Background

August 19 was declared as World Humanitarian Day (WHD) to recognize humanitarian personnel and those who have lost their lives working for humanitarian causes. It marks the day when the then UN Special Representative to Iraq, and Brazil national, Sérgio Vieira de Mello and 21 of his colleagues were killed in the bombing of the UN Headquarters in Baghdad. This year marks the 10-year anniversary of the Baghdad bombing. The WHD also seeks to draw attention to humanitarian needs worldwide and is a global celebration of the humanitarian spirit within us all.


Duties and Responsibilities

Working under the direct supervision of OCHA, UNIC in RIO and the UN Resident Coordinator in Brasilia, the consultant will: 

- Interpret and coordinate an awareness-raising campaign and events related to WHD 2013 in Brazil. This will be done in close collaboration with the Brazilian Ministry of Foreign Affairs and other campaign partners in Brazil. 
- Help integrate and coordinate the connection between the Brazilian WHD campaign and events with the Global WHD campaign. 
- Develop a local communications and media strategy in keeping with the Brazilian and global WHD campaign. 
- Explore and document how the work on the WHD campaign and events can contribute to build OCHA’s partnerships in Brazil in the long-term, especially with non-UN entities that are interested in supporting and promoting humanitarian action. 
- Help the UN Country Team explore the possibility of organizing and running a high-impact outdoor exhibit on humanitarian work. 
- Solicit the eventual support of any national celebrity/ies to promote and further the campaign. 
- Help build and manage a network of volunteers to assist in the running and implementation of the campaign

Education
University degree in Public Relations, Communication, Journalism.
(Or an undergraduate degree plus at least 5 years of demonstrated professional experience in the field of journalism, communications, external relations, public affairs, public relations or corporate communications.)

Work Experience
Five years of progressively responsible and relevant professional work experience in communication, print, broadcast, and/or new media.
International and national work experience.
Background/familiarity with Emergency humanitarian situations and the work of the UN would be a distinct advantage.
Familiarity with the Rio de Janeiro commercial work environment is an important advantage.

Language Proficiency
Fluency in Portuguese and English.
Working knowledge of another UN language is an asset.
