Background

The DRC faces major challenges in light of the post conflict context and need of reconstruction of basic socio-economic infrastructures in zones formerly in distress, the massive displacement of civilian population, widespread victims of sexual violence and major governance dysfunctionalities. The main challenges are located in the following main areas: a) Local Governance; b) Security Sector Reform and c) Community Recovery and Rehabilitation.

In this context, the UNDP Resident Representative plays a critical role in consolidating the efforts of the UN activities in the DRC in close coordination with donors, NGOs and the host government. In the framework of the Integrated Mission, he is also the Deputy Special Representative, Humanitarian Coordinator, UN Resident Coordinator, and Deputy Designated Official for Security in the DRC. 

In view of the high demands posed on UNDP in the DRC in critical programming areas, the CO needs to expand its presence throughout the country, especially in areas where post conflict transitional recovery, coordination and action are a priority. The Sub Office in Equateur Province will perform the following key functions: (1) Representation of the UNDP programme with UNCT and partners at local level  (2) Policy advice to national counterpart at provincial level, project and managerial oversight of the UNDP Office (3) Programme formulation and assurance (4) Project monitoring, local evaluation coordination and results reporting (5) Donor, partner liaison, resource mobilization and communication (6) Provision of technical implementation, operational and logistical supports for the UNDP programmes in terms of transactions (HR, Procurement, Finance) within the limits of level 2 delegated authority.

Duties and Responsibilities

Under the supervision of the Deputy Country Director/Programme, and under the overall guidance of the Country Director, the Head of the Mbandaka Provincial Office will be required to:

  • Lead and direct effective implementation, administrative/financial management and the programming of operations and actions (work plans and the establishment of priorities, comprehensive monitoring/evaluation, analysis and dissemination of findings etc);
  • Coordinate and supervise teams for the management and monitoring of programmes and projects that operate in the province (annual and quarterly planning of activities, monitoring and analysis of the results frameworks) and evaluating their performance;
  • Coordinate the implementation of the activities of programmes and projects in the province (supervision of monitoring and financial management, especially budgets and expenses as well as the production of financial and status reports, etc);
  • Provide support/advisory services to the provincial government: develop an approach that will help to make an effective contribution to provincial consultations leading the planning and programming of UNDP operations in the province;
  • Contribute to the preparation and completion of frameworks for the programming and development planning for the province and its territories, using analyses of various existing frameworks for development planning (provincial PSRPs, priority action plans, sectorial investment programmes etc) in collaboration with local authorities, agencies, development stakeholders, the NGOs etc) ;
  • Organize modular training workshops structured around programmes supported by the UNDP for project personnel, and beneficiaries in the province and decentralized territorial entities;
  • Participate actively in and contribute effectively to the work of the Inter-Agency Provincial Committee (CPIA) and the IMPT (Integrated Mission Planning Team) within the framework of ISSSS (International Support Strategy for Security and Stabilization);
  • Collaborate closely with UNDP management, the local agency representatives, and the Integrated Office of the Resident Coordinator as well as the representative of the Mbandaka Sub-Office;
  • Establish synergies between the actions of humanitarian and development stakeholders and build partnerships for resource mobilization including for cross-cutting issues.

Expected key results:

  • Active local leadership for the overall success of the implementation of the 2 programme pillars, and the attainment of the MDGs in the Equateur province, Democratic Republic of the Congo (DRC);
  • Contribution to the development of tools and methodological procedures in the fields of community development, Recovery and Rehabilitation. Contribution to the empowerment of communities and to the greater social cohesion in the areas covered by the programme activities;
  • A leading role is played in identifying strategic issues and problems, which require UNDP’ support and which contribute to heighten the visibility of the UNDP in matters pertaining to good governance and the fight against poverty;
  • Programmes/strategies that are well thought out and innovative are designed and implemented.
  • Effective leadership and management of a portfolio, timely delivery of outputs, in line with the UNDP’s overall objectives and policies;
  • Soundly based partnerships developed with relevant stakeholders and interested parties for resource mobilization.

Required Skills and Experience

Education

  • Candidates should have a University degree (Masters or equivalent) in development. Furthermore, they should have majored in one or more of the following fields: regional planning, post conflict development planning, public administration and management.
Experience: 
  • Candidates should have at least 7 years professional experience in support/advisory services in the areas of development planning, regional development and decentralization, and the preparation of local or regional plans;
  • Tried-and-tested expertise in the planning, implementation, and supervision of projects that support provincial and local development with funding from international organizations;
  • Good knowledge of the political environment, the challenges of governance, state-building, and transitional issues;
  • Proven track record in an institutional and local/provincial setting, working together with policy-makers from Ministries, technical agencies, development partners and high-level NGOs as well as civil society organizations and decision-makers from provincial, local and community organizations.

Languages required:

  • Fluency in French is required. A good knowledge of written and spoken English would be an asset.
