Background

The Afghan Opiate Trade Programme (AOTP) of the UNODC strives to provide timely and accurate threat and risk analysis to help the international community to shape its response to the problem of Afghan opiate trade that continues to represent a severe global threat to public health, governance and security.
In 2013-2014 AOTP plans to continue delivering its analysis in the form of studies, reports and online database (webpage: drugsmonitoring.unodc-roca.org) published inter alia in the English language. Therefore, procurement of English-language editing and document formatting (to be performed at the pre-publishing stage) is sought. 

Duties and Responsibilities

  • English-language editing and proof-reading of the reports / documents / newsletters / online database
  • Publishing-ready formatting, structuring and design of the reports / documents / newsletters / online database
  • Editing and re-writing the executive summary, conclusion and key findings of the reports / documents / news letters
  • Assisting with preparation of AOTP project progress reports / documents
Expected results and payments :
This is a lump sum contract. The financial proposal shall specify a total lump sum amount. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount by expected deliverables.
 
The payment will be made in US dollars and in eleven installments to be issued upon delivery of the services and outputs specified in TOR:
  • 1st installment of 10% of the lump-sum amount is to be made by July 2013 upon provision of Report # 1 English-language edited and publication-ready formatted;
  • 2nd installment of 10% of the lump-sum amount is to be made by August-September 2013 upon provision of Report # 2 English-language edited and publication-ready formatted;
  • 3rd installment of 8% of the lump-sum amount is to be made by October 2013 upon provision of Research curriculum English-language edited and formatted;
  • 4th installment of 8% of the lump-sum amount is to be made by November 2013 upon provision of editing and structuring of AOTP online drugs monitoring platform;
  • 5th installment of 8% of the lump-sum amount is to be made by December 2013 upon provision of editing and structuring of AOTP online drugs monitoring platform;
  • 6th installment of 8% of the lump-sum amount is to be made by January 2014 upon provision of assistance in preparation of AOTP project progress report and other project documents;
  • 7th installment of 8% of the lump-sum amount is to be made by February 2014 upon provision of brochure on AOTP drugs monitoring platform English-language edited and formatted;
  • 8th installment of 10% of the lump-sum amount is to be made by March 2014 upon provision of Report # 3 English-language edited and publication-ready formatted;
  • 9th installment of 10% of the lump-sum amount is to be made by April 2014 upon provision of Report # 4 English-language edited and publication-ready formatted;
  • 10th installment of 10% of the lump-sum amount is to be made by May 2014 upon provision of Report # 5 English-language edited and publication-ready formatted;
  • 11th installment of 10% of the lump-sum amount is to be made by June 2014 upon provision of Report # 6 English-language edited and publication-ready formatted;
All the outputs shall meet the satisfaction of UNODC (as assessed by the Afghan Opiate Trade Programme Management Officer) according to the following indicators:
  • Quality of the documents produced;
  • Technical competence;
  • Timeliness of the delivery.

Competencies

  • Ability and willingness to work under pressure and with tight deadlines;
  • Ability to work in a team, good interpersonal and communication skills;
  • Work experience with UN system or other international organization would be an asset

Required Skills and Experience

Education:
  • University degree in related area is required.
Experience:
  • Prior experience of at least three years in English-language editing, web page structuring, publication-ready formatting and speech writing is required.
  • Prior experience of performing such services for international institutions is highly desirable.
Language;
  • The applicant must be a native English speaker.
