Background

UNDP’s new Country Programme in Myanmar includes an important component on Democratic Governance, which proposes to provide support to the formulation and implementation of national development strategies, and to provide policy advice for advancing regional development, decentralization, and economic governance. Through a prioritization and sequencing approach, dependent upon legislative and institutional development, the programme proposes to support efforts to ensure accountability of emerging democratic institutions, including Parliament, the judiciary, the media and civil society.
 
UNDP’s proposed support in the field of rule of law and access to justice aims, among other things, at support to increase service delivery at the local level focusing on the rights of women and the rights of the most marginalized in target states/regions and in selected townships, leading to the empowerment of women and marginalized groups to claim and to have their rights adjudicated and grievances remedied.

Duties and Responsibilities

The consultant will provide a clear understanding to both Myanmar justice sector institutions, especially AGO, and UNDP, of the steps, time and funding required to fully design and implement an ICT Strategy, either at the AGO-only level, or across the justice sector. To ensure the active support by both Myanmar government and international development partners in order to start the process of systematic improvement and increase of use of the state-of-the-art ICT tools, technologies and processes in the daily work of the Myanmar justice sector. 

In country the consultant will establish initial understanding of the status for the following key elements of:
  • General Assessment of ICT position in the organization (AGO);
  • Architectural Assessment of ICT (major information assets, use of data, location and functionality of data centers, spread of ICT equipment, network status and connectivity, if any, key applications, security, etc.);
  • IT organization and human capital assessment, including ICT organizational structure, ICT staff capacities, ICT skills assessment, ICT staff motivation and retention, Salary, Retirement and Benefits, Working conditions, Training plans, etc;
  • ICT operations assessment, including various processes related to plan and organization of work within ICT;
  • ICT spending and funding issues.

The Consultant will also be evaluating opportunities for achievement of “Quick Wins”, even before the official ICT Strategy is completed, in order to speed up the improvement in ICT usage, without the need for immediate large investments, from either financial, organizational or human resources point of view:

  • The Consultant will produce an “Initial Assessment of ICT at AGO” document, which will describe in some detail the situation in regards to ICT usage and practice at AGO, structured as described above, as result of the local work. The document will include an overall, high-level view of the AGO structure and modus operandi, specifically from the ICT usage point of view; it should describe the current situation from the several angles of ICT assessment, as noted above.
  • The Consultant will also prepare an “ICT Road Map”, a proposal for the future full design and implementation of ICT Strategy at AGO, with the work structure, rough time plan, and estimated rough costs, as well as conditions to be satisfied in order to implement the plan;
  • The Consultant will also provide a suggestion for implementation of immediate/ intermediate measures (“Quick Wins”), in order to facilitate those actions (if any) that may contribute to improved understanding and use of ICT even before the full design and completion of the overall ICT Strategy;
  • Describe considerations for integration of AGO ICT Strategy work with similar work on other parts of the country’s justice and law enforcement sectors, i.e. courts, prisons, police, etc.

Required Skills and Experience

Education:

  • Masters level degree in Computer Science or related field.

Professional Experience: 

  • At least 15 years of professional experience in the areas of ICT;
  • ICT experience related to the justice sector;
  • Experience with ICT systems in several countries;
  • Excellent knowledge of key ICT areas, such as networks, telecommunications, software, database organization etc
  • Strong analytical skills;
  • Strong interpersonal skills.

Language Requirements:

  • Strong English language skills (both written and spoken).
