Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

UNHCR in Libya is promoting access to the territory, preventing refoulement and seeking durable solutions for the refugees. As of May 2012,  there were some 9300 individuals registered with UNHCR Libya, mainly Iraqis, Eritrean, Palestinian, Sudanese and Somalis. Since UNHCR interrupted its registration activities in Libya in mid-2010, the numbers of unregistered individuals in need of  international protection is estimated to be around 10 000. In cooperation with the Libyan authorities, UNHCR will shortly resume its processing activities, including registration, documentation and refugee status determination. Through its partners, UNHCR continues also to provide assistance to vulnerable persons of concern with financial grants, medical care and vocational trainings pending achievement of durable solutions. UNHCR utilizes a database ProGres to maintain a complete record of its population of concern and conduct its core processing activities. The database is a valuable tool that supports assistance and provides a strong foundation on which to base its protection activities. 

The main objective of the project is to provide fair and efficient access to the asylum procedures under UNHCR’s mandate and reducing the waiting period from registration to interview and first instance decisions. UN Volunteers in UNHCR Libya will be involved in all aspects of UNHCR Protection, including registration, refugee status determination for asylum seekers and resettlement of refugees. Through their endeavors, UN Volunteers will contribute to the provision of protection for persons of UNHCR’s concern in Libya.

Duties and Responsibilities

Under the direct supervision of the Protection Officer, the UN Volunteer  will undertake the following tasks:

  • Provide functional and administrative support in all protection related AGD based programming with implementing and operational partners.
  • Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management. 
  • Conduct visits in detention centers and Support assessments on durable solutions through voluntary repatriation, local integration and where appropriate, resettlement.
  • Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit/section.
  • Receive, Register and Select persons of concern for preliminary interviews and decide which relevant information to share.
  • Issue and update refugee and asylum seekers certificates.
  • To identify vulnerabilities and record special needs within the refugee population and timely bring them to the attention of protection staff;
  • Travels as needed to assist field officers in the accomplishment of their responsibilities;
  • Record data and assists supervisor in the provision of evaluations and information on various developments in the camps;
  • Performs other duties as required. 
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Required Skills and Experience

Qualifications/Requirements:

  • Libyan national
  • Excellent word processing and typing skills in English and Arabic and experience in using databases.
  • Very good communication and analytical skills
  • At least one years working experience in similar capacity
  • Experience working with people from different backgrounds.
  • Personal qualities: Highly motivated with strong interest in humanitarian work, dynamic and energetic with strong personality to manage work pressure.

Education:

  • Completed Secondary education.

Languages:

  • Excellent English oral and writing skills.
