Background
Duties and Responsibilities
- Review literature on the Lesotho economy in general and its mineral sector in particular to familiarise himself/herself with the status of economic and social development in Lesotho;
- Review the Mines and Minerals Act 2005 and related regulation and legislation;
- Review the international and national analytical reports (international and local scans), and other reports as appropriate to in prepare for the first Multi stakeholder workshop;
- Prepare a short working document for the first multi stakeholder workshop outlining the terms of reference for the multi stakeholder working group, ground rules for the first workshop, the methodology to be followed, and an overview of local and international reports focusing on the key issues of impact to the Lesotho mineral sector;
- Facilitate the first multi stakeholder workshop. The workshop will review the international and local scans (analytical reports), identify the main issues hobbling the development of the Lesotho mineral sector and identify prioritised solutions to these challenges;
- Consolidate the outcomes of the first multi stakeholder workshop and draft the initial Green Paper;
- Facilitate and present the second drat Green Paper to the second multi stakeholder workshop of the working group
- Collate outputs of the Second Multi stakeholder workshop and compile draft white Paper;
- Draw up an implementation plan for the White Paper to translate it into a legal and regulatory framework for the Lesotho Mineral sector;
- Liaise with and coordinate facilitators of District level multi stakeholder workshops (ten) to consolidate and incorporate the outputs of the workshops into the second draft of the Green Paper;
- Present the draft Green Paper to the Government Task force and make corrections as appropriate;
- Present Draft White Paper to the final stakeholder review meeting and incorporate corrections as necessary;
- Make monthly presentations to the Government Task force on progress being made;
- The Lead Consultant will work with other experts and local consultants recruited during the process. S/He will generally perform the functions of principal advisor to the project in consultation with UNDP and UNECA.

Required Skills and Experience
- A recognised master’s degree in Economics, Development Planning, Mining or Earth Sciences or relevant social sciences.
- At least 7 years of relevant experience
- Experience mining or minerals sector or research with a focus on mining and minerals.
- Experience in developing regulatory frameworks for the minerals sector; and facilitation and scenario analysis
- Working experience with international organizations, especially the UN agencies will be an advantage
- Knowledge of Lesotho will be an asset
- Excellent command of English both written and oral with strong communication and report-writing skill
