Background

Under the direct supervision of the Programme Specialist within the Environment & Sustainable Livelihoods thematic area, the Programme Associate (PA) ensures effective delivery of the country office (CO) programme by managing information, data and supporting programme implementation consistent with UNDP Rules and Regulations.

The PA works in close collaboration with the programmes and projects, and operations staff in the CO, Regional Office and UNDP HQs as required for resolving programme administrative and finance-related issues and facilitate exchange of information within and amongst the units, departments and offices.

Duties and Responsibilities

Summary of Key Functions:

  • Support implementation of programmes and projects for the Country Programme Action Plan (CPAP)
  • Support effective and efficient management of the CO programmes
  • Administrative support to the Environment & Sustainable Livelihoods Unit
  • Facilitation of knowledge building and knowledge sharing

Support implementation of programmes and projects for the Country Programme Action Plan (CPAP) focusing on achievement of the following results:

  • Collection, analysis and presentation of background information for preparation of CPD, CPAP, and effective application of RBM tools and establishment of management targets (BSC).
  • Presentation of background information for formulation of country programmes, draft project documents, work plans, budgets, and proposals on implementation arrangements. 

Provide effective support to programme unit and in management of the CO programme focusing on the achievement of the following results:

  • Efficient management of projects in Atlas by creating projects, preparation of budgets and  required budget revisions, revision of project awards and project status, determination of unutilized funds, and facilitating operational and financial close of a project.
  • Provision of guidance to the executing agencies and/or implementing partners on routine activities for adequate implementation of projects.
  • Monitoring project progress in Atlas.
  • Presentation of information for NIM project audits and supports implementation of audit recommendations

Provides administrative support to the Programme Units focusing on achievement of the   following    results:

  • Review of NIM projects financial reports; preparation of non-PO vouchers for development projects.
  • Maintenance of the internal expenditures control system, which ensures that vouchers processed, are matched and completed, transactions are correctly recorded and posted in Atlas.
  • Timely corrective actions on non-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
  • Making budget check for requisitions, POs and vouchers.
  • Preparation of requisitions for development projects
  • Preparations and coordination of the Implementing Partners Meeting.
  • Support to the recruitment of consultants for the Programme Unit

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on programme.
  • Synthesis of lessons learnt and best practices in programme.
  • Sound contributions to knowledge networks.

Required Skills and Experience

Education:

  • University Degree in Business or Public Administration, Economics, Law, Political Sciences and Social Sciences.
  • Specialized certification in Accounting and Finance would be an added advantage.

Experience:

  • 6 years of progressively responsible administrative or programme experience is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in English and language of the duty station.
