Background

Rehabilitation and social and economic integration of people with disabilities into the society lies in the core of the UN Convention on the Rights of Persons with Disabilities. The convention urges the state parties to “take all appropriate measures to promote the physical, cognitive and psychological recovery, rehabilitation and social reintegration of persons with disabilities.” Experience shows that the integration of persons with disabilities into the socio-economic and development processes benefits the entire community and creates more opportunities for both persons with or without disabilities.

Turkmenistan was the first Central Asian country to accede to the Convention on the Rights of Persons with Disabilities (CRPD) in September 2008 and ratified its Optional Protocol in 2010. Turkmenistan submitted its initial report to the Committee on the Rights of Persons with Disabilities in 2011.  The new Social Protection Code of Turkmenistan introduced in January 2013 envisions all principles grounds of CRDP.  These trends demonstrate firm commitment of the Government of Turkmenistan to build a society where interests and rights of people with disabilities will be promoted and respected.

At the same time, different challenges remain in the area of integration and rehabilitation of persons with disabilities. The objective of the joint UNDP and Deaf and Blind Society of Turkmenistan (DBST) project “Advancement of Social Inclusion and Integration of Persons with Disabilities is rehabilitation” of visually and hearing impaired people and their further social and economic integration in the society.

Teaching of hearing and speech impaired children is a difficult task which requires special knowledge and approaches. Difficulties in obtaining knowledge, understanding of the world around them, and communication with people which face hearing and speech impaired children can be overcome with utilizing sign language and fingerspelling. The role of pedagogues is important in any aspects of teaching sign language and fingerspelling, giving knowledge, and comprehensive development of children personalities and their ability for socializing.   

Science and pedagogy are in constant development; new approaches are introduced and help make teaching processes more effective and further capacity and talents of children. Strengthening of qualification of pedagogues in teaching of general subjects and carrying out correction-rehabilitation programs to hearing and speech impaired children is important. Essential and quality education is crucial for hearing and speech impaired children because skills and knowledge they obtained in schools will lay down the foundations for independent life, learning profession, and having equal opportunities for integration in society.   

Duties and Responsibilities

The goal of this consultancy is to conduct a 5-day workshop for teachers of specialized boarding schools for hearing and speech impaired children to strengthen their capacity in the area of basics of sign language pedagogy and methods of teaching general subjects and carrying out correction-rehabilitation programs for hearing and speech impaired children.

Objectives and expected results

In close coordination with the National Project Coordinator and Project Manager of the project “Advancement of Social Inclusion and Integration of Persons with Disabilities” the International Trainer provides his/her services in developing materials and conducting the 5-day workshop on the theme “The basics of sign language pedagogy and methods of teaching general subjects hearing and speech impaired children.”  It is expected that the workshop will also include a session which would provide basic knowledge and skills to teachers on how to provide support to parents of hearing and speech impaired children.

Technical assignment and responsibilities:

  • Develop the agenda and prepare materials of 5-day workshop on the theme “The basics of sign language pedagogy and methods of teaching general subjects hearing and speech impaired children;
  • Submit to UNDP workshop materials seven days prior to beginning of workshop ( Workshop program; Presentations and handout materials;Additional materials related to the workshop theme (CD, DVD, video, booklets, others informational devices);
  • Conduct a 5-day workshop “The basics of sign language pedagogy and methods of teaching general subjects hearing and speech impaired children;
  • During the workshop demonstrate utilization of educational means and supplies using in the process of teaching hearing and speech impaired children.

Responsibility and accountability:

  • International trainer is responsible for quality delivery of services on preparing and conducting the workshop;
  • All activities within this technical assignment should be agreed with the National Project Coordinator and Project Manager.

Proposed Time Frame:

  • Planned time-frame to conduct the workshop is June-July 2013;
  • Preparation, approval and submission of a package of the workshop program and materials: Home-based (3 working days);
  • Mission to Turkmenistan (Ashgabat) to conduct workshop (5 working days)

  • Experience of work with governmental, public, and international organizations;

  • Cultural, gender, and other sensitivity.

Required Skills and Experience

Education:
  • Higher education in pedagogy (bachelor or master degree) with specialization in sign language pedagogy;.
Experience:
  • At least 7 years of teaching in the area of sign language pedagogy;
  • At least 5 years of experience in development and delivering trainings, workshops, conferences, etc.
Language Requirements:
  • Excellent written and spoken Russian.

Payment schedule:

Payments will be done in two installments:

  • Forty % - Upon completion of development and approval of the program and materials of the 5 day workshop.
  • Sixty % - Upon completion of the 5 day workshop.

Documents to be included when submitting the proposals:

  • Interested candidates must submit the following documents/information to demonstrate their qualifications:
  • Technical Proposal, including: 
  • A brief program/outline and content as well as design of the workshop;
  • List of similar workshops, trainings, or conferences facilitated recently and in the past.   
  • Financial proposal.
  • CV and UN personal history form (P 11) including past experience in similar projects or assignments. 
  • Contact information of at least 3 reference persons (e-mail addresses).

Evaluation:
The proposals would undergo the cumulative analysis, with 70% weightage to the technical criteria and 30% to the financial aspect.

Statement of Medical Fitness for Work:

  • Individual Contractors whose assignments require travel and who are over 62 years of age are required, at their own expense, to undergo a full medical examination, including x-rays, as well as obtaining medical clearance from an UN-approved doctor prior to taking up their assignment. 
  • Where there is no UN office nor a UN Medical Doctor present in the location of the Individual Contractor prior to commencing the travel, either for repatriation or duty travel, the Individual Contractor may choose his/her own preferred physician to obtain the required medical clearance. The medical clearance shall be kept in UNDP records and remain valid for a period of twelve (12) months.
