Background

UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Zimbabwe. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery.

UNDP‘s management role consists in implementing grants, ensuring financial accountability, and training of national and international counterparts on programme management and financial accountability.

The Capacity Development Officer is expected to develop capacity building and institution strengthening strategies for the SRs and SSR as well as to support the implementation of these strategies.

Duties and Responsibilities

Policy advice and strategic technical guidance and leadership:
  • Support the design of the strategies and technical issues concerning capacity development and institutional strengthening;
  • Support the design of the Institutional Development Capacity Building Plan;
  • Support the design of strategies to promote knowledge development to facilitate  policy formulation;
Project  planning, implementation and monitoring and reporting:
  • Support the design of the training and capacity development activities for the MOHCW, SR and other implementing partners;
  • Prepare the documents to support the necessary training and capacity development activities;
  • Assist in the organization of the workshops, seminars and courses planned for the staff in the MOHCW and Sub Recipients;
  • Support preparation of the Terms of Reference for the recruitment of needed additional capacity to support implementation of the capacity development plan;
Partnership and resource mobilization:
  • Maintain effective partnership with Government and Regional Institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/project implementation issues to ensure results are achieved as planned;
  • Collaborate with internal and external partners, stakeholders and clients to advocate and promote organizational and program issues;
Capacity building and knowledge management:
  • Identify, codify and disseminate best practices and lessons learned to build capacity and knowledge;
  • Organize and implement training activities and events for the operations/ projects staff.

Required Skills and Experience

Education:   
  • Master’s degree in Business, Economics, Public Administration or any development related field.
Experience:   
  • 5 years professional experience, which includes at least 2 years of experience in capacity development aspects;
  • Solid experience in the management of people and systems in high-pressure environments is highly desirable
  • Experience in working with UN is an asset;
  • Sound IT skills including usage of an ERP system; 
  • Solid experience in the management of people and systems in high-pressure environments;
  • Demonstrated experience working with local governments, multi-donor agencies and or developmental partners.
Language Requirements:    
  • Fluency in English with good verbal and written skills.
