UNOHCHR Cambodia’s Land and Housing Rights Unit monitors, promotes and implements the right to adequate housing and an adequate standard of living, aims to prevents forced eviction and unplanned relocation, and realize security of tenure. It works with the UN Women Country Office in Cambodia, which promotes women’s empowerment, rights and gender equality. While information on the above-mentioned challenges has been reported to the United Nations, at present there has been no United Nations assessment on women’s right to security of tenure in Cambodia, and research by development partners and NGOs are understood to be incomplete.
The purpose of the consultancy, therefore, is to undertake a preliminary assessment of available information, with recommendations on how to address the gaps in research and analysis and highlight the obstacles women face in accessing secure tenure, which in turn affect their right to adequate housing and livelihood. The report culminating from this consultancy will assist OHCHR and UN Women to identify key partners and decide to what extent further human and financial resources should be devoted to this area, whether for further research or advocacy purposes.

Deberes y responsabilidades

The consultant is to undertake a desk review of available reference materials and analysis on women and tenure security in Cambodia, outlining existing information and identifying gaps in analysis and making recommendations for further study, if necessary.  It is recommended that the consultant meet briefly with governmental bodies and selected non-governmental researchers who have already done some analysis on this subject matter, possibly including representatives at the Ministry of Land Management (on land registration), Ministry of Women’s Affairs, Ministry of the Interior (on civil registration), Heinrich Böll Foundation, and NGO Forum, and donor partners participating in the Technical Working Group on Land (for example, Germany, Canada, Finland, World Bank) and/or identify where further interviews would be useful if time does not permit.

The consultant is to provide a brief final report consisting of a short summary of findings, identification of gaps in data and analysis, list of interviews undertaken and sources consulted, and recommendations for further study, analysis, and/or field work including a research plan, budget and timeline, if necessary. 

Competencias

Functional Competencies:

  • Working knowledge and experience in the areas of land and housing rights and women’s rights (internationally and in Cambodia).
  • Familiarity with Cambodian laws related to land rights and registration, and demonstrated experience analyzing issues of property title with a gender perspective in Cambodia.
  • Experience in researching issues of tenure security, civil registration and inheritance an advantage.

Habilidades y experiencia requeridas

Education:

  • Master's degree or equivalent in law, political or social science

Experience:

  • At least three years’ experience (Master's degree) or 7  years’ experience (Bachelor’s degree)  in of relevant work experience.

Language Requirements:

  • Fluency in oral and written English, strong drafting skills in English. 
  • Competency in Khmer is an advantage but not a requirement.
