Historique

The Royal Government of Cambodia is in the process of formulating series of policy strategy documents in order to promote socio-economic development. They include:

  • The New Rectangular Strategy – III (RS-III) to cover the next term of the Royal Government of Cambodia;
  • National Strategic Development Plan, 2014 – 2018 (NSDP, 2014 – 2018);
  • Cambodia Industrial Development Policy (CIDP); and
  • Cambodia Vision – 2030 (CV-2030).

The above strategy documents will provide overarching and constructive foundation to improve efficiency and effectiveness of Cambodia’s economic and financial structures on the basis of new aspect of structural change of global economy in order to accelerate socio-economic development, including: (i) high growth through economic diversification; (ii) quality growth through improvements in competitiveness and key aspects of incisiveness and equity; and (iii) resilient and sustainable growth through adequate safeguarding measures and risks/vulnerability management in place.

With the implementation of the above strategies, the Royal Government will aim to secure the followings key policy objectives:

First, ensure stability and safeguard Cambodian economy against future crisis – by following through with policies to mitigate risks (including external shocks and spillover effects) and eliminate uncertainties to maintain conducive business environment and improve confidence.

Second, ensure proactive macro-economic policies to support growth – by pursuing policy packages that proactive to sectoral needs and supporting real sector growth that generates jobs.

Third, ensure competitiveness and resiliency of the Cambodian economy both to the current global economic slowdown and to future crises as well as overcoming the middle-income trap in the process – by implementing policies to make foundation of the economy stronger by investing in the key growth areas and their resilience to secure a crisis resistant future of Cambodian economy.

In this connection, SNEC, as the highest-level body that is mandated to provide the Prime Minister of Cambodia with technical analysis, advice, and recommendations regarding policies and strategies for the nation’s rapid, sustainable socioeconomic development, has been tasked to undertake the preparation of the (i) RS-III; (ii) CV-2030; and (iii) IDP; while the preparation of NSDP will be under the Ministry of Planning responsibility. SNEC with collaboration and consultation from the relevant national and international agency will lead the formulation of the above mentioned policies.

In order to effectively perform the assigned task in terms of coordinate policy inputs, formulate appropriate policies, make rational choices among identified policy options and suggest monitoring mechanism for more effective implementation, SNEC would require short-term assistance from highly experienced resource person that is knowledgeable in economic development policy and its process to help formulate the “Cambodia Industrial Development Policy” and provide advice on development related issues.

Devoirs et responsabilités

The scope of this assistant will mainly on the finalization of the draft of the “Cambodia Industrial Development Policy: 2014 – 2018”. The work assignment to be performed by the Consultant will focus on the following areas:

  • Assess the benefits and limitations of the proposed policy measures and reforms under the CIDP and its consistency;
  • Determine what reforms, policy actions and proposals might be desirable to promote socio-economic development in the context of CIDP;
  • Identify obstacles and challenges for achieving such desirable reforms and proposals; and
  • Chart feasible and pragmatic solutions and propose mechanism to build understanding and support for the proposed reforms.

Detailed tasks include, but not limited to:

  • Assist in developing the CIDP and if required provide guidance for the analytical work and research studies assigned to the SNEC staff that would serve as inputs to this CIDP;
  • Provide backstopping support to the SNEC technical staff whenever required;
  • Give feedback to the SNEC management on the preparation of the policy and necessary adjustment that would needed to improve the documents;
  • Help to identify key issues that would require to be addressed by the policy and also develop approaches to deal with them;
  • Assist SNEC in ensuring consistency between CIDP and the RS-III, CV-2030, and NSDP by ensuring linkages, connections, and synergies between these Strategy Documents;
  • Help to review the inputs from DPs and government agencies to the preparation of the above CIDP;
  • Review experiences and best practices from other countries with similar social and economic context related to socio-economic development policies;
  • Synthesize the analysis and help to prepare an integrated and consistent draft report of CIDP.

  • Demonstrated capacity and expertise in doing policy research on industrial policy in Less Developed Countries;
  • Strong international publications record;
  • Ability to work under pressure, effectively coordinate and advise a research team, and meet tight deadlines without compromising on the quality of work, and being flexible;
  • Strong interpersonal and cross-cultural communications skills;
  • Excellent presentation skills.

Qualifications et expériences requises

Education:   

  • Ph.D. degree in economics, economic development, public policy, business or public administration, finance and law or related field from recognized institutions.

Experience: 

  • A minimum 15 years of relevant experience in conducting research on industrial policy;
  • Experience working in many different countries on industrial development policy, especially, south-east Asia that can bring internal dimensions and best practice to Cambodia;
  • Experience working with Governments;
  • Experience facilitating meetings with multiple stakeholders and presenting policy research at high-level forums.

Language Requirements:

  • Proficiency in written and spoken English.
  • Proven ability to write clear, jargon-free English.
