Background

In the event of the 17 February Revolution, the Libyan people have undertaken upon themselves the responsibility to achieve a long desired democracy after having lived under autocratic regime for 42 years.  The transition toward democratic governance entails tremendous challenges at all levels, in particular, political, economic, cultural and institutional.  These challenges are even more significant when citizens’ expectations for quick delivery of democracy, reform and economic growth are high both at the central and local levels.

UNDP Libya has been working with the Libyan government in accordance with the Standard Basic Agreement signed in 1974.  The office has accumulated a long history of experience in several areas pertaining to development and governance, and achieved high credibility during the past years.  With the current political transformation in Libya, needs for a comprehensive programme in the governance sector have risen.  The government has expressed it desire to have UNDP support its efforts in the overall institutional and economic reform in Libya including inter alia, public administration reform, civil service leadership development, public accountability, local governance and state citizen relationships.

In this regard, UNDP Libya is in the process of developing a Governance Programme with the aim of providing support to the Libyan people and government in the short, medium and long term, specifically addressing challenges of PAR.   The overall objective of the programme is to strengthen the efficiency and effectiveness of the Libyan state institutions to deliver democratic governance and sustainable economic development.  In this context, the programme will work with the Libyan counterparts including the government at the central and local levels to streamline institutional and organizational structures and support the national transformation toward democratic governance and sustainable development.

Duties and Responsibilities

Under the overall supervision of the  Country Director, the incumbent will:
Policy Advice and Strategic Planning
  • As part of the Policy analysis and strategy forum, provide analysis of the Governance sector development situation in the country and contribute to the formulation, analysis and reporting on progress in related UNDP planning and programming tools as well as briefing and other strategic documents;
  • Policy guidance to UNDP Country Office on Governance issues;
  • Provide strategic advice to counterparts, in particular Ministry of Planning;
  • Identify opportunities and entry points for UNDP in the area of governance, through partnership management and development of concept notes;
  • Assessment and analysis of poverty, including design and implementation of socio-economic surveys (participatory where desired), assessments and monitoring indicators; capacity building issues; and the formulation and implementation of poverty reduction strategies and policies with emphasis on local poverty initiatives;
  • Initiate, if necessary, diagnostic studies in the respective areas of governance in Libya, in particular public administration and local governance;
  • Provide strategic and policy advice to the governance programmefor a strategic and well-resourced UNDP flagship programme;
  • Work closely with the Public Administration Reform Advisor for the development of  the Governance Strategy Paper/PAR program for the Country Office, addressing national needs and priorities;
  • Advise the Country Office senior management on issues that would benefit from high level advocacy efforts in the area of governance;
  • Produce periodic updates and briefs on the status of governance challenges, issues and successes in the country.

Programme conceptualization and development:

  • Work closely with the Country Office Project team for the  development of the office’s main governance conceptual tools including project ideas and project documents and knowledge products;
  • Support the CO programme team on governance measurement, analysis and mainstreaming with the cross-thematic links (democratic transition, civic engagement, rule of law, economic recovery, Gender, environment and sustainable development, local governance);
  • Identification of emerging programme issues which require a response from UNDP;
  • Analysis and conceptualization of key Governance programme related response in partnership with key stakeholders in the country;
  • Identify programme interventions in the area of good governance with focus on the identified priorities by the CO in line with the CPD;
  • May act as Project Manager at interim, such as for the Capacity Strengthening Initiative until a Project Manager is recruited and fully managing the project. This includes assuming the workplanning, day-to-day management of the project resources, the timely implementation of  the project activities, the reporting and financial management of the project resources  in line with UNDP rules and regulations;
  • Form a Governance working group within the office and facilitates dialogue on priority issues and cross-cutting issues with other areas of work.

Partnerships and Resource Mobilization:

  • Coordinate closely with UNSMIL, UN agencies and the international community in Libya with the aim of building strategic partnership and optimizing the programmatic support for UNDP;
  • Develop contacts with the Libyan government and counterparts, donors and international agencies working in the field of governance;
  • Cooperate with the national counterparts in the resource mobilization efforts and identify opportunities, based on the Libyan government’ priorities and donors available resources;
  • Building partnership and cooperation with strategic players, including donors’ community, UN agencies, World Bank, IMF and relevant international and national agencies/institutions;
  • Lead the Governance Team’s effort in identifying opportunities for mobilization for thematic areas or new areas of interest to donors;
  • Initiate and institutional strategic partnership building between the Libyan counterparts, UNDP and the donor community working in the governance areas.

Capacity building and knowledge management:

  • Support the capacity development process on Governance related issues within UNDP Country Office and promoting collaboration with UNSMIL and the UNCT;
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to the Governance portfolio goals and priorities;
  • Act as resource person in capacity building activities organized by the Governance programme portfolio and the respective projects;
  • Provide sound contributions to knowledge networks and communities of practice. Sharing information, best practices and lessons learnt on UNDP strategic interventions through media campaigns, public events and regular update of the CO’s web-site;
  • Act as the knowledge broker/facilitator on all issues related to governance including experts’ identification, referral and comparative experience from other Country Offices in the region.

The key results have an impact on the overall success of the country programme and reaching CPD goals.  In particular, the key results have impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.  In specific terms, it has impacts on the following results areas:

Required Skills and Experience

Education:

  • An advanced university degree (masters or equivalent) in public administration, planning, economics, political sciences, social sciences or related field.

Experience:

  • A minimum of 10 years of experience at national or international level in providing strong experience in the design and development of government policies and programmes that include inter alia public administration reform, economic management and reform, rule of law, parliamentary development, electoral systems and processes, decentralization and local governance, crisis management prevention and recovery, institutional development and management of human resources, human rights and gender and youth, and state-citizen dialogue;
  • Strong experience in a diverse range of UNDP support functions, including programme development, resource project reporting, Monitoring & Evaluation, etc;
  • Experience with multilateral agencies and bi-lateral aid organizations would be an asset;
  • Strong background experience including familiarity with UNDP systems, requirements, procedures, and rules & regulations;
  • Strong background experience in business development, marketing, resource mobilization, developing networks of contacts;
  • Extensive background experience in working in at least one or two  of the related thematic areas of democratic governance.

Skills:

  • Experience in the usage of computers and office software packages (MS Word, excel, power point presentations, etc.,) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Project delivery planning, design, management & support;
  • Strong writing skills including technical reports, general reports, proposals and preparation of budgets;
  • Extensive background experience working in and knowledge of at least one or two democratic governance area

Languages:

  • Excellent written and communication in English;
  • Knowledge of Arabic is an advantage not a requirement.
