In the area of climate change UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “Third National Communication to UNFCCC”. The main aim of the project is to strengthen the information base, analytical and institutional capacity of the key national institutions to integrate climate change priorities into country development strategies and relevant sector programs.  Particular focus in the project implementation is put on carrying out an integrated cross-sectoral  assessment of vulnerability and adaptation, particularly relations between the water resources sector/agriculture/health and disaster risk reduction (DRR), in the South-Eastern planning region.
 
The previous climate change communication activities taking place in country have targeted the public and have been implemented by three main actors: the Ministry of Environment and Physical Planning, NGOs, and various multilateral organizations. They all resulted in raising the level of awareness of climate change on general target audience but raising their understanding of the effect climate change has on their lives still remains a challenge.
 
Development of short documentaries on climate change i.e. testimonials from ordinary people on how climate change have affected their lives and what they have done to adapt have been identified as powerful media for raising awareness on this matter. Moreover, UNDP is particularly interested to promote the role of woman in climate change adaptation. The documentaries should convey the message that climate change is reality, it’s happening now and it affects us all and we should all learn how to adapt to these changes.
 
UNDP would like to engage an experienced national consultant who will develop the screenplay and produce three documentaries on real-life climate testimonials from three women, which will contribute to the project’s efforts to increase the climate change knowledge and awareness of the general public.

Duties and Responsibilities

Under the direct supervision of the Project Manager, and in close collaboration with the UNDP Communication Officer and relevant staff from the Public Communication Office of the Ministry of Environment and Physical Planning, the consultant shall develop three short documentaries named Climate testimonials: female stories.
 
More specifically, the Consultant shall be responsible for the following:
 

Preparatory phase 

  • Develop draft concepts for three documentaries, having in mind the main message that should be conveyed: climate change is reality, it’s happening now and it affects us all and we should all learn how to adapt to these changes.
  • Identify 3 women that will tell their real life testimonials on how they witnesses/observed climate change, how it affected them and what have they done to adapt. It is preferable these women to be at different age, religion, live in different parts of the country etc.
  • Identify the most suitable locations for filming
  • Prepare a detailed script for the three documentaries.

Implementation phase and post production

  • Record (film) the climate testimonials (three short awareness raising videos) on various locations in the country
  • Ensure production of high-quality documentaries (in a final version of app.3-5 minutes) in one of the following formats: DV, DV CAM, Beta format, or better.  TV broadcast-quality equipment shall be used suitable for both exterior and interior filming in any of the formats specified above. 
  • Edit the recorded material and produce draft version of the documentaries in consultation with the Project Manager, UNDP Communications Officer and relevant staff from the Public Communication Office of the Ministry of Environment and Physical Planning
  • Arrange voice over and synchronization
  • Arrange subtitles (in English).  Transcripts of the final version of the documentaries should be translated into English (translation has to be approved by UNDP Communications Officer);
  • Provide original/Royalty free music
  • Develop graphics (opening and closing sequence, signatures))
  • Produce final versions of three climate testimonials in two formats: one for TV broadcasting and one for internet.

 SPECIAL PROVISIONS

The produced materials will be property of UNDP, meaning that UNDP holds the copyrights of the developed documentaries. All produced documentaries will be used by UNDP, in accordance with the needs and viewpoints of UNDP and without consulting and approval of the consultant as per the General Terms and Conditions of standard UNDP contracts. 

DELIVERABLES

The consultant is expected to prepare and submit the following outputs:
 
  • Screenplay of three climate testimonials (May 2013)
  • Three documentaries – climate testimonials in two formats: one for TV broadcasting and one for internet. (one in June, two by the mid of  August 2013)
REPORTING

The consultant shall report to the Project Manager.
 
DURATION OF ASSIGNMENT

The consultant shall be engaged for  60 consultants’ days over a period of up to 3 Months upon signing of contract (June – 15 August 2013).
Anticipated number of days (per one documentary):
Preproduction: research on the topic, development of detailed script; identification of the main characters, selection of locations for filming (7 days)
Production: filming (3 days)
Postproduction: selection of most suitable shots, montage, voice over, synchronization, subtitles, music, graphics etc. (10 days)

PAYMENT SCHEDULE
The payment shall be processed in three instalments based on the milestones defined in the signed contract:
• 20% Upon submission and approval of the screenplay of three climate testimonials (May 2013)
• 30% Upon submission and approval of the first documentary – climate testimonial  (June 2013)
• 50% Upon submission and approval of two documentaries  – climate testimonial  (July 2013)

Competencies

  • Demonstrates integrity and fairness by modeling UN values and ethical standards.

  • Display cultural, gender, nationality, religion and age sensitivity and adaptability.

Required Skills and Experience

  • BSc in the thematic areas relevant to the assignment (e.g. Dramaturgy, Directing); Advanced degree shall be a strong asset
  • Minimum 6 years of professional experience in development of documentary videos. International experience (like cooperation with international TV houses/festivals etc.)  shall be considered as an asset
  • At least 3 (three) documentaries developed. Nominations on festivals/Awards for already produced documentaries shall be considered as an asset.
LANGUAGE REQUIREMENTS:

The climate testimonials shall be filmed on Macedonian language, but subtitle shall be prepared in the English language.
 
APPLICATION PROCEDURE

The Consultant is expected to provide the following:
  • CV/United Nations Personnel History form (P-11)
  • Brief concept proposals  for all three documentaries with detailed timetable of the proposed activities, having in mind the main message that should be conveyed: climate change is reality, it’s happening now and it affects us all, no matter of sex, religion or age and we should all learn how to adapt to these changes. Footage - material recorded several years ago, that can be used to support the climate testimonials (comparison before and now) shall be considered as asset. 
  • Financial offer – specifying a total lump sum in MKD for the deliverables specified in the TOR. The financial offer shall include a breakdown of this lump sum amount (number of anticipated working days, travel, per diems and any other possible costs). 
  • Reference list of at least 3 (three) similar work/documentaries and contact details of the clients.
  • Listing of camera, lighting and sound equipment (type of equipment and quantity) which will be used in filming.
 
EVALUATION OF OFFERS
The offers will be evaluated based on the best value for money principle which takes into account a combination of the applicants’ qualification and financial proposal (70% technical and 30% financial offer). The award of the contract shall be made to the consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and 
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
 
Technical 70%:
  • Education: 10% BSc in the thematic areas relevant to the assignment (e.g. Dramaturgy, Directing); Advanced degree shall be a strong asset 
  • Years of professional experience: 15% Minimum 6 years of professional experience in development of documentary videos.  International experience (like cooperation with international TV houses/festivals etc.)  shall be considered as an asset. 
  • Number of relevant projects:  20%At least 3 (three) documentaries produced. Nominations on festivals/Awards for already produced documentaries shall be considered as an asset.
