Background

UNDP uses an integrated PeopleSoft system (Atlas) in support of its administrative and management functions, including HR Administration and Payroll. The Global Payroll Services unit (GPS), located in Copenhagen, Denmark, is primarily responsible for the oversight and payroll processing of locally recruited Staff and Service Contract holders worldwide, and for the payroll processing for International Staff, for UNDP and partner agencies.
The Atlas Technical/Functional Specialist is part of the Atlas HCM Technical Team located within the Global Payroll Services Unit in the Staff Administrative Services of the Office of Human Resources in Copenhagen.  The Specialist will work very closely with the Regional Payroll Associates and the International Payroll Associates in the three key functions identified below to ensure an effective global payroll services to UNDP and its partner agencies, including UNOPS, UNFPA, UN Women and UNU.  The Specialist will also work very closely with the Atlas HCM Technical and Production Support Teams located within the Enterprise Solutions Section of UNDP’s Office of Information Systems and Technology to ensure good coordination between GPS and OIST.
 
The incumbent should possess a strong background in PeopleSoft Enterprise Human Resources and Global Payroll application support and development. The incumbent must be an effective communicator, have project management experience and be able to share knowledge within the team and to the organization. Experience with PeopleSoft Enterprise Human Resources and Global Payroll version 9.1 is required.

Duties and Responsibilities

Support to Corporate Reporting
  • Develops ad-hoc queries based on payroll-related requests for data from OHR, UNDP Management and partner agencies
  • Identifies recurring requests for payroll-related data and develops reports as appropriate
Implements technical development processes within the Atlas HCM module to ensure that enhancements to the application will be undertaken in a carefully planned manner and include the following sub-processes:
  • Defines, documents and maintains key business processes
  • Documents business requirements
  • Defines and manages changes to the Atlas HCM application, including planning, execution and sign-off
  • Configure application (including GP element configuration)
  • Maintain Atlas organization and processing framework
  • Application documentation
  • Standard change implementation
  • Ad hoc change implementation
  • Unit testing and integration testing
  • User Acceptance Testing
  • Maintains functional documentation
Responsible for ongoing support of Atlas HCM, including the following sub-processes and procedures:
  • Incident management – create, update, reassign, close production issues
  • Configuration management including both regular and ad-hoc updates to the system and oversight of associated procedures
  • Provides technical and functional support for users
  • Assists users in optimized use of Atlas HCM and Global Payroll
  • Support to partners by providing data extracts of both HR and payroll related data
  • Participates in the planning process for new PeopleSoft/Oracle HCM projects
  • Works closely with colleagues in OIST to address any system performance issues
  • Through the OIST/BoM Atlas HCM Technical Team, maintains a relationship with PeopleSoft/Oracle

Required Skills and Experience

Education:
  • Master’s Degree in Information Technology, with a concentration on financial systems (Accounting), Engineering, or Business/Public Administration with at least five (5) years relevant experience or Bachelor's Degree in the related areas with specialized relevant experience of at least seven (7) years.
Experience:
  • An experienced IT and PeopleSoft professional with 5-7 years’ overall IT experience developing PeopleSoft HCM applications and customizations and implementing/administering development in PeopleSoft HCM environments. 
  • Two or more years of PeopleSoft technical experience working in a large organization, preferably a mix of governmental organization and commercial sector, giving a blend of understanding of a complex organization, with a customer-focused, service-oriented approach to payroll. 
  • Experience in reporting and the development of queries Is essential. 
  • Exposure to payrolls of more than one country/continent and working in a global context would be highly valued. Knowledge of UN/UNDP accounting and treasury procedures and processes, and human resources rules, in particular the administration of staff salaries and entitlements, would be a plus. 
  • An excellent working knowledge of payroll guidelines and procedures would also be an advantage, as would the ability to analyze and interpret payroll entries in staff monthly earnings and deductions and ability to research source documents of payroll related accounting entries.
Language Requirements
  • Excellent oral and written communication skills in English; knowledge of a second UN language would be an asset.
