Background

The Ministry of Environment of Chile is implementing the National Phase-Out Plan for Halons, funded by the Multilateral Fund (MLF), and implemented by the United Nations Development Programme (UNDP).
 
The objective of this project is to provide technical assistance to elaborate a National Management Plan for Halons, that includes the promotion of technological alternatives for Halons-based Fire Extinguishment Systems, and developing the national capacity in its use with the creation of a Halons banks, among others.
 
To the date, a national survey was conducted resulting in the formulation of a nationwide inventory of Halons-based system. This inventory identified the demand for the substances: Halon 1301, Halon 1211 and Halon 2402. To elaborate this inventory, dated from 2011, 150 end-users were interviewed. As result, 34 companies were identified as owners of halons-based fire extinguishment still in use or storage. This exercise also identified 4 companies interested to implement a Recovery and Recycling Center for halons.
 
Halon use is classified as:
  • Civil: the use as fire extinguisher in buildings (e.g. data centers);
  • Military: the use in aviation (including civil aviation), tanks and submarines, between others.
The inventory set a potential bank of 10,366 KN (10.4 metric tons) for the Halon-1211 and 49,879 KN (49.9 mt) of Halon 1301 located in the sectors of telecommunications, army, civil aviation, banks and others. Based on that information, a strategic proposal was developed aiming to manage those substances, and its components include:
  • Provision of Technical Assistance;
  • Establishment of Halons Banks.
Therefore, this Term of Reference (TOR) identifies and specifies the scope of services required for the fulfilment of the above components and, therefore, a consultant is required to deliver the Technical Assistance needed for the achievement of the Plan.

Duties and Responsibilities

The Expert will work with UNDP, under the direct coordination of the National Ozone Unit (NOU) set under the Ministry of Environment of Chile to carry-on the following services (including but not limited to):
  • Providing Technical Assistance to end-users in the alternative technology implementation;
  • Support the NOU in the implementation of the management strategy;
  • Deliver technical assistance to military users in the evaluation of current banks, technological replacements available, general retrofit plans (including cost estimation, time-frame and disposal of old equipment);
  • Support in the implementation of Capacity Building Seminars, delivery of technical assistance to the Halons end-users from civil and military sectors, through a seminar on replacement alternatives; and
  • Give guidance to the implementation of Halons Banks (including design technical specifications of equipment and give orientation on the physical operation of the Banks if required).
 Duration:
The contract will enter into effect upon signature by both parties, expected to extend for 6 (six) months of services.
 
Duty Station:
Home based, with missions to Santiago de Chile, Chile.

 Fees:
The consultant will receive the payment based in deliverables. The candidate shall quote his/her services including all travel costs needed to the attendance of the tentative missions listed below. Missions not foreseen shall be paid to the consultant as per IC Rules and Principles.

A Best value for Money approach will be used in the evaluation of the applicants, and will lead to a combined score for technical capabilities and the financial offer. The short listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.
 
Expected deliverables and missions for the duration of the IC:
  • D1 Halons Management Strategy (including training strategy) delivered; Home Based;
  • D2 Technology Replacement Seminars (civil and military) delivered;  Mission to Santiago, 3 days (expected for July 29th , 2013);
  • D3 Best Practices Guidelines Halon Management Programme delivered; Home Based;
  • D4 Technical assistance for the halon bank(s) delivered.  Mission to Santiago, 3 days (expected for September, 2013);
  • D5 Project Completion/Closure documents/reports delivered; Home Based.

Required Skills and Experience

Education:
  • Engineering or Equivalent Degree in Chemistry, Mechanics, Electrical or related field;
  • Advanced degree in relevant discipline is desirable.
Experience:
  • Working experience of at least 10 years with development, implementation and/or monitoring of projects of fire extinguishment and its correlated areas with Halons systems;
  • Knowledge on halons recovery/recycling equipment use, field application and/or installation and/or retrofit is desirable
  • Working experience with military or civil fire extinguishment applications is desirable;
  • Knowledge in then use or application of halons alternatives fire extinguisher agents is desirable;
  • Knowledge of Montreal Protocol related policy is desirable;
  • Working experience with similar projects in developing countries is desirable;
  • Academic/research experience in the halons-related area is desirable.
Language:
  • Proficiency in English;
  • Knowledge of Spanish is desirable.
Evaluation Criteria:

Technical Capabilities (70%): A Best value for Money approach will be used in the evaluation of the applicants, and will lead to a combined score for technical capabilities and the financial offer. Candidates scoring 60 points or less will be disqualified.
