Background

Since September 2011, The Revolutionary Government of Zanzibar in collaboration with UNDP engaged in preparatory activities for a broad-based legal sector reform under an initiation plan signed between UNDP and the Zanzibar Ministry of Justice and Constitutional Affairs. This was followed by the signing of a full project document which is currently under implementation.
 
 UNDP Tanzania supports the Legal Sector Reform project in Zanzibar in response to the Revolutionary Government of Zanzibar’s priorities, as outlined in the key strategic documents (Vision 2020, MKUZA II and the MoJCA 2011/2012 Budget) priorities. It is also based on the UN Programmatic framework the United Nations Development Assistance Programme (UNDAP) outcome 1.2 ‘Select Public Sector Reforms in Zanzibar are developed and accelerated’. The Capacity and Needs Assessment of the Justice Sector in Zanzibar indicated that proliferation of reforms in various sectors poses potential challenges in terms of their coordination. Apart from the fact that there is no effective, formal and consistent vertical and horizontal coordination for all the reforms in the public sector, a reform coordination unit at MoJCA needs to be established and strengthened so as to have the authority and capacity to manage the reform coordination function across the legal sector.
 
It is in this context UNDP has agreed to assist The Revolutionary Government of Zanzibar to recruit National Project Coordinator (NPC) for envisaged Legal Sector Reform Programme. Based on the fact that the reform strategy is now being developed, the NPC is required as soon as possible, so that he/she can participate in the strategy development as well as implementation stages. Due to the complexity of the Legal Sector Reform, and the wide range of legal sector institutions that will be implementing the activities, there is a need for hiring a coordinator to support management and implementation of programme by ensuring coherence among the activities and among multiple responsible parties. The NPC will provide coordination; technical and management support as well as ensure proper communication among key stakeholders for implementation of the planned activities. The NPC will be housed at the Ministry of Justice and Constitutional Affairs. On the other hand the coordinator will act as a bridge between the Ministry and the Legal Sector Reform Steering Committee.

Duties and Responsibilities

  • Ensure the effective and flexible coordination and implementation of the programme;
  • Provide technical, management and coordination support to implementing agencies in implementation of planned activities under the Support to Legal Sector Reform Project and the Annual Work Plan;
  • In cooperation with the UNDP ensure effective administration and financing of the programme.
  • Ensure coordination between implementing partners and development partners in implementing the legal sector reform programme;
  •  Ensure optimal cooperation of the implementing partners with regard to implementation of all components of the Legal Sector Reform Programme in Zanzibar;
  • Support the Secretariat of the Steering Committee in the formulation and implementation of comprehensive Legal Sector Reforms Strategy for Zanzibar;
  • In cooperation with the Steering Committee and Principal Secretary, draft Terms of Reference for programme subcomponents
  • Provide communication support of the project to the public, and logistic support to project activities and personnel when required;
  • Ensure that the inputs are relevant to the activities, and the activities are relevant to the results and ensure that value for money is observed throughout the project implementation, ensuring that compliance to guidelines for allowable expenses at established rates are adhered to;
  • Support the delivery of quality project outputs through quality preparation of annual and quarterly work plans, including budgets;
  • Coordinate preparation of programme progress reports from responsible parties and compile for submission to UNDP on a quarterly basis;
  • Plan the activities of the project and monitor progress against the approved work-plan;
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Working closely with the secretariat, Steering Committee and consultants to organize stakeholders’ meetings;
  • Responsible for the implementation of component activities to discuss progress on and ensure that there is a common understanding of the direction of the programme

Required Skills and Experience

  • Masters Degree in Business Administration, Economic Development, Public Administration, Public Policy, International Development, Development Studies or any other related discipline, additional qualifications in law would be of an added advantage.
  • Must have knowledge and experience in project management for at least three years
  • Must possess five or more years of professional experience in the field of law, legal sector reforms, public sector reforms, policy development, national planning, resource mobilization, and capacity development
  • Proven experience in project cycle management in large projects including budget planning, financial management, monitoring and evaluation, with strong project reporting skills
  • Excellent communication and advocacy skills
  • Proven ability to conceptualize, develop, and plan as well as transfer knowledge and skills.
  • Good interpersonal skills with experience of networking with partners at all levels.
  • Experience working with or in international and donor organizations with implementation of participatory programmes.
  • Excellent computer skills.
  • Experience in implementing and reporting on donor funded projects
  • Demonstrated experience as strategic thinker, communicator and motivator
