of women’s legal rights among women and key stakeholders  as well as the general public.

The project  reviewed laws and judicial practices that affect women's rights and hinder their full participation in the public life in Kuwait. A right-based approach has been utilized to collect and analyze the relevant laws and to audit the judicial practices with the view of introducing the required legal reform, in the long run and to ensure adequate protection for women.

The project key objective is to facilitate the access of information and services for needy women and for the public in large. To this end, the project activities include the development of relevant legal information in digital format and its dissemination through CDs, interactive website, social media, video and audio radio messages, booklets and telephone hotlines as well as through other means.

Similarly, the project aims to strengthen women’s support mechanisms and to build capacities of women's rights groups, law enforcement bodies and other stakeholders.  Their capacities will be enhanced to better access legal information through ICT and to use this information effectively in directing and counseling women and to advocate for women’s friendly justice system in Kuwait.

Objectives:

  • The  Training of Trainers (TOT) expert is expected to  train  a group of selected trainers from the legal profession, the law enforcement bodies, the support mechanisms, social workers and CSOs on the key concepts on human/women’s rights.
  • Provide the participants practical tools and participatory approaches techniques which are tailored for the audience needs and interests.
  • Develop a tailored manual that relevant to Kuwait laws and practices and based on (Warcati project) legal review studies. 

Duties and Responsibilities

  • Utilize human rights based approach for building capacities of key stakeholders by developing training materials based on key concepts and general knowledge in the discipline  as well as case studies from the Arab region and beyond.
  • Referring to the legal review studies in the four thematic areas of (Warcati) project; protection from violence, economic empowerment, women’s political participation and citizenship rights and equality on family and marriage.
  • Develop a training manual tailored for the TOT, to be used for the training and then to be refined and submited  in a printed and soft from to the project.
  • Conduct 5 days TOT training in Kuwait by using current participatory approaches and modern training techniques.
  • Provide final comprehensive report.
  • Working closely  under the  guidance of the project manager  in all stages of the assignment.
  • Ensure quality and efficiency and abide by agreed deadlines for deliverables.

Expected Outputs:

  • Training manual including key concepts on human/women’s rights and practical tools to enable participants to provide training for paralegals and legal aid providers.
  • 5 days TOT training sessions to provide knowledge and skills for the trainees with specific reference to the law and practices in Kuwait. 
  • Training report, including “pre and post” tests and other techniques to measure the knowledge and skills gained by the participants from the training.

Duration of Assignment:

Three weeks   including home-based time for developing the training manual and delivering the 5 days TOT in Kuwait.

Required Skills and Experience

Education:

  • Advanced university degree (Masters or PhD) in human rights and/or law.

Expereince:

  • Working experience in Kuwait or the Gulf region is preferable.
  • Proven experience in preparing tailored human/women’s rights training manuals.

Languages:

  • Proficiency in English and ability to train in Arabic
