Background

When the UN Framework Convention on Climate Change (UNFCCC) was adopted in 1992, as an OECD member Turkey was included among the Annex I and Annex II countries which bear most of the burden of the commitments made under the agreement. However, Turkey did not engage actively in Convention implementation until 2001, following negotiations which resulted in the Conference of the Parties (CoP) agreeing that Turkey’s “special circumstances” should be recognized on the basis of the “common but differentiated responsibilities” principle under the Convention. Turkey acceded to UNFCCC in May 2004, following the decision taken during the 7th Conference of the Parties (COP-7) held in Marrakesh in 2001 recognizing Turkey’s special circumstances in Annex I and deleting its name from Annex II. As per the Turkish Grand National Assembly’s Decision (5 February 2009), Turkey is a Party to the Kyoto Protocol since 26th August 2009. However, when the Kyoto Protocol was adopted, Turkey was not in Annex-B as it was not a Party to the UNFCCC, thus it doesn’t have any quantified emission reduction or limitation commitments.
 
Within this general perspective, the overall strategy of Turkey, as a developing country, is to make its contribution to the global efforts in combating climate change while taking into account her national capacity and special circumstances. Turkey by being a party to the Kyoto Protocol shall position herself to take part of the global action to combat climate change. In order to support Turkey’s efforts on climate change mitigation UNDP support Ministry of Transport, Maritime Affairs and Communications in preparation of proposal for transport sector NAMA(s) to be submitted to the UNFCCC registry system.

Duties and Responsibilities

UNDP in Turkey within the framework of the Project invites the international consultant to prepare the proposal for (a) NAMA(s) on transport sector which reflect(s) the international requirements under the UNFCCC, the Kyoto Protocol, any new global agreements as well as Turkey’s national circumstances.

Competencies

  • Maturity and confidence in dealing with senior political and technical experts from national institutions.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors.
  • Excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.

Required Skills and Experience

Education:
  • University degree in transport, environment, energy, economics, natural sciences or a closely related field.
  • Master or Doctorate Graduate degree(s) are asset.
  • Knowledge of introducing transport policies.
  • Technical knowledge on mitigation measures in transportation.
Experience
  • A minimum of 5 years relevant work experience.
  • Demonstrated solid knowledge of transport policies and measures.
  • Demonstrated experience in project development.
  • Experience in the policy development process associated with transport.
  • Experience in working and collaborating with governments is an asset.
  • Excellent knowledge of English including writing and communication skills.
  • Experience of relevant work in countries of the region would be an asset.
Technical work:
  • Thorough knowledge of international experiences and requirements towards NAMA development;
  • Demonstrated knowledge, analytical skills and relevant experience in mitigation options, in particular on transport sector.
  • Sound, practical understanding of market economics and how regulatory and fiscal policies can help to implement mitigation actions in transport sector.
  • Experience in drafting policy and technical documents.
  • Ability to pick up new concepts easily and to turn information from various sources into a coherent project document.
