Project Background

Since early 2000, Tajikistan’s capital city, Dushanbe, has been experiencing a rapid expansion in the use of private motor vehicles, alongside a deterioration in public transport caused by rising personal incomes, growing migrant population, a liberal trade policy and a largely neglected public transport system. This has led to the significant increase in urban air pollution and greenhouse gas emissions. It is estimated that 87 percent of the total air emissions in Dushanbe

Duties and Responsibilities

Objective

The CTA will assist the PM and provide technical inputs on the ongoing project studies and scheme implementation. This advice will be provided in the form of field missions to Dushanbe and remote communication.

Scope of work

 

The CTA will work closely with the PM, the project National Project Experts (NPE’s) and international consultants.  Specifically his/her tasks include but are not limited to:

Project Organization and Management

  • Work closely with the PM in coordinating and facilitating inputs of government agencies, partner organisations, scientific and research institutes, subcontractors and national and international experts in a timely and effective manner.
  • Provide expert support in the evaluation of the technical proposals for implementation of demonstration projects, such as introduction of bus lanes and establishment of a Single Dispatcher Control Centre in Dushanbe city and further quality review of interim and final reports.
  • Act as quality reviewer of reports prepared by national and international consultants and provide professional advice/solution for quality improvement.
  • Provide strategic advice on the overall project implementation strategy to the Project Board and PM.
  • Provide assistance with collection of best practices to support project PR expert.
  • Contribute as speaker at a proposed international conference on Sustainable Urban Transport in Dushanbe city.
  • Provide guidance and assistance to the PM and project consultants to ensure that the project activities conform to the approved project document.
  • Where required, assist the PM in preparing the Annual Project Work plans and Budget, preparing ToRs for key project staff, assist with Project Steering Committee (PSC) meetings and assist the PM with Monitoring and Evaluation of the project. Assist the PM in development of relevant ToR’s and recruitment / mobilization of qualified national and international external experts and organisations as needed to provide specific consultancy and engineering services.
  • Provide “on the job” technical guidance and mentoring to the PM, key stakeholders and NPE’s in order to build their capacity to effectively implement the technical aspects of the project.
  • Support the PM in project related meetings as required.
  • Prepare and submit to UNDP mission reports describing activities and outcomes of the work of the CTA.
  • In cooperation with the PM, develop a suitable project exit strategy during the final year of the project, and present it for approval to the PSC.

 Monitoring and Evaluation

  • Support the PM in preparing project progress reports, information releases, as well as monitoring and review reports in accordance with UNDP/GEF monitoring and evaluation rules and procedures.
  • Support the PM in the preparation and implementation of the final Independent Evaluation Missions (TOR’s, identification and recruitment of appropriate candidates, organization of missions, joint field missions and discussion with evaluators, etc).
  • Accompany leading UNDP CO staff on their annual monitoring visits to project sites.

Specific Technical inputs required

  • Provide technical assistance to the following project activities:
  • Ongoing Fares and Paid Parking Study and implementation of recommendations.
  • Ongoing Legislation study and implementation of recommendations.
  • Implementation of a pilot Single Dispatcher Control Centre.
  • Activities of the proposed national PR consultant.
  • Capacity building activities.
  • Implementation of a demonstration bus lanes project.
  • Update of Greenhouse Gas Emissions calculations.
  • Ongoing liaison with other funded transport projects in Dushanbe.

Deliverables

  • 1st mission to Dushanbe (the mission agenda along with presentations/information materials should be agreed with the PM prior to the mission) to conduct capacity building training(s) to cover the following areas:Single Dispatcher Control Center operation;Bus lane and bus infrastructure best practice designs and standards;
Deliverable 1: Report on conducted activities (including concrete reviews of ongoing project activities and guidance/recommendations on improving effectiveness) is prepared and submitted.

  •  Input to technical reports and related documentation where required. Input to TOR’s for key national and international project technical staff and contractors. Identify data requirements for before and after surveys. Input to PIR 2013. Technical guidance notes on the implementation of key components of the project.

 

Deliverable 2: Brief report summarizing the technical inputs made to the project activities (as above).

  •  2nd mission to Dushanbe (the mission agenda along with presentations/information materials should be agreed with the PM prior to the mission) to conduct capacity building training(s) to cover the following areas: Cycle lane designs and standards; Traffic management to cover issues such as defining a street hierarchy for the city centre, design of new major traffic signal intersections and best practice parking design standards;

 

Deliverable 3: The report on conducted activities (including concrete reviews of ongoing project activities and guidance/recommendations on improving effectiveness) is prepared and submitted.

  •  Assist PM with organizing the proposed International Conference on Sustainable Urban Transport in Dushanbe city, including the elaboration of conference agenda and invitation letters to ensure the involvement of the best international experts to participate during the conference, etc. Assist PM with ongoing activities of PR consultant, legislation Consultant, Working Groups and assist with the evaluation of the implemented pilot bus lane and SDCC. Assist with review of GHG emissions update work. Review data collection required for before and after surveys. Input to APR 2013.

 

Deliverable 4: Brief report summarizing the technical inputs made to the project activities (as above).

  •  3rd Mission to Dushanbe (the mission agenda along with presentations/information materials should be agreed with the PM prior to the mission) to assist PM and contribute as speaker at the proposed International Conference on Sustainable Urban Transport in Dushanbe city.

 

Deliverable 5: Participation in the proposed International Conference on Sustainable Urban Transport in Dushanbe city is ensured and report on conducted activities (including concrete reviews of ongoing project activities and guidance/recommendations on improving effectiveness) is prepared and submitted.

  •  Input to Technical Reports and related documentation where required. For example, progress on assisting the Municipality on findings from the Fares and parking study, etc. Assist PM with ongoing activities of PR consultant, legislation Consultant, Working Groups. Input to TOR’s for key national and international project technical staff and contractors, where required. Input to PIR 2014. Technical guidance notes on the implementation of key components of the project.  
Deliverable 6: Brief report summarizing the technical inputs made to the project activities (as above).

 

Deliverable 7 includes:

 

  • Overall Project Best Practices and Lessons Learned Report.
  • Best Practices and Lessons Learned Dissemination Plan.
  • Development of Project Exit Strategy.

  • 4th Mission to Dushanbe (the mission agenda should be agreed with the PM prior to the mission) to assist PM during final project evaluation mission (joint field missions, discussions with evaluators, etc).

Deliverable 8: The final report on all conducted project related activities is prepared and submitted.

Required Skills and Experience

Education
  • Master’s Degree in Transport Engineering/Planning. (Max 10 Points)

Experience

  • At least 15 years of practical international experience in the field of Urban Transport Planning, specifically in relation to designing and implementing public transport, parking, Intelligent Transport Systems, walking and cycling schemes, as well as experience of transport modelling and monitoring and evaluation of transport projects. (Max 10 Points)

Technical Skills

  • Sound knowledge of international best practices on Sustainable Transport Strategies or transport researches will be considered an advantage (Max 10 Points)
  • Previous working experience in design and implementation of urban transport projects in CIS countries (Max 10 Points)
  • Previous working experience in GEF projects will be considered an advantage (Max 10 Points)
  • Experience in assessment/evaluation of tender documentation in the field of public transport will be considered an advantage (Max 10 Points)

Language requirements

  • Full proficiency in English both written and verbal including ability to review, draft and edit required project documentation. Knowledge of Russian is an asset (Max 10 Points)
