Antecedentes

Project Title:  Restoration of Prespa Lake Ecosystem
UNDP, financially supported by SDC, launched a project that will introduce a set of comprehensive measures to significantly improve the Lake’s overall health, strengthen its resilience, and ensure, in the long-run, control of the eutrophication processes.
 
The project is designed to provide critical support to the authorities in implementing the first ever Prespa Lake Watershed Management Plan (prepared in accordance to the EU Water Framework Directive principles).

In the first two years of the implementation, the project activities involve considerable amount of construction works. Many of the construction projects will be launched and implemented over a relatively short period of time. In the upcoming months the project is planning to tender and start the execution of the following structures: 1) sewerage systems in rural communities (2-3 systems), 2) access road to the municipal waste disposal site, 3) upgrade of the agricultural waste management systems, 4) Lake Monitoring and Management Station in the village of Stenje, and 5) lake landing and docking marine in the village of Stenje.

Given their size and degree of complexity of these construction projects the project intends to hire a qualified Technical Advisor – Civil Engineer with extensive previous experience in planning, tendering, contracting, executing and supervising construction projects.

S/he will additionally strengthen the capacities of the project management unit in preparing the tenders (including control of Bill of Quantities, drawings, defining qualification requirements and licensing needs and other), evaluation of the bids (especially regarding the items where civil engineering expertise may be required), contracting, setting up the ground for executing the works (e.g., defining the communications amongst key players in the construction projects, control of the work-plans, keeping records of the construction works), support to the supervision of the works, support in the communication with the selected Contractors and Supervising Engineers and other support.

For most of the construction projects the necessary technical design documentation is either completed, or is in advanced stage. The technical review of the design documentation is also underway. The Technical Adviser will be expected to provide additional quality control over the produced documentation, especially of those aspects that are relevant for the upcoming tendering processes (e.g., BoQs, drawings and proposed construction methodologies).
The consultant will work under direct supervision of the Project Manager and in cooperation with the project team and the stakeholders.

Scope of Work

The Technical Advisor – Civil Engineer will provide direct support to the Project Management Unit of Restoration of Prespa Lake Ecosystem to effectively organize the tendering process and executing of the planned construction projects throughout the most critical stages of the construction project cycles.  S/he will provide high quality expertise in the planning, tendering, contracting, monitoring and execution of the construction works. S/he will also provide assistance in the communication with the key actors in the construction projects (e.g. contractors, supervising engineers, authorities and others), reviewing the information of the completed works (interim payment certificates) and controlling the quality and timeliness of the executed works.

Deberes y responsabilidades

Under the direct supervision of the Project Manager, and in close cooperation with the project team and the relevant authorities, the Technical Advisor – Civil Engineer will undertake the following specific tasks:

1. Review of technical documents and design, including drawings, technical specifications and bills of quantities for civil construction works submited by contractors with an aim to confirm their appropriateness and to identify possible deficiencies
2. Support the preparation of the tendering documentation for selection of construction contractors
3. Participate in the tender evaluations as an observer and provide expert input during the evaluation of bids for construction works
4. Advise on the national legal procedures, international standards, obtaning of necessary permits for construction works and other requirements related to launching construction works
5. Monitor the execution of civil works and during the construction and report to the Project Manager on all technical issues including but not limited to timeliness, quality, technical specification etc. 
6. Bring to the attention of Program Manager any projects which are not meeting timelines and propose solutions on strategic technical issues during the implementation of the construction works
7. Ensure in liason with the supervising engineers that projects are completed to a satisfactory standard before payments are authorized
8. Provide on-demand support on any relevant issue related to the construction works raised by the project management
9. Verify that the construction works are corresponding to the design, and the quality of the installed materials meets the desired standards. Alert the project management on any identified deviation regarding the quality of materials used and construction methods applied in comparison to the requirements of the relevant national legislation and the tender documentation
10. Facilitate the certification of the completed works.
 
Main Outputs/Deliverables

  • Report on the review of the technical design and documentation for each of the civil work assignments
  • Interim Reports upon finalization of each substantial phase/part of the works under Contract
  • Final report on completion of works
  • Other technical reports as required

Habilidades y experiencia requeridas

  • University degree in Civil Engineering or Architecture. 
  • Minimum 10 years of relevant professional experience in construction, construction management, or construction administration planning, design, supervision of construction works 
  • Record of participation in at least 5 similar assignments of similar size and degree of complexity (consultancy services in the area civil engineering, planning, design, supervision)
  • Sound understanding of national civil engineering and construction legislation 
  • Excellent communications, report writing and analytical skills
  • Macedonian and English language proficiency
  • The expert should have a minimum B type supervision certificate according to the national regulations
  • Understanding of the UNDP tendering procedures shall be considered an asset
 
Terms and Conditions
 Contract modality and duration

The Technical advisor – Civil Engineer will be hired by UNDP under IC (Individual Contract) modality for a period of 12 months. A maximum of 50 expert days is foreseen for this period. Possible extension/contract upgrade for additional 40 expert days over a period of 20 months may be considered by UNDP.
 
Reporting
The consultant will report to UNDP through the Project Manager. The produced documentation needs to be submitted in English and/or Macedonian (to be decided for each specific deliverable in agreement with the project management).
 
 Travel and other associated costs
The Technical Advisor – Civil Engineer expert is expected to travel to Resen several times during the assignment and spend 1 day for each trip. As the number of trips cannot be quantified at this stage, the consultant will be paid following UNDP procedures for travel.
 
Payments schedule
The payment for the services will be on a bi-monthly basis, depending on the number of authorized expert-days and upon certification of successful completion of the assigned working packages. For that purpose the consultant shall keep records (time sheets) of her/his work on different assigned tasks/working packages. The timesheets will be certified by the Project Manager. For this purpose the Technical Advisor – Civil Engineer will be required to submit time sheets (to be certified by the Project Manager prior to the payments of the installments).
 
Application procedure

The Consultant is expected to provide the following:
• CV/United Nations Personnel History form (P-11)
• Reference list of at least 5 similar assignments of similar size and degree of complexity (consultancy services in the area civil engineering, planning, design, supervision), position held and contact details of the clients
• Financial offer in MKD expressed as fee per expert-day (MKD/expert-day);
 
Evaluation procedure

The cumulative method will be applied in the evaluation of the applications. The contract will be awarded to the candidate achieving the highest cumulative score from the technical and financial parts of the proposal. The technical part accounts 70% of the total score and the financial proposal will account for 30% of the total evaluation score.
